These labor safety instructions have been developed specifically for repairmen in food production.

1. GENERAL OCCUPATIONAL SAFETY REQUIREMENTS

1.1. This instruction provides requirements for the safe performance of work related to the maintenance, installation and repair of equipment and pipelines in process shops.
1.2. Persons who are at least 18 years old, recognized as fit for health reasons, who have undergone introductory and initial workplace safety briefings, who have been trained in the safe conduct of work, who have passed exams at the qualification commission for permission to work independently, and who have received a certificate, are allowed to carry out repair work in technological shops. established form.
1.3. Repeated (regular) testing of knowledge of labor protection instructions is carried out by the workshop commission at least every 12 months.
1.4. Initial briefing at the workplace, repeated, unscheduled and targeted briefings are carried out by the immediate supervisor of the work (foreman, mechanic, site manager, installation manager, etc.), who has undergone occupational safety training in the prescribed manner and tested knowledge of occupational safety requirements.
1.5. Repeated instruction on safe techniques and work methods is carried out at least once every six months according to programs developed for conducting initial instruction in the workplace.
1.6. Unscheduled briefings are carried out:
— upon the introduction of new or amended legislative and other regulatory legal acts containing labor protection requirements, as well as labor protection instructions;
— when changing technological processes, replacing or upgrading equipment, devices, tools and other factors affecting labor safety;
— if employees violate labor safety requirements, if these violations create a real threat of serious consequences (industrial accident, accident, etc.);
— at the request of officials of state supervision and control bodies;
- during breaks in work (for work with harmful and (or) dangerous conditions - more than 30 calendar days, and for other work - no more than two months);
- by decision of the employer (or a person authorized by him).
1.7. Targeted briefing is carried out when performing one-time work, during liquidation of the consequences of accidents, natural disasters and work for which a work permit, permit or other special documents are issued, as well as when holding mass events in the organization.
1.8. The repairman is obliged to comply with the requirements of the “Internal Labor Regulations for Workers and Employees of the Enterprise.”
1.9. The process of performing work associated with the installation and repair of equipment and pipelines is characterized by the following hazardous factors:
— injury as a result of a fall from a height, bruises and cuts on equipment and metal;
— contact with harmful substances in maximum permissible concentrations for the corresponding product processed in technological installations;
— receiving chemical burns as a result of contact with the body or eyes with sulfuric acid, alkali and other production products;
— receiving thermal burns when touching equipment and pipelines with damaged thermal insulation that are in operation, as well as when performing work related to cutting and welding metal;
- damage to the eyes by electric arc rays when participating in electric welding work;
— electric shock as a result of touching live parts with damaged insulation that are energized.
1.10. According to the approved standards for the free issuance of protective clothing and personal protective equipment, the repairman is provided with:
— cotton or acid-resistant suit – 2 times a year;
- cloth suit (depending on the unit) - 2 times a year;
— underwear – 2 times a year;
— leather boots (depending on the department) – 2 times a year;
— combined mittens – 12 pairs per year;
— cloth mittens – 4 pairs per year;
- safety glasses - until worn out;
- helmet - until worn out;
— individual filter gas mask – once every 5 years;
- jacket and trousers with insulated lining - 1 set for 2 years;
- felt boots or insulated boots - once every 2.5 years.
1.11. The repairman must correctly use workwear and personal protective equipment (PPE), know and comply with the requirements of these instructions.
1.12. A repairman must know fire safety rules. If signs of fire are detected in production workshops, you must immediately turn off the equipment used during work, report the fire to the gas rescue service by calling 101 and take measures to eliminate the fire using primary extinguishing agents, if there is no threat to life.
1.13. The victim or an eyewitness to the accident immediately notifies the workshop management and the medical staff of the health center about each accident at work by calling 103. Before the arrival of the medical personnel, the eyewitness provides first aid to the victim in case of accidents.
1.14. The repairman must observe the rules of personal hygiene:
- Wash your hands thoroughly with soap before eating. It is prohibited to use gasoline, diesel fuel and industrial products (isopropyl alcohol, diisopropyl ether) for these purposes;
- eat food in the dining room or in the dining room (buffet), wash dishes after eating.
1.15. Persons who violate the requirements of the instructions are held accountable in accordance with the internal regulations of the organization, with the exception of cases where violation of the requirements includes criminal liability.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK

2.1. Before performing work, a repairman must put on a hat, overalls and safety shoes, and carefully tuck them in so that there are no hanging ends that could be caught by rotating parts of the equipment. In this case, the cuffs of the sleeves and trousers of the overalls must be buttoned, and the hair must be tucked under the headdress.
2.2. Receive from your immediate supervisor the assignment of the upcoming work, a list and characteristics of the necessary equipment, tools and devices.
2.3. Check the serviceability and compliance of the work performed with special clothing, personal protective equipment (goggles, helmet, respirator, filter or hose gas mask, safety or rescue belt and rope), equipment, devices and tools. Report any detected malfunctions to your immediate supervisor.
2.4. Check the serviceability of the tools required for work:
— hammers must be mounted on handles of oval cross-section, wedged with metal wedges made of hard and tough wood;
— wrenches must be in good working order and correspond to the sizes of bolts and nuts; it is prohibited to extend wrenches with other objects;
- hammers, chisels, bits, cores, etc. should not have knocked down beveled strikers or burrs.
2.5. When starting to work with a power tool, make sure it is in good working order:
— the wire insulation must not be damaged;
— the wire with the plug must have a special contact of the ground wire connected to the body of the power tool;
— the wire connection terminals must be securely closed.
2.6. Before the start of repair, dismantling and installation of equipment, in each individual case, workers must be instructed on safe work methods. During the briefing, find out the presence and location of communications equipment, primary fire extinguishing equipment, fountains and water baths at the installation where the work will be carried out.
2.7. When carrying out complex work on repair, installation and dismantling of equipment, the work site must be fenced.
2.8. Repair work on the equipment should be carried out only after it has come to a complete stop, the voltage has been turned off and the start button has been set to the “STOP” position, the drive belts have been removed and the necessary explosion and fire safety measures have been taken.
2.9. During repair work, a poster is hung at the equipment start-up site, in the distribution point and at the control point: “Do not turn on! People are working!” from the beginning of the renovation to its end.
2.10. During installation work, it is not allowed to use equipment and pipelines, as well as building and technological structures to secure technological and installation equipment, without the consent of the persons responsible for the proper operation of these structures.
2.11. Work at a height of 1.3 m or more must be carried out from a scaffold fenced with railings, a height of at least 1 m with cladding at the bottom of at least 0.15 m.
2.12. Extension ladders can only be used to perform work that does not require the performer to rest on the structure of the building or structure.
2.13. Cutting, bending and processing of pipes and other metal products should be carried out outside of installation scaffolds and ladders.
2.14. To perform external work at height for repair, installation and dismantling of equipment and pipelines, safety belts or safety harnesses must be used. Without the use of safety belts, safety harnesses, safety ropes and helmets, a repairman is not allowed to perform the specified work. The place of fastening of safety belts, leashes and ropes must be indicated in advance by the supervisor of the repair work.
2.15. The design and operation of mechanisms and devices for working at height (winches, cables, belts, etc.) must meet the requirements of current standards. Each time before starting work, a thorough inspection of the lifting mechanisms, braking devices and safety devices must be carried out, and the correctness and strength of the insurance must be checked.
2.16. When repairing, dismantling and installing equipment in explosive areas, it is prohibited to use open fire, mechanisms, tools and devices that can cause sparking, without issuing the appropriate permit.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

3.1. When working in production shops for the repair and installation of equipment, a repairman is obliged to:
— monitor the presence of fencing of hazardous areas at workplaces;
— do not stand on the equipment when moving and lifting it;
— do not leave plumbing tools on the equipment.
3.2. When using small-scale mechanization equipment, ensure that they are in good working order, properly installed and fastened.
3.3. The axles of lifting blocks must be firmly and motionlessly secured in the “cheeks” using nuts and cotter pins. The axles, rollers, hook, suspension and cheeks must not have cracks or other defects.
3.4. It is prohibited to carry out large-scale assembly of parts and equipment and related work (thread cutting, fitting joints, bending, cutting metal products) on portable ladders or stepladders.
3.5. When putting on the drive belts or checking the rotation of the mechanisms, make sure that your fingers do not get caught between the pulley and the drive belts.
3.6. When using an electrified tool, you must follow electrical safety rules and do not make electrical wiring corrections yourself. Only the electrician on duty should connect the welding machine to the electrical network. The housing of the power tool and welding machine must be grounded.
3.7. Repair work performed by the repair staff of the workshop directly in the same workshop is carried out without issuing a work permit for repair work. The basis for this is an order for the workshop to repair equipment, indicating the persons responsible for preparing and carrying out repair work.
3.8. Repair work carried out on separate installations, workshops with complete release of equipment and communications from the working environment, followed by steaming, purging and stunning from existing intra-shop and inter-shop communications, are carried out without issuing a work permit on the basis of an acceptance certificate, with the exception of special types works (fire, gas hazardous and earthworks).

4. OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES

4.1. In case of fire or fire:
— take measures to extinguish the fire using available fire extinguishing means;
— call the fire department by calling 101;
— notify management;
- provide first aid to victims.
4.2. In case of an accident at work you must:
- quickly take measures to prevent the impact of traumatic factors on the victim, provide first aid to the victim, call emergency medical services to the scene by calling 103;
- report the incident to management, ensure the safety of the situation before the investigation begins, if this does not pose a danger to the life and health of people.

5. OCCUPATIONAL SAFETY REQUIREMENTS AFTER WORK COMPLETION

5.1. At the end of the work, the repairman must turn off the power tool, remove the devices and put the workplace in order. Collect protective equipment, wipe the workplace and equipment being repaired with a rag from residual oil, lithol and other lubricants.
5.2. Place unused materials and their waste in designated areas. Place oily rags in special boxes, and sprinkle lubricants spilled on the floor with sand or sawdust, collect them and take them out to the designated boxes.
5.3. Report all noticed malfunctions of equipment, tools and devices to your immediate supervisor.
5.4. When finished, wash your hands thoroughly and take a shower.

1.11. During work, a repairman must use special clothing and other personal protective equipment from exposure to dangerous and harmful production factors.

1.12. To prevent the possibility of a fire, the repairman must comply with fire safety requirements himself and prevent other workers from violating these requirements; Smoking is permitted only in designated areas.

1.13. The repairman is obliged to observe labor and production discipline, internal labor regulations; It should be remembered that drinking alcohol usually leads to accidents.


1.14. A repairman must comply with the work and rest schedules established for him.

1.15. In case of illness, poor health, or insufficient rest, the repairman should report his condition to his immediate supervisor and seek medical help.

1.16. If an accident occurs with one of the employees, the victim must be given first aid, report the incident to the manager and maintain the situation of the incident, if this does not create a danger to others.

1.17. A repairman, if necessary, must be able to provide first aid and use a first aid kit.

1.18. To prevent the possibility of illness, a repairman should follow the rules of personal hygiene, including thoroughly washing his hands with soap before eating.

1.19. A repairman who violates or fails to comply with labor safety instructions puts both himself and others at risk, therefore he is considered a violator of production discipline and may be subject to disciplinary action, and, depending on the consequences, criminal liability; if the violation is associated with causing material damage, then the perpetrator may be held financially liable in the prescribed manner.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK

2.1. Before starting work, the repairman must put on special clothing and fasten it with all the buttons; if necessary, prepare personal protective equipment from exposure to hazardous and harmful production factors.

2.2. Overalls must be of the appropriate size, clean and not restrict movement.

2.3. Before starting work, you should check the condition of the workplace; if it is not cleaned or cluttered, it is necessary to take measures to clean it and put it in order; in addition, the repairman needs to make sure that there is a free passage, the floor and the footrest are in good condition.

2.4. Before starting work, the repairman must inspect the tools, machines, and mechanisms that will be used in the work and make sure that they are in full working order.

2.5. Before using the cutting tool, you should check its condition and reliability of fastening; The use of cutting tools with defects is not allowed.

2.6. Before starting work, you need to make sure that the lighting of the workplace is sufficient and uniform; in addition, there should be no sharp shadows, and parts and the cutting tool should be clearly visible.

2.7. A repairman should not begin work if he has doubts about ensuring safety in the workplace to perform the work ahead.

2.8. Before starting work, the repairman should pay attention to the rational organization of the workplace, prepare the necessary tools, devices and check their operation.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

3.1. The repairman must perform all work in accordance with the technological documentation.

3.2. When disassembling and assembling equipment, the repairman should use only serviceable tools.

3.3. Hand tools should, if possible, be assigned to the repairman for individual use.

3.4. The tool at the workplace must be positioned so that it cannot roll or fall.

3.5. The dimensions of the jaw (grip) of the wrenches should not exceed the dimensions of the bolt heads (nut faces) by more than 0.3 mm; in this case, the use of shims is not allowed if the gap between the planes of the jaws and the heads of bolts or nuts is more than permissible; the working surfaces of the wrenches should not have knocked down bevels, and the handles should not have burrs; when loosening and tightening nuts and bolts, it is prohibited to extend the wrenches with additional levers, second wrenches or pipes; If necessary, use keys with long handles.

3.6. The screwdriver should be selected according to the width of the working part (blade), depending on the size of the slot in the head of the screw or screw.

3.7. The surfaces of the metal handles of the pliers must be smooth (without dents, nicks or burrs).

3.8. The hammer heads must have a smooth, slightly convex surface without warps, chips, gouges, cracks or burrs.

3.9. The handles of hammers and other impact tools must be made of dry hardwood (birch, oak, beech, maple, ash, rowan) without knots or cross-layers or from synthetic materials that ensure operational strength and reliability in operation. Do not use handles made from soft and thick-layered wood (spruce, pine, etc.), as well as from raw wood. The handles must have an oval cross-section along their entire length, be smooth and free of cracks. The handles should thicken slightly towards the free end to prevent them from slipping out of your hands. The axis of the handle must be strictly perpendicular to the longitudinal axis of the tool. Wedges for strengthening the tool on the handle must be made of mild steel and have notches (ruffs).

3.10. It is prohibited to work with tools whose handles are mounted on pointed ends (files, scrapers, etc.) without metal banding rings.

3.11. Impact tools (chisels, bits, notches, cores, etc.) must have a smooth back part without cracks, burrs, hardening and bevels; there should be no damage to the working end of the tool.

3.12. To prevent the possibility of solid particles getting into the eyes when working with impact tools, the repairman must use safety glasses.

3.13. A repairman who works with hand-held power tools should be aware that, according to the degree of protection, power tools are produced in the following classes:

I - a power tool in which all live parts are insulated and the plug has a grounding contact;

II - a power tool in which all live parts have double or reinforced insulation;

III - a power tool with a rated voltage not higher than 42 V, in which neither the internal nor external circuits are under a different voltage.

3.14. A power tool powered from the mains must be equipped with a permanent flexible cable (cord) with a plug; the cable at the point of entry into the power tool must be protected from abrasion and kinks by an elastic tube made of insulating material; the tube must be fixed in the body parts of the power tool and protrude from them to a length of at least five cable diameters.

3.15. During operation, the power tool cable must be protected from accidental damage and contact with hot, wet or oily metal surfaces or objects.

3.16. When using a power tool, its cable should not be pulled, twisted or bent, or a load should be placed on it; If possible, the cable should be suspended.

3.17. Install the working part of the power tool into the chuck and remove it from the chuck, as well as adjust the tool only after disconnecting it from the mains with a plug and stopping completely.

3.18. Do not remove shavings or sawdust by hand while the power tool is operating; Chips should only be removed after the tool has stopped completely.

3.19. When using an electric drill, objects to be drilled must be securely fastened.

3.20. To avoid injury, do not touch the rotating cutting tool with your hands.

3.21. When drilling with an electric drill using a pressure lever, you must ensure that the end of the lever does not rest on a surface from which it may slip; It is not allowed to use random objects as levers.

3.22. Do not leave a power tool connected to the network unattended, or hand it over to employees who are not authorized to work with it.

3.23. When working with hand pneumatic tools, a repairman must know and comply with the following safety requirements:

3.23.1. For pneumatic tools, flexible hoses must be used; Damaged hoses should not be used.

3.23.2. It is necessary to attach hoses to a pneumatic tool and connect them to each other using nipples or fittings and clamps; It is prohibited to secure hoses with wire.

3.23.3. The air supply pipeline must have shut-off valves; connecting the hose to the line and the tool, as well as its disconnection, must be done with the shut-off valve closed.

3.23.4. The activation valve of a pneumatic tool must open and close easily and quickly and not leak air in the closed position.

3.23.5. The hose supplying compressed air to the pneumatic tool must be placed so that the possibility of accidental damage or collision with a vehicle is excluded; It is prohibited to pull or bend the hoses of pneumatic tools during operation; It is also not allowed to cross them with ropes, cables and gas welding hoses.

3.23.6. When working with a pneumatic tool, holding it by the working part is prohibited; It is allowed to carry a pneumatic tool only by the handle; The hose or working part of the tool cannot be used for this purpose.

3.23.7. In case of interruptions in work, broken hoses or any kind of malfunction, you should immediately stop the access of compressed air to the pneumatic tool (close the shut-off valve).

3.24. When working on a drilling machine, a repairman must comply with the following safety requirements:

3.24.1. To avoid being caught by rotating parts of the drill press, the repairman should not:

Put on the transmission belts with the electric motor running; It is allowed to put on the belts by turning the pulley with the electric motor turned off;

Use chucks, tools and devices installed for work in the machine spindle, which have protruding parts;

Adjust the chuck and drill, as well as remove chips from them and grasp them with your hands while rotating;

Replace the tool, remove chips and rearrange the workpiece while rotating the machine spindle.


3.24.2. When working with a center drill, removing chips from the hole is allowed only after stopping the machine and retracting the drill.

3.24.3. To avoid bruises and injuries, you must:

The part to be drilled must be correctly and securely fastened to the machine table using a vice or a special jig as close as possible to the plane of the table, and the vice and jig, in turn, must be securely fastened to the machine table;

Fix the machine table in the position required for work.

3.24.4. To prevent breakage of the drill and injury to the repairman from its fragments, it is necessary:

Apply the drill to the workpiece only after turning on the machine so that it easily touches the surface of the workpiece;

When drilling through holes, when the drill approaches the exit, drill the hole with a slow feed;

When drilling thin parts, tighten them tightly to prevent relative movement.

3.24.5. To avoid accidents, the repairman is prohibited from:

Hold the part to be drilled with your hands, press it against the machine table; Only heavy parts with a small hole diameter are allowed to drill without fastening;

Perform extraneous work in the machine operating area, as well as store products, workpieces and other items in this area;

Stop the machine when the drill is in the hole; To do this, you must first remove the drill from the hole and only then stop the machine.

3.25. When working with hand scissors, the repairman must perform the following sequence of operations and precautions: place the sheet on the table until it stops; press the sheet to the table with one hand; With the other hand, lower the knife holder lever.

3.26. When cutting metal with scissors, the repairman needs to monitor the tight fit of the sheet to the scissors table, as well as the condition of the knives: the knives must be dry.

3.27. When sharpening metalwork tools and parts on a sharpening machine, the repairman must comply with the following safety requirements:

To protect people in the event of a rupture of the abrasive wheel, it must be enclosed in a protective steel casing with an open part necessary for operation;

Working with the casing removed and the repairman being in the plane of rotation of the circle is prohibited;

The object being sharpened should be brought in smoothly, without impacts; press the circle without effort;

It is not allowed to slow down the rotating circle by pressing on it with any object;

Small parts should be processed using special devices and mandrels that eliminate the possibility of injury to hands;

To prevent accidents associated with the tearing of the workpiece from the hands of the repairman, it is necessary to place the part stably on the tool rest and hold it securely in the hands;

A sharpening machine with a horizontal axis of wheel rotation must be equipped with a protective screen with an inspection window;

To prevent eye injury from solid particles flying at high speed, the repairman must use safety glasses.

3.28. When operating lifting and transport equipment from the floor, slinging and moving loads, the repairman must comply with the following safety requirements:

Strapping and hooking of cargo can only be done in accordance with established slinging methods;

You cannot lift a load whose weight is higher than the lifting capacity indicated on the stencil of the lifting machine;

The cargo must be tied in such a way as to exclude the possibility of individual parts of the cargo falling out and to ensure its stable position when moving;

When lifting and lowering a load near parts of a building, equipment, you must not be yourself and make sure that there are no other people between the load and parts of the building, structure, equipment;

If incorrect and unreliable strapping of the load is detected, it should be lowered and slinged again;

The load must be lifted smoothly, without swinging; Do not move loads over people;

In the place where the load is stowed, you should first lay pads so that the slings can be easily and without damage removed from under the load;

During breaks in work and at the end of it, the load must not be left hanging.

4. OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES

4.1. In the event of any emergency, the repairman must do the following:

Turn off the equipment;

Post a sign warning of equipment malfunction and report it to your supervisor;

Do not start working on faulty equipment until the faults are completely eliminated.

4.2. Do not operate the power tool if at least one of the following malfunctions occurs:

The plug connections, cable or its protective tube are damaged;

The brush holder cover is damaged;

Fuzzy operation of the switch;

Leakage of lubricant from the gearbox or ventilation ducts;

The appearance of smoke or a smell characteristic of burning insulation;

The appearance of increased noise, knocking, vibration;

Breakage or cracks in the body part, handle, or protective guard;

Damage to the working part of the tool.

4.3. In case of detection of violations of labor protection requirements that pose a threat to health or personal safety, the repairman must contact the work manager and inform him about it; Until the threat is eliminated, you should stop working and leave the danger area.

4.4. In the event of an accident or sudden illness, it is necessary to immediately provide first aid to the victim, call a doctor or help take the victim to a doctor, and then inform the manager about the incident.

4.5. A repairman must be able to provide first aid for injuries; At the same time, he must know that any wound can easily become contaminated with microbes located on the wounding object, the skin of the victim, as well as in dust, on the hands of the person providing assistance, and on dirty dressings.

4.6. When providing first aid in case of injury, the following rules must be observed:

4.6.1. You cannot wash the wound with water or even any medicine, cover it with powder and lubricate it with ointments, as this prevents the healing of the wound, causes suppuration and contributes to the introduction of dirt from the surface of the skin into it.

4.6.2. You need to carefully remove dirt from the skin around the wound, cleaning the wound from the edges outward so as not to contaminate the wound; the cleaned area of ​​skin should be lubricated with iodine and a bandage applied.

4.7. To provide first aid in case of injury, it is necessary to open the dressing package in the first aid kit.

4.8. When applying a dressing, you should not touch with your hands that part of it that should be applied directly to the wound; if for some reason there is no dressing bag, then you can use a clean scarf, clean cloth, etc. for dressing; Do not apply cotton directly to the wound.

4.9. On the part of the tissue that is applied directly to the wound, you need to drip a few drops of iodine to get a spot larger than the wound, and then put the fabric on the wound; the person providing assistance should wash their hands or lubricate their fingers with iodine; Touching the wound itself, even with washed hands, is not allowed.

4.10. First aid to the victim must be provided immediately and directly at the scene of the incident, immediately after eliminating the cause that caused the injury, using medications and dressings that should be stored in the first aid kit.

4.11. The first aid kit must be equipped with dressings and medications that have not expired; The first aid kit should be located in a visible and accessible place.

4.12. If a fire or signs of combustion are detected (smoke, burning smell, increase in temperature, etc.), you must immediately notify the fire department by phone 01.

4.13. Before the fire department arrives, measures must be taken to evacuate people and property and begin extinguishing the fire.
