From 24 to 26 May 2017, the final stage of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education of the enlarged group 43.00.00 "Service and Tourism" was held in St. Petersburg.

The All-Russian Olympiad of Professional Skills is held annually in order to identify the most gifted and talented students, as well as the quality of training students in educational programs of secondary vocational education. The organizers of the All-Russian Olympiad are the Ministry of Education and Science of the Russian Federation and the Committee for Science and Higher Education of the Government of St. Petersburg.

The final stage of the All-Russian Olympiad was attended by students of educational institutions of secondary vocational education, winners of the regional stage of the All-Russian Olympiad in the specialties "Tourism" and "Hotel service". In 2017, the final stage was held on the basis of St. Petersburg State Budgetary Educational Institution "Petrovsky College".

The final stage of the All-Russian Olympiad began on May 24 with a solemn opening ceremony held in the Conference Hall of the Corinthia St. Petersburg Hotel. The General Director of the Corinthia St. Petersburg Hotel, Mr. Jonathan Pace, addressed the Olympiad participants with a welcoming speech.

The participants were greeted by the head of the professional education development department of the Committee for Science and Higher Education of the Government of St. Petersburg Viktoria Dmitrievna Vasilyuk, Vice-Rector of the Russian State University of Tourism and Service Ilyukhina Galina Ivanovna, Deputy Chairman of the Committee for the Development of Tourism of St. Petersburg Nana Margushevna Gvichia, Director SPb GBPOU "Petrovsky College" Vasina Elena Vyacheslavovna. Shadskaya Ekaterina Valerievna, Director of the North-West Regional Branch of the Russian Union of Tourism Industry, Chairman of the Jury, spoke on behalf of the jury members. The cultural program of the event was presented by choreographic and vocal performances performed by students of St. Petersburg State Budgetary Educational Institution "Petrovsky College".

For three days, 41 students of secondary vocational educational organizations from 40 constituent entities of the Russian Federation performed theoretical and practice-oriented tasks to test the knowledge, skills and experience acquired in the learning process, as well as in preparation for the All-Russian Olympiad.

    Competition tasks were distributed over 2 levels:
  • a theoretical task in the form of a test and practical tasks: translation of professional texts and the implementation of an assignment to organize the work of a team;
  • analysis of the conflict situation presented in the video game “Guest's Claims”, and a situational role-playing task - booking a tour or a hotel room by phone.

In addition to competitive events, the program of the final stage included round tables and seminars for accompanying persons with the participation of representatives of industry enterprises and professional associations. Cultural and leisure activities were envisaged - a sightseeing tour of St. Petersburg, an acquaintance evening for participants, a meeting of the Communication Club to formulate proposals for the development of regional eco-tourism.

On May 26, at the Petrovsky College, the results of the All-Russian Olympiad were summed up. Kulikov Aleksey Vitalievich, deputy director of the college for teaching and educational work, congratulated all those present on the completion of the All-Russian Olympiad. Diplomas to the winners and prize-winners of the Olympiad were presented by the representative of FUMO Ilyukhina Galina Ivanovna. Ekaterina Arkadyevna Lebedeva, director of the NevoStyleClub travel agency, congratulated the participants of the Olympiad who won in various nominations.

    The winners of the final stage of the All-Russian Olympiad of Professional Skills in the specialties SPE 43.02.10 "Tourism" and 43.02.11 "Hotel Service" were:
  • 1st place - 3rd year student of specialty 43.02.11 "Hotel service" of the State budgetary professional educational institution of the city of Moscow "Moscow College of Management, Hotel Business and Information Technologies" Tsaritsyno "" (Moscow) Zhuravleva Ekaterina Sergeevna;

INTRODUCTION
The Olympiad in the specialty is a form of intellectual competition among students in a certain field, which allows to reveal not only knowledge of factual material, but also the ability to apply this knowledge in new non-standard situations that require creative thinking.

The Olympiads of professional skills are aimed at improving the quality of secondary vocational education in the interests of personal development, ensuring the professional mobility of graduates, and achieving high professional skills. The main goal of the Olympiads is to develop the cognitive interests of students.

Analysis of domestic and foreign experience in holding Olympiads and competitions of professional skill showed the need for:

amendments to the normative and regulatory framework for the organization and holding of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education (hereinafter - the All-Russian Olympiad of professional skills);

search for new approaches to the design of the structure, procedures and criteria for assessing the performance of competition tasks by participants.

In order to ensure the unification of the assessment, the comparability of its results in cross-sectoral and retrospective aspects, it is advisable to create a single bank of tasks based on uniform requirements that have undergone an expert assessment, constantly updated and supplemented. In this context, it is necessary, first of all, to develop not only unified standard task templates, but also to use uniform standards for their examination and approval.

Consistency in the evaluation must be ensured and the determination of the winner must be based on the most objective criteria possible.

Involvement of employers not only at the stage of the competition, but also for the development and examination of competition tasks, will make it possible to more clearly define the substantive aspects of the current staffing needs of the employer in the formation of requirements for the participants and for the evaluation means of the Olympiad of professional skill. In addition, it will reduce the information and organizational gap between the employer and the potential employee, thereby increasing the likelihood of employment based on the results of the Olympiad only for graduates, and for the best students participating in the Olympiad movement, even at the stage of study.

The popularization of specialties in which the All-Russian Olympiad of Professional Skills is held can be implemented within the framework of, for example, demonstration procedures, the use of presentation assessment methods, etc.

The collection contains the main documents regulating the organization and holding of the All-Russian Olympiad of Professional Skills, as well as organizational and methodological materials developed during the implementation of the project "Improving the mechanisms of methodological support for the Olympiads of Professional Skills", implemented by the Federal State Budgetary Institution "Federal Institute for Education Quality Assessment" (hereinafter - FIOCO) within the framework of the Federal Target Program for the Development of Education for 2016-2020. In 2017, FIOCO provides organizational and methodological support for the All-Russian Olympiad of Professional Skills.

The materials of the collection can be used by the organizers of the All-Russian Olympiad of Professional Skills at all levels of its holding.

1. Regulations for the organization and holding of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education


  1. General Provisions

    1. This Regulation was developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", Decree of the President of the Russian Federation of April 6, 2006 No. 325 "On measures of state support for talented youth" (as amended by Decree of the President of the Russian Federation of July 25, 2014 No. 530), the Rules for awarding prizes to support talented youth and the procedure for paying these awards, approved by order of the Ministry of Education and Science of the Russian Federation No. 74 dated February 28, 2008 (as amended by the order of the Ministry of Education and Science of Russia dated October 12, 2015 No. 1127), the Procedure for organizing and implementing educational activities for educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation No. 464 dated June 14, 2013 (as amended by the order of the Ministry of Education and Science of Russia dated December 15, 2014 No. 1580), paragraph 22 of the Package of Measures for the Implementation of the Concept of a National System for Identifying and Developing tia of young talents, approved by the Deputy Chairman of the Government of the Russian Federation O.Yu. Golodets of May 26, 2012 No. 2405p-P8 and determines the procedure for organizing and holding the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education (hereinafter - the All-Russian Olympiad).

    2. The All-Russian Olympiad is held in order to identify the most gifted and talented students, improve the quality of vocational education of mid-level specialists, further improve their professional competence, realize the creative potential of students, increase the motivation and creative activity of teaching staff within the framework of mentoring students.

    3. The All-Russian Olympiad is aimed at solving the following problems:
checking the students' ability for independent professional activity, improving the skills of effectively solving professional problems, developing professional thinking, the ability to design their activities and constructive analysis of mistakes in professional activity, stimulating students to further professional and personal development, increasing interest in future professional activities;

development of a competitive environment in the field of vocational education, increasing the prestige of vocational education specialties;

exchange of advanced teaching experience in the field of secondary vocational education;

development of vocational guidance of citizens;

Enhancing the role of employers in ensuring the quality of training for mid-level specialists;

involvement of federal educational and methodological associations in the process of forming a single educational space;

integration of the developed methodological support of the All-Russian Olympiad, including the funds of appraisal means, into the educational process.


    1. The key principles of the All-Russian Olympiad of Professional Skills are information openness, accessibility, fairness, partnership and innovation.

    2. The All-Russian Olympiad includes specialized directions.
      The profile direction is an enlarged group of specialties of secondary vocational education (hereinafter - UGS SPE).

    3. The profile direction of the All-Russian Olympiad includes one or several specialties of the UGS SPO.

    4. All stages of the All-Russian Olympiad in each profile direction are carried out by educational organizations that act as organizers of the stage (hereinafter referred to as the organizers of the stage).

    5. The All-Russian Olympiad in each profile direction is held in 3 stages:
Stage I - initial - is carried out at the level of professional educational organizations and educational institutions of higher education, subject to the implementation of one or several programs for training mid-level specialists of an enlarged group of specialties included in the list of profile directions of the All-Russian Olympiad;

Stage II - regional - is carried out at the level of a constituent entity of the Russian Federation;

Stage III - the final one - is carried out at the all-Russian level.


    1. The stages of the All-Russian Olympiad are organized by:
the initial stage - by educational organizations;

the regional stage - by the state authorities of the constituent entity of the Russian Federation;

the final stage - by the Ministry of Education and Science of the Russian Federation (hereinafter - the Ministry of Education and Science of Russia).


  1. The content of the stages of the All-Russian Olympiad in profile areas

    1. Each stage of the All-Russian Olympiad in a specialized direction is a competition involving the implementation of practice-oriented competitive tasks.

    2. The competition tasks of the All-Russian Olympiad are aimed at identifying the theoretical and professional training of the participants of the All-Russian Olympiad (hereinafter - the participants), the knowledge of professional vocabulary, including in a foreign language, the ability to apply modern technologies, including information and communication, as well as to motivate the participants to use creative approach to professional activity and high work culture.

    3. Each stage of the All-Russian Olympiad in a specialized direction includes the implementation of a professional complex task aimed at demonstrating knowledge, skills, experience in accordance with the types of professional activity.

    4. The content and level of complexity of a professional complex assignment must comply with federal state educational standards of secondary vocational education, taking into account the main provisions of professional standards and employers' requirements for the level of training of mid-level specialists.

    5. For each stage of the All-Russian Olympiad in a specialized direction, on the basis of a template, a fund of assessment tools is developed - a set of methodological and assessment tools designed to determine the level of competence formation of participants in the All-Russian Olympiad (hereinafter - FOS).

    6. FOS for the final stage is developed and approved by federal educational and methodological associations of open source software (hereinafter - FUMO).

    7. FOS for the final stage must undergo an examination and receive at least 3 positive conclusions: from FUMO, an educational organization of higher education, employers (or regional branches of the Russian Union of Industrialists and Entrepreneurs or the Chamber of Commerce and Industry of the Russian Federation).

    8. At least 1 month before the start of the final stage of the All-Russian Olympiad, the organizer of the stage shall post sample competition tasks on its official website. One day before the start of the Olympiad, 30-40% are added to the tasks, changes, the proof of which are documented and approved by the Chairman of the jury.

  1. Organization of the All-Russian Olympiad in profile areas

    1. For organizational support, normative and methodological support of the All-Russian Olympiad, the Ministry of Education and Science of Russia is creating a Coordination Group, which may include representatives of the Ministry of Education and Science of Russia, state authorities of the constituent entities of the Russian Federation, heads of educational organizations, methodological services, leading and pedagogical workers of educational organizations, enterprises, organizations, associations, employers.

    2. The coordination group develops, approves and submits for approval to the Ministry of Education and Science of Russia:
regulations for organizing and holding the All-Russian Olympiad;

an approximate procedure for organizing and conducting the final stage of the All-Russian Olympiad.


    1. The coordination group determines the list of profile areas of the All-Russian Olympiad, indicating the specialties of open source software corresponding to the profile areas, taking into account the staffing needs of the Russian economy, as well as in agreement with the state authorities of the constituent entities of the Russian Federation and submits for approval to the Ministry of Education and Science of Russia.

    2. The coordination group determines educational organizations for the final stage of the All-Russian Olympiad (hereinafter referred to as the organizers of the final stage) on the basis of applications from state authorities of the constituent entities of the Russian Federation and submits them for approval to the Ministry of Education and Science of Russia.

    3. The coordination group determines the timing of the final stage of the All-Russian Olympiad in each profile area and submits it for approval to the Ministry of Education and Science of Russia.

    4. Educational organizations that implement training programs for mid-level specialists corresponding to the profiles of the All-Russian Olympiad establish the dates and locations for the initial stages of the All-Russian Olympiad in accordance with the schedule for the regional stages of the All-Russian Olympiad approved by the state authorities of the constituent entities of the Russian Federation.

Golodets of May 26, 2012 N 2405p-P8 and determines the procedure for organizing and conducting the All-Russian vocational education (hereinafter - the All-Russian Olympiad).

1.2. The All-Russian Olympiad is held in order to identify the most gifted and talented students, improve the quality of professional training of middle-level specialists, further improve their professional competence, realize the creative potential of students, increase the motivation and creative activity of teaching staff within the framework of mentoring students, including recommending winners for participation in international competitions of professional skills.

1.3. The All-Russian Olympiad is aimed at solving the following problems:

checking the students' ability for independent professional activity, improving the skills of effectively solving professional problems, developing professional thinking, the ability to design their activities and constructive analysis of mistakes in professional activity, stimulating students to further professional and personal development, increasing interest in future professional activities;

development of a competitive environment in the field of vocational education, increasing the prestige of vocational education specialties;

exchange of advanced teaching experience in the field of secondary vocational education;

development of vocational guidance of citizens;

increasing the role of employers in ensuring the quality of training for mid-level specialists.

1.4. The key principles of the All-Russian Olympiad of Professional Skills are information openness, fairness, partnership and innovation.

1.5. The All-Russian Olympiad includes specialized directions. The profile direction is an enlarged group of specialties of secondary vocational education.

1.6. The profile direction of the All-Russian Olympiad includes one or several specialties of vocational education.

Profile direction - 20.00.00 Technosphere safety and environmental management:

02.20.02 Protection in emergency situations;

02/20/04 Fire safety.

Profile direction - 10.00.00 Information security, 10.02.03 Information security in automated systems.

1.7. The All-Russian Olympiad in each profile direction is held in 3 stages:

Stage I - initial - is carried out at the level of professional educational organizations and educational institutions of higher education, subject to the implementation of one or several programs for training mid-level specialists of an enlarged group of specialties included in the list of profile directions of the All-Russian Olympiad;

Stage II - regional - is carried out at the level of the constituent entities of the Russian Federation;

Stage III - the final one - is carried out at the all-Russian level.

1.8. The stages of the All-Russian Olympiad are organized by:

the initial stage - by educational organizations;

the regional stage - by the state authorities of the constituent entities of the Russian Federation;

the final stage - by the Ministry of Education and Science of the Russian Federation (hereinafter - the Ministry of Education and Science of Russia).

1.9. All stages of the All-Russian Olympiad in each profile direction are carried out by educational organizations that act as organizers of the stage (hereinafter referred to as the organizers of the stage).

2. The content of the stages of the All-Russian Olympiad in profile areas

2.1. Each stage of the All-Russian Olympiad in a specialized direction is a competition that provides for the implementation of practice-oriented competitive tasks.

2.2. The competition tasks of the All-Russian Olympiad are aimed at identifying the theoretical and professional training of the participants in the All-Russian Olympiad (hereinafter referred to as the participants), proficiency in professional vocabulary, the ability to apply modern technologies, including information and communication technologies, as well as to motivate participants to use a creative approach to professional activity and high work culture.

2.3. Each stage of the All-Russian Olympiad in a specialized direction includes the implementation of a professional complex task aimed at demonstrating knowledge, skills, experience in accordance with the types of professional activity.

A professional complex assignment consists of two levels.

At the first level, the degree of mastering by the participants of the Olympiad of knowledge and skills is revealed. Complex task of the I level consists of theoretical questions combined into a test task and practical tasks. The content of the work covers the area of ​​knowledge and skills that are common to the specialties of the profile direction.

At the II level, the degree of formation of the skills and abilities of practical activity among the participants of the Olympiad is revealed. Complex task of the II level includes general and variable parts of the task. The content of the work covers the area of ​​skills and practical experience, which are both general and specific to the specialties of the profile direction.

2.5. A complex professional assignment must undergo an examination and receive at least 2 positive expert opinions from employers, regional branches of the Russian Union of Industrialists and Enterprises and (or) the Chamber of Commerce and Industry of the Russian Federation, educational institutions of higher education. Requirements for the structure and content of the expert opinion are presented in the Regulation.

2.6. At least 1 month before the start of the final stage of the All-Russian Olympiad, the organizer of the stage shall post sample competition tasks on its official website. Immediately before the start of the Olympiad, the expert group makes at least 30% of the changes to them, the proof of which is documented and approved by the Chairman of the jury.

3. Organization of the All-Russian Olympiad in profile areas

3.1. For organizational support, regulatory and methodological support of the All-Russian Olympiad, the Ministry of Education and Science of Russia is creating a Coordination Group, the composition of which is formed from representatives of the Ministry of Education and Science of Russia, state authorities of the constituent entities of the Russian Federation, heads of educational organizations, methodological services, leading and pedagogical workers of educational organizations, enterprises, organizations, associations , employers, students.

3.2. The coordination group develops the Regulations for organizing and holding the All-Russian Olympiad and submits it for approval to the Ministry of Education and Science of Russia.

3.3. The coordination group develops an approximate procedure for organizing and holding the final stage of the All-Russian Olympiad and submits it for approval to the Ministry of Education and Science of Russia.

3.4. The coordinating group establishes a list of core areas of the All-Russian Olympiad, indicating the specialties of vocational education, corresponding to the profile areas, taking into account the staffing needs of the Russian economy, as well as in agreement with the state authorities of the constituent entities of the Russian Federation.

3.5. The coordination group determines educational organizations for the final stage of the All-Russian Olympiad (hereinafter referred to as the organizers of the final stage) on the basis of applications from state authorities of the constituent entities of the Russian Federation, boards of directors of professional educational organizations.

3.6. The coordination group submits proposals on the timing of the final stage of the All-Russian Olympiad in each profile area and submits them for approval to the Ministry of Education and Science of Russia.

3.7. Educational organizations that implement training programs for mid-level specialists corresponding to the profiles of the All-Russian Olympiad establish the dates and locations for the initial stages of the All-Russian Olympiad in accordance with the schedule for the regional stages of the All-Russian Olympiad approved by the state authorities of the constituent entities of the Russian Federation.

4. Participants of the All-Russian Olympiad

4.1. Students under the age of 25 with Russian citizenship who study in educational institutions under training programs for mid-level specialists are allowed to participate in the All-Russian Olympiad.

4.2. The winner and prize-winners of the initial stage, sent to participate in the regional stage by the organizers of the initial stage of the All-Russian Olympiad, are allowed to participate in the regional stage.

The organizer of the initial stage sends the winner and prize-winners to participate in the regional stage by submitting an application to the organizer of the regional stage in the form established by the organizer, no later than 5 days before the start of the regional stage of the All-Russian Olympiad.

4.3. The following are allowed to participate in the final stage of the All-Russian Olympiad:

the winner of the regional stage of the All-Russian Olympiad, sent for participation by the state authorities of the constituent entities of the Russian Federation and (or) the boards of directors of professional educational organizations;

the winner of the intra-university Olympiad for training programs for mid-level specialists, sent for participation by rectors of educational institutions of higher education and (or) councils of rectors of educational institutions of higher education.

State authorities of the constituent entities of the Russian Federation, as well as rectors of educational institutions of higher education send the winners of the regional stage of the All-Russian Olympiad and (or) the winners of the intra-university Olympiad for training programs for middle-level specialists to participate in the final stage by submitting an application to the organizers of the final stage of the All-Russian Olympiad in the form given c and to these Regulations. The application is sent no later than 15 calendar days before the start of the final stage of the All-Russian Olympiad. The sending party confirms that the age of the participant at the time of the event does not exceed 25 years.

The application is signed by the head (deputy head) of the public authority of the constituent entities of the Russian Federation and the chairman of the regional board of directors of professional educational organizations and (or) the rector (pro-rector) of an educational institution of higher education and (or) the chairman of the board of rectors of educational institutions of higher education for intra-university Olympiads.

4.4. The student participates in each stage of the All-Russian Olympiad voluntarily.

4.5. The participant must have with him:

student ID;

identity document;

a certificate from the place of study signed by the head of the educational organization, certified by the seal of the indicated organization;

statement of consent to the processing of personal data ();

compulsory medical insurance policy;

medical certificate (if necessary).

4.6. The participant must have special clothing with him (if necessary). The presence of the symbols of the educational organization on the workwear is not allowed.

5. Organizational structure for the All-Russian Olympiad

5.1. For the stage of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education, a working group, an expert group, a jury, and an appeal commission are created.

5.2. The working group provides organizational and methodological support for holding the stage of the All-Russian Olympiad in the profile direction, including checking the credentials of the participants and encrypting the participants.

The working group of the initial stage is formed by the organizer of the stage, the working group of the regional stage - by the state authority of the constituent entities of the Russian Federation or an authorized body, the working group of the final stage - by the organizer of the stage.

5.3. The expert group develops assignments, methods and criteria for evaluating the results of assignments. The expert group is formed by the organizer of the stage from among the leading and pedagogical workers of educational organizations implementing programs for training mid-level specialists corresponding to the profiles of the All-Russian Olympiad, representatives of industry resource centers, representatives of employers, professional associations, and business communities.

5.4. The jury evaluates the results of the tasks performed by the participants of the All-Russian Olympiad stage and, based on the assessment, determines the winner and awardees of the All-Russian Olympiad.

The jury of the initial, regional and final stages of the All-Russian Olympiad is formed by the organizers of the stages.

The jury of the final stage includes at least 5 members from among:

representatives of state authorities of the constituent entities of the Russian Federation;

leaders and leading specialists of industry organizations, professional associations, business communities, social partners;

leading and pedagogical workers of educational organizations that are organizers of the stages, other educational organizations that implement training programs for mid-level specialists, corresponding to the profiles of the All-Russian Olympiad;

members of the final stage expert group.

5.5. The Appeals Commission considers the appeals of the participants about disagreement with the assessment of the results of the tasks (hereinafter referred to as appeals), filed no later than two hours after the announcement of the results.

The appeal commission of the initial, regional and final stages of the All-Russian Olympiad is formed by the organizers of the stages.

The final stage of the appeal commission includes representatives of the educational organization that is the organizer of the final stage of the All-Russian Olympiad, other qualified specialists and experts in the profiles of the All-Russian Olympiad. The chairman of the appeal commission cannot be a representative of the educational organization on the basis of which the final stage of the All-Russian Olympiad is held.

6. Conducting the stages of the All-Russian Olympiad

6.1. The organizer of the stage approves the Procedure for organizing and holding the stage of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education.

6.2. In order to ensure the quality of the All-Russian Olympiad, the organizer of the stage may, before the start of the All-Russian Olympiad, conduct master classes, workshops, webinars, trainings, etc. in the profile areas of the All-Russian Olympiad.

6.3. The duration of the initial and regional stages is determined by the stage organizer. The duration of the final stage of the All-Russian Olympiad in the specialties of vocational education is 3 calendar days.

6.4. The organizers of the regional and final stages of the All-Russian Olympiad provide information support for the activities of the regional and final stages of the All-Russian Olympiad (a separate website, publications in the regional and local press, stories on TV channels).

6.5. The organizer of the All-Russian Olympiad stage organizes photo and video filming and, at the end of the event, makes a final video based on the footage (no more than 5 minutes), which reflects the key moments and results of the Olympiad.

6.6. The organizer of the final stage of the All-Russian Olympiad publishes on its official website:

no later than 1 month before the start of the final stage of the All-Russian Olympiad. The procedure for organizing and conducting the final stage in the profile direction of the Olympiad, revealing the general characteristics of tasks, technical means, professional equipment and applied computer programs that will be used during the stage; the program of the opening and closing ceremonies of the final stage of the All-Russian Olympiad, the program of the competitions and the program of events for accompanying persons;

no later than 10 days after the final stage of the All-Russian Olympiad in assessing participants, photo and video reports.

6.7. Participants in the final stage of the All-Russian Olympiad from other constituent entities of the Russian Federation arrive at the venue with accompanying persons who are responsible for the behavior and safety of participants in the final stage of the All-Russian Olympiad along the route and during the final stage.

6.8. Participants in the final stage of the All-Russian Olympiad are registered in accordance with applications received from state authorities of the constituent entities of the Russian Federation, chairmen of the boards of directors of professional educational organizations.

6.9. On the day of the start of the All-Russian Olympiad, encryption and drawing of lots of participants, as well as organizational and introductory events, including:

instruction on safety and labor protection;

familiarization with workplaces and technical equipment (equipment, tools, etc.);

familiarization with the Procedure for organizing and holding the All-Russian Olympiad, approved by the organizer.

6.10. An educational organization that is the organizer of the All-Russian Olympiad stage is obliged to ensure the safety of events: the protection of public order, the watch of medical personnel, the fire service and other necessary services.

6.11. The head of the educational organization, which is the organizer of the stage of the All-Russian Olympiad, ensures control over the participants' compliance with the norms and rules of occupational safety and health.

6.12. In case of violation of the rules for organizing and holding the All-Russian Olympiad, gross violation of the technology for performing work, safety rules, the participant may be disqualified. When completing assignments, participants are not allowed to use additional materials, tools, e-books, mobile phones, etc.

6.13. The results of the fulfillment of the professional complex task of the All-Russian Olympiad in specialized areas are assessed by the jury.

Each member of the jury fills out the assessment sheets for the performance of a professional complex assignment in the forms given in and to these Regulations. On the basis of these statements, it is formed (according to the form given in Appendix 4 to these Regulations), in which the final scores are entered.

6.14. Within two hours after the announcement of the results of the All-Russian Olympiad, the participant can submit an appeal to the appeal commission.

Consideration of appeals is carried out within 2 hours after the end of the established deadline for receiving appeals. When considering an appeal, the appeal commission makes a decision to preserve the mark given by the jury based on the results of the All-Russian Olympiad stage, or to increase the indicated mark, or to lower the indicated mark (in case of errors that were not identified by the jury). The decision of the Appeals Panel is final.

6.15. After the completion of the consideration of appeals, the jury announces the final results (taking into account the changes in the ratings made by the appeal commission) indicating the winner and prize-winners of the All-Russian Olympiad stage, as well as participants who received additional rewards.

6.16. Based on the results of the All-Russian Olympiad, the jury's protocol is drawn up (in the form given in these Regulations) indicating the winner and awardees. The protocol is signed by the chairman of the jury, members of the jury and the head of the educational organization that is the organizer of the stage, and certified by the seal of the said organization.

6.17. The results of the All-Russian Olympiad in the profile direction are formalized by an act (in the form given in this Regulation).

6.18. The organizer of the final stage of the All-Russian Olympiad, no later than 10 working days, submits a report on the conduct of the All-Russian Olympiad in electronic and paper form to the Coordination Group (in accordance with the list of documents given in these Regulations).

7. Evaluation of the results of assignments, determination of the results of the All-Russian Olympiad

7.1. The results of the assignments are evaluated:

Complex task of the I level - on a 40-point scale (test task - 20 points, practical tasks - 20 points);

Complex task of the II level - on a 60 point scale (the general part of the task is 30 points, the variable part of the task is 30 points).

The sum of points for completing a professional complex assignment (hereinafter referred to as the total score) is no more than 100.

7.2. The winner and awardees of the All-Russian Olympiad are determined by the best indicators (points) of the performance of competitive tasks. In case of equality of indicators, preference is given to the participant who has the best result for completing a complex task of the II level.

7.3. The final results of the All-Russian Olympiad stage (taking into account the changes in the assessments made by the appeal commission) are ranked in descending order of the total number of points, after which the 3 largest results, different from each other, are allocated from the ranked list of results - the first, second and third results.

7.4. The participant with the first result is the winner of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education. The winner of the All-Russian Olympiad is awarded the first place.

7.5. Participants who have the second and third results are prize-winners of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education. The prize-winner with the second result is awarded the second place, the prize-winner with the third result - the third place.

7.6. Participants who have shown high results in performing a particular task, provided that all tasks are completed, additional incentives are established. The stage organizer can also establish other additional incentives for the participants (in accordance with the creative approach to the task, the manifestation of a high work culture, etc.).

7.7. The winner of the final stage of the All-Russian Olympiad of professional skills of students in the specialties of secondary vocational education can be recommended by the Coordination Group for participation in international competitions of professional skills.

8. Presentation of the winners and prize-winners of the final stage of the All-Russian Olympiad for the award of the prize for the support of talented youth

8.1. The winner and awardees of the final stage are candidates for the award for the support of talented youth, established by the Decree of the President of the Russian Federation of April 6, 2006 N 325 "On measures of state support for talented youth" (as amended by the Decree of the President of the Russian Federation of July 25, 2014 No. N 530) (hereinafter, respectively - candidate, prize).

8.2. Prizes are awarded in accordance with the Rules for awarding prizes to support talented youth and the procedure for paying these prizes, approved by order of the Ministry of Education and Science of the Russian Federation No. 74 of February 28, 2008 (as amended by order of the Ministry of Education and Science of Russia No. 1127 of October 12, 2015 ).

8.3. The selection of candidates for the award of the prize is carried out by an authorized organization determined by the Ministry of Education and Science of Russia (hereinafter referred to as the authorized organization).

8.4. The candidate, no later than 10 working days after the completion of the final stage of the All-Russian Olympiad, submits the following documents to the organizer of the final stage:

a copy of the identity document (with the attachment of a registration certificate in case the registration address does not match the residence address);

a certificate from the place of study, certified by the seal of the educational organization;

personal application for the payment of the bonus (in the form given in this Regulation), which indicates the details of the candidate's account in the branch of Sberbank of Russia or the details of the bank card;

a copy of the front spread of a savings book or a copy of a bank card agreement;

all the details of the branch of Sberbank of Russia;

a copy of the title page of the Charter of the educational organization and the page where the full name is indicated, indicating the organizational and legal form in which the candidate is studying / studying at the time of the All-Russian Olympiad.

8.5. Based on the documents submitted by the organizers of the final stage of the All-Russian Olympiad, the Ministry of Education and Science of Russia issues an order on the results of the All-Russian Olympiad of Professional Skills in the specialties of secondary vocational education.

8.6. To select candidates for the award, the Ministry of Education and Science of Russia submits the following documents to the authorized organization:

a copy of the jury's minutes of the final stage, certified by the organizers in accordance with the established procedure;

a copy of the Regulations, certified by the organizers in accordance with the established procedure;

lists of candidates for awarding prizes to support talented youth based on the results of the All-Russian Olympiads of professional skills in the specialties of secondary vocational education, approved in accordance with the established procedure by the Ministry of Education and Science of Russia;

9. Financial support for the All-Russian Olympiad

9.1. Financial support for the All-Russian Olympiad is carried out at the expense of:

funds of the organizers of the final stage of the All-Russian Olympiad;

organizational fees of educational organizations whose students are participants in the stage of the All-Russian Olympiad;

state authorities of the constituent entities of the Russian Federation;

other funds received to support the All-Russian Olympiad (funds from social partners, sponsors).

9.2. Food, medical and transport services for participants, as well as cultural events for participants are provided by the stage organizer at the expense of organizational fees, other funds received to support the All-Russian Olympiad, as well as funds from the stage organizer. Food, medical and transport services for accompanying persons, as well as cultural events for these persons are provided at the expense of travel funds.
