In 2016, one of the first Federal Research Centers in Russia was established in Krasnoyarsk. The Krasnoyarsk Scientific Center included ten institutes, including seven from Akademgorodok. On April 7, the first election of the director of the center will take place, and forecasts of who will become it are already appearing in the media and social networks. We figured out what the FRC Krasnoyarsk Scientific Center of the SB RAS is, what relation it has to Akademgorodok, and who will be chosen by almost two thousand employees of the new scientific organization.
Krasnoyarsk Scientific Center
Krasnoyarsk Academgorodok was created in the second half of the 20th century. First, the Institute of Physics was built in the city, which now bears the name of its founder, Academician Leonid Vasilyevich Kirensky. A little later, the construction of housing for scientists began. From the mid-1950s to the early 1990s, new institutions, houses and social infrastructure appeared in the town. The construction was carried out with the money of the Academy of Sciences of the USSR. Land, roads, buildings - all this was in charge of the Krasnoyarsk Scientific Center, which represented the Academy of Sciences in the city.
Times have changed and the rules of life have changed. Almost immediately after the collapse of the Soviet Union, Moscow drastically reduced the amount of money to support the infrastructure of Akademgorodok. Maintaining property has become almost impossible. Even in scientific institutes, budget money is still enough only for salaries and partial payments for utilities. Debts on a communal apartment have to be extinguished from their own, earned funds. At the same time, almost all the land of Akademgorodok is federal. The money to pay the land tax comes from the center and is regularly transferred by the Krasnoyarsk Scientific Center to the city budget.
Gradually, two schools were transferred to the balance of the city (later one of the schools became a building of the Siberian Federal University) and three kindergartens (of which only one is now working for its intended purpose). In 2008, the roads of Academgorodok were also transferred to the ownership of the city. A few years ago, the management of the scientific center tried to patch up potholes on the road leading to Gymnasium No. 13 using its own funds, and paid for it with practically legal troubles - misuse of federal funds for city property.
The situation is not easy. On the one hand, not only scientists have been living in Akademgorodok for a long time. It would seem that the “academicians” should take and refuse all non-scientific infrastructure. On the other hand, at one time scientists and managers of many countries envied the model of organizing science on the principle of academic campuses. The American concept of a "university campus" in which one can live and do science without leaving it is based on similar principles of autonomy and self-sufficiency. It is not entirely clear why we need to break the system that worked in the Soviet Union and continues to work now both in Russia and around the world.
Reform: how to embrace the immensity
Federal Research Center Krasnoyarsk Scientific Center of the SB RAS was established in 2016 on the basis of the Krasnoyarsk Scientific Center of the SB RAS, which was previously (in 1978) organized as the Krasnoyarsk Branch of the Siberian Branch of the USSR Academy of Sciences.

In 2014, a large-scale reform of academic science in Russia was launched. First, three academies of sciences were merged - the classical one - the Russian Academy of Sciences - and the Academy of Medical and Agricultural Sciences. Secondly, the Federal Agency for Scientific Organizations was created. This structure is the founder of all academic institutions in the country and is responsible for property and financial management.
Any reform is not without challenges. Problems at the Akademgorodok level became especially noticeable. Independent scientific institutes should divide among themselves the territory, property, communications - the entire scientific and domestic infrastructure. Then the idea arose to unite all academic institutions into a research center. Within the framework of one legal entity, a single land, property and instrument complex is preserved, and scientists get the opportunity to engage in research at the intersection of different sciences without organizational barriers.
The Federal Research Center Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences was established in August 2016. It included five institutes of Akademgorodok (physics, biophysics, forestry, computational modeling, chemistry and chemical technologies), three institutes of the former Academy of Agricultural Sciences (animal husbandry, agriculture, agriculture and ecology of the Arctic), one medical institute (medical problems of the North) , a special design and technology bureau "Science" and the House of Scientists.
The main difficulty of the unification was connected not with the size, but with the heterogeneity of the institutions. However, Krasnoyarsk scientists see this as a plus for the new structure. The center's development program includes several projects at the intersection of sciences. In January, a large meeting was held in Krasnoyarsk with the participation of the heads of academic institutions from all over the country, the governor of the Krasnoyarsk Territory, the leadership of the FASO and the Academy of Sciences. The experience of Krasnoyarsk was recognized as positive. Now the processes of integration of academic institutions throughout the country are taking into account the Krasnoyarsk approach.
The reform of the Academy of Sciences, among other things, introduced strict restrictions on the ability to hold leadership positions. A scientist after 65 years of age cannot be the director of an institute. If the current director is older, he can work until the end of the contract, and then make room for the “youth”. In Krasnoyarsk, both organizational reforms and the term of the contract of the director of the Krasnoyarsk Scientific Center of the SB RAS, Academician Vasily Filippovich Shabanov, coincided in time. Soon employees of the scientific center will have to choose a new director. Candidates - two doctors of sciences from their own, academic. New laboratories and discoveries
History and laws, land and property. But what about science? What do the scientists of Akademgorodok do? The answer to this question is very easy to get. Make a query "Krasnoyarsk scientists" in any Internet search engine and you will see dozens of news about the results of the research of Krasnoyarsk residents. Traditionally, science has been a closed field. But recently it has become clear that the taxpayer should know what a scientist is doing with public money. And Krasnoyarsk scientists do not hesitate to talk about their successes. The glow of living organisms, the BIOS closed life support system, magnetic materials, forest fires and pests, observations of the earth from space, new drugs - this is not a complete list of works that have attracted the attention of the federal media this year.
One of the indicators of the success of the work of scientists are scientific publications. There is even a special area of research - scientometrics, which is concerned with evaluating the quality of scientific publications. Without going into the details of these studies, we can say that the scientific article article is different. What is important is not the very fact of publishing an article (there are so-called junk magazines where anything is printed for money), but where the article is published. Scientific journals are divided into very good, good and bad. In terms of the number of articles in good scientific journals, the institutes of the Krasnoyarsk Federal Research Center rank 22nd among all organizations in Russia that are engaged in science, including universities.
If you look only at the organizations of the Academy of Sciences, then the FRC KSC SB RAS is in third place, we have one institute from Moscow and St. Petersburg in front of us. Not a bad result for Krasnoyarsk.
Comparison of publication activity indicators of Russian organizations over the past 5 years.
Of course, there is still not much science in Krasnoyarsk. In recent years, there has been an increase in publication activity, but so far we have not been able to catch up with Novosibirsk or Tomsk. This difference is easily explained. If in Krasnoyarsk there were 5 institutes in the structure of the pre-reform Academy of Sciences, then in Novosibirsk there were more than thirty. At the same time, some of them surpass even the joint Federal Research Center in Krasnoyarsk in size. In this case, size and gross financing matter. Scientists do science. In order to have more science, you need to have more active scientists.
If we consider the number of scientific publications as a measure of the activity of a scientist, then the scientists of Akademgorodok have good indicators. In some institutes of the FRC KSC SB RAS, the average efficiency exceeds one scientific article per year per one researcher. In general, the joint center publishes approximately 0.7-0.8 articles per researcher per year. This is a good indicator, on average in Russia the effectiveness of scientists is 0.2-0.3 articles per year.
However, for scientists, and for all of us, it is not numbers that are important, but concrete results. More than 60 laboratories work at the institutes of the federal research center, each of which is ready to tell everyone what Krasnoyarsk researchers are doing. Every year scientists of Akademgorodok win dozens of grants, conduct hundreds of experiments, go on expeditions to different parts of the country and the world. In recent years, young people have entered science, the average age of researchers has significantly decreased, new laboratories are being opened under the guidance of young scientists.
The crisis of recent years has slightly slowed down the growth of local science, but new opportunities must be used. The development program of the Federal Research Center has been approved at the federal level. The institutes are already receiving the first batches of equipment purchased under this program. The work is underway - expensive instrumentation systems are being purchased for the development of priority areas.
In general, a unique situation has developed in Krasnoyarsk — there are all the prerequisites for the development of a “smart city”. First, we created one of the first federal universities in the country. Then the Federal Research Center and the flagship university appeared in the city. Such potential of federal attention and financial injection should be used wisely.

Academician A. L. Aseev sharply criticizes the Federal Research Center "Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences" and, among other things, accuses the leadership of the center of destructive actions, calls for a businesslike, legal and ethical assessment of the actions of the directors of the institutes of the Krasnoyarsk Scientific Center, refers to unofficial negative assessments center from the leadership of the regional administration. Almost all of these accusations are based more on emotions than on facts. Most of them are not true. We do not consider it necessary to comment on the direct emotional assessments on the part of Academician Aseev. Therefore, we provide a brief chronological note on the creation of the Federal Research Center "Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences" and the formal results of the meeting with the participation of representatives of the Presidium of the Russian Academy of Sciences, FASO of Russia, leaders and representatives of most regional scientific centers of the Russian Academy of Sciences, the administration of the Krasnoyarsk Territory, which took place on January 25−26, 2017 year in Krasnoyarsk and was devoted to the problems of reorganization of regional scientific centers of the Russian Academy of Sciences.
The active phase of structuring the network of scientific institutions of the SB RAS, including those located in Krasnoyarsk, began after the order of the President of the Russian Federation V.V. Putin No. Pr-1362 dated June 8, 2014.
In response to this instruction and the proposals of the Federal Agency for Scientific Organizations on the principles of structuring the network of scientific institutions of the RAS, the Presidium of the Siberian Branch of the RAS adopted a resolution (No. 222 of September 11, 2014), in which, among other things, it addressed the presidiums of scientific centers of the SB RAS with a request to formulate proposals for structuring the network scientific organizations of the Russian Academy of Sciences, ensuring their effective integration.
The Presidium of the KSC SB RAS, based on the decisions of the scientific councils of scientific organizations subordinate to the FASO of Russia (a total of 10 organizations) located on the territory of the Krasnoyarsk Territory, sent a letter to the head of the FASO of Russia M. M. Kotyukov with a decision to establish the Federal Research Center "Krasnoyarsk Scientific Center" in Krasnoyarsk SB RAS” by joining the institutes to the KSC SB RAS with the condition of maintaining the integrity of the land and property complex of the KSC SB RAS (letter No. 158 000/13042015 dated 04/13/2015).
In the period from May 5 to May 6, 2015, the joint scientific councils of the SB RAS for physical, biological, chemical, agricultural and medical sciences at their meetings heard the directors of the institutes of the KSC SB RAS in the profile of the relevant OCS and supported the concept of the FRC KSC SB RAS development program and the entry of the institutes into its composition.
On July 29, 2015, at a meeting of the working group on the restructuring of FASO and RAS in the government of the Russian Federation with the participation of representatives of the FASO of Russia, the Ministry of Education and Science of Russia, the Russian Academy of Sciences and the heads of institutes of the KSC SB RAS, the concept of creating the FRC KSC SB RAS was supported.
The President of the Russian Academy of Sciences V. E. Fortov in a letter to the Deputy Chairman of the Government of the Russian Federation A. V. Dvorkovich (No. 1-10 001-1320/561 dated December 30, 2015) noted that, based on a wide discussion, the decision to establish the FRC KSC SB RAS was adopted and supported by the Presidium of the Russian Academy of Sciences.
Based on the coordinated positions of the Russian Academy of Sciences, FASO, the Ministry of Education and Science of the Russian Federation and regional authorities, Deputy Prime Minister of the Russian Federation A.V. Dvorkovich supported the proposal to establish the Federal Research Center "Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences" (document AD-P8−458 of 01.02.2016 ).
Thus, the creation of the FRC KSC SB RAS was supported by the scientific councils of all institutes that were part of the center; joint scientific councils for science of the SB RAS; Presidium of the Russian Academy of Sciences; Governor of the Krasnoyarsk Territory V. A. Tolokonsky.
The Federal Research Center "Krasnoyarsk Scientific Center of the SB RAS" was established on August 1, 2016. Today, according to the Russian Science Citation Index, the Federal Research Center of the KSC SB RAS ranks third in Russia among the organizations of the Russian Academy of Sciences in terms of the number of publications indexed in Web of Science and Scopus (the main indicator of the scientific activity of the organization).
On January 25-26, 2017, a meeting was held in Krasnoyarsk on the problems of reorganization of regional scientific centers of the Russian Academy of Sciences with the participation of representatives of the Presidium of the Russian Academy of Sciences, FASO of Russia, heads and representatives of most regional scientific centers of the Russian Academy of Sciences, the administration of the Krasnoyarsk Territory (the list of participants in the meeting is available, it was attended more than 50 people, including Deputy President of the Russian Academy of Sciences Corresponding Member of the Russian Academy of Sciences V. V. Ivanov, Head of the Federal Agency for Scientific Organizations of Russia M. M. Kotyukov, Governor of the Krasnoyarsk Territory V. A. Tolokonsky, 14 academicians and corresponding members of the Russian Academy of Sciences from different regions of the country) .
The experience of creating the FRC KSC SB RAS was considered at the meeting. The participants of the meeting visited the institutes of the KSC SB RAS, had the opportunity to communicate not only with the leadership of the FRC, but also with the staff of the institutes.
As a result of the meeting, a resolution was adopted, which notes that a single and strong federal research center or a federal scientific center created in the region will be able to preserve scientific schools, optimize the property complex, infrastructure, adequately represent academic science in government bodies at the federal and regional levels.
As a result of the meeting, in particular, the following decisions were made.
Recognize as positive the experience of establishing the Federal Research Center of the Siberian Branch of the Russian Academy of Sciences and the Tomsk National Research Medical Center of the Russian Academy of Sciences.
- Recommend the FASO of Russia and the Russian Academy of Sciences to generalize the experience of creating and operating the FRC KSC SB RAS and use it in the structural transformation of the network of scientific organizations in the regions.
- Recommend the RAS and FASO of Russia to intensify work on the coordination of projects for the creation of the Federal Research Center / Federal Scientific Center in pursuance of Order of the President of the Russian Federation dated 02.2016 No. 260 - PR.
- To accept as a basis the draft model Charter of the FIC / FNC, finalizing it taking into account the comments and suggestions made. Submit a model Charter for consideration by the Presidium of the Russian Academy of Sciences.
- The representatives of the RAS should inform the Presidium of the RAS, the bureau of the RAS departments about the results of the meeting.
Thus, today the experience of creating the Federal Research Center "Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences" is considered as an example of an effective reform of scientific centers of the Russian Academy of Sciences. As for the statements of A. L. Aseev, it is indicative that for all the time of sharp criticism (2014-2016), despite numerous invitations (including the meeting on January 25-26, 2017), Academician Aseev has never visited the Krasnoyarsk Scientific Center of the SB RAS. It is unlikely that absentee criticism based on emotions can be considered as a constructive approach. Speeches and sharp accusations against the scientists of the center at the moment are Aseev’s personal position and do not reflect the opinion of any of the main participants in the reorganization process (RAS, FASO and the authorities of the region).
