1 AREA OF USE

This standard establishes the shape, dimensions and technical requirements for seals with reproduction of the State Emblem of the Russian Federation.

2 DEFINITIONS

For the purposes of this standard, the following terms are used with appropriate definitions:

2.1 seal: A device containing printing clichés for applying impressions to paper.

2.2 imprint: Image of a cliché of printing on paper.

2.3 print cliché: A stamp element containing a mirror image of the stamp print.

2.4 mastic seal: Stamp ink printing.

2.5 seal with reproduction of the State Emblem of the Russian Federation: Seal with a mirror image of the State Emblem of the Russian Federation in the center of the print cliché.

2.6 stamp ink: A special coloring agent designed for applying impressions to paper using printing clichés.

2.7 stamp pad: A material that carries in its volume a stamp ink, which is transferred to the printing elements of the printing cliche when it comes into contact with the stamp pad.

2.8 printing element: The area of ​​the printing cliché that receives the stamp ink and transfers it to the paper.

2.9 whitespace element: The area of ​​the printing cliché, which does not perceive the stamp ink and does not transfer it to the paper.

3 TECHNICAL REQUIREMENTS FOR SEALS WITH REPRODUCTION OF THE STATE EMBLEM OF THE RUSSIAN FEDERATION

3.1 Seal clichés with reproduction of the State Emblem of the Russian Federation are made of round shape (Figure 1).

3.2 The minimum diameter of the stamp with the reproduction of the State Emblem of the Russian Federation is 40 +1 mm, the maximum diameter is 50 -1, mm. Along the outer ring, the printing cliche is limited to a rim with a thickness of 1.3 +0.1 mm, on which microtext is located in a negative style (white text on a black background). Microtext consists of a repetitive record including the word certificate with its number, as well as other information specified by the seal manufacturer.

The figure shows a repeated entry as an example:

where 2003.01 is the year and month of the seal production.

The certificate must confirm that the manufacturer of the seal has technical and technological capabilities for the manufacture of the specified type of product at the proper quality level.

3.3 In the center of the stamp cliché there is a mirror image of the State Emblem of the Russian Federation.

3.3.1 The image of the State Emblem of the Russian Federation for the production of seals with a reproduction of the State Emblem of the Russian Federation is presented in digital coded form and is used by printing and stamp-engraving enterprises accredited to make seals with a reproduction of the State Emblem of the Russian Federation.

When reproducing the State Emblem of the Russian Federation, its changes are allowed only in the part of the linear scale. The minimum size of the image of the State Emblem of the Russian Federation must fit into a circle with a diameter of 14 +1 mm.

3.3.2 Crypto protection of the image file used when using the digital image of the State Emblem of the Russian Federation, as well as the software used for layout and printing clichés must exclude the possibility of extracting the digital image of the State Emblem of the Russian Federation.

3.4 Around the State Emblem of the Russian Federation at a distance of 1 -0.1 mm, microtext in a positive outline (black text on a white background) is located around the circle. Microtext includes information about the customer of the print with the content of the tax identification number (TIN XXXXXXXXXX), as well as, at its discretion, the code according to the All-Russian Classifier of Enterprises and Organizations (OKPO XXXXXXXX), etc. Figure 1 shows an example of a repeating and delimited * tax identification number of a print customer.

3.5 Between microtexts with positive and negative outlines clockwise and symmetrically relative to the vertical axis of the printing cliché there are concentric lines of the information field containing the full name of the legal entity in the nominative case, in brackets - its short name (if any), and the main state registration number (OGRN XXXXXXXXXXXXX) of the print customer according to the entry in the Unified State Register of Legal Entities. The name of a legal entity must correspond to the name enshrined in the constituent documents. The abbreviated name is given in cases where it is enshrined in the constituent documents, and is placed in parentheses after the full name. Figure 1 shows, for example, the name of the State Committee of the Russian Federation for Standardization and Metrology (Gosstandart of Russia) as a federal executive body and its abbreviated name, as well as the main state registration number of the customer (OGRN XXXXXXXXXXXXX), limited by symbols *.

If a legal entity has a superior organization, its short name is given, and in its absence - its full name, which is located before the full name of the legal entity. In this case, it is allowed not to repeat the name of a higher organization in the name of a legal entity.

On the personal seal of the notary with the image of the State Emblem of the Russian Federation in concentric lines of the information field, the surname, initials, position of the notary and its location or the name of the state notary office are indicated.

In the lower part of the information field counterclockwise, symmetrically relative to the vertical axis of the printing cliché, the following auxiliary information about printing with the reproduction of the State Emblem of the Russian Federation is placed:

the seal number (if the seal with the reproduction of the State Emblem of the Russian Federation for this legal entity was not made in a single copy), denoted in Arabic numerals, starting with the number 2 for the second seal;

the letter D with the serial number of the duplicate written in a hyphen, starting with the Roman numeral I for the first duplicate print. In Figure 1, the entry "2D-P" means that the imprint was made by the second duplicate of the second seal with the reproduction of the State Emblem of the Russian Federation.

3.6 Seals with reproduction of the State Emblem of the Russian Federation must be made in such a way that, when checked and used, a clear imprint of all image elements remains on the document. The saturation and hue of all areas of the print must be uniform. Visually distinguishable are not allowed: squeezing of ink over the edges of printed elements, underprints and imprints, distortions of image details on the print, as well as smearing and erasure.

3.7 All mandatory and additional elements of image and protection should be shown in the print.

3.8 There are no special requirements for packaging, marking and transportation of seals with reproduction of the State Emblem of the Russian Federation.

3.9 On the seal with the reproduction of the State Emblem of the Russian Federation, the customer of which is not a legal entity, the tax identification number (TIN) and the main state registration number (OGRN) are not indicated; in the information field of the seal, the requirements for the name of this customer are set by him independently when ordering the seal.

4 TECHNICAL REQUIREMENTS FOR RAW MATERIALS, MATERIALS, PURCHASED PRODUCTS,
USED ​​FOR THE MANUFACTURE AND APPLICATION OF THE SEALS
WITH REPRODUCTION OF THE STATE EMBLEM OF THE RUSSIAN FEDERATION

4.1 Requirements for the material for the manufacture of printing clichés

4.1.1 In the manufacture of printing clichés, rubber intended for laser engraving or other materials with technical parameters corresponding to this rubber are used.

4.1.2 In rubber for making printing clichés, the presence of shells, visually distinguishable in a magnifying glass with 15x magnification, visually distinguishable swelling, cracking and warping, is unacceptable. The swelling of rubber in water-alcohol mixtures should not exceed 5% of the mass at any concentration of alcohol, the elongation of rubber at break should be at least 200% . The thickness of the rubber for the manufacture of printing cliches is not less than 2 +0.2 mm. The rubber during processing should allow engraving to a depth of 0.25 to 1.8 mm.

4.2 Stamp pad and ink requirements

4.2.1 Stamp pad and ink should be capable of meeting the requirements of this standard.

4.2.2 When receiving an impression on coated and uncoated paper, the absorption and drying of the stamp ink on the surface of the paper should occur in no more than 10 s without residual marks and be resistant to smearing and abrasion.

4.2.3 Stamp ink after receiving an impression on coated and uncoated paper should not change the visually distinguishable color saturation in daylight and room temperature in a protected and not protected from direct sunlight place, as well as the geometric characteristics of the image and the characteristics of security elements.

5. TECHNICAL REQUIREMENTS FOR A PRINT CLISH MADE OF RUBBER

5.1 The minimum permissible height of the letters of the font on the information field of the printing cliché is 1.5 +0.1 mm, the width of the strokes of the font sign is not less than 0.1 +0.01 mm.

5.2 The angle of inclination of the lateral surfaces of the printing elements in relation to the perpendicular to the plane of the printing plate should be from 40 ° to 70 °.

5.3 The depth of the white space elements corresponds to the dimensions of these elements according to table 1.

5.4 After making the printing plate, the surface of the printing elements should be smooth. If there are scratches and scars, then they should be visually distinguishable only with a 15x magnifying glass.

6 TECHNICAL REQUIREMENTS FOR THE PROTECTION OF SEALS WITH REPRODUCTION OF THE STATE EMBLEM OF THE RUSSIAN FEDERATION AGAINST FORGERY

6.1 Seals with reproduction of the State Emblem of the Russian Federation must contain at least four mandatory elements of protection against counterfeiting.

6.2 Obligatory elements of protection of seals with reproduction of the State Emblem of the Russian Federation against counterfeiting are:

6.2.1 Microtexts of the "white text on black background" type located on the outer ring of the printing cliché rim. The size of the microtext elements is from 0.5 to 0.8 mm.

6.2.2 Microtext of the "black text on a white background" type, made in the form of a dividing ring separating the text lines of the information field from the image of the State Emblem of the Russian Federation. The size of the microtext elements is from 0.5 to 0.8 mm.

6.2.3 The presence of lines with a thickness of 0.08 + 0.01 mm.

6.2.4 The presence of elements with a halftone raster with a linearity of at least 80 lines per centimeter.

6.3 To increase the protection against counterfeiting of seals with reproduction of the State Emblem of the Russian Federation, at the request of the customer of the seal, additional security elements can be applied, including:

6.3.1 Fonts specially designed for the text part of the seals, while it is allowed to change individual letters of the font, to introduce defects in the print control points that imitate natural rubber defects.

6.3.2 Visually indistinguishable change in the geometric proportions of the print, giving them an irregular shape.

6.3.3 Introduction of raster fields into the print image with different rasterization angles from 7 ° to 15 °, with a raster lineature of at least 100 lines per centimeter and a density of no more than 20% with a different shape of raster dots.

6.3.4 Incorporation of hidden security elements into the image of the seal, allowing the identification of the manufacturer of the seal and the device on which the seal was produced.

6.3.5 Using rainbow holograms for drawing the State Emblem of the Russian Federation and a circle with microtext and kinegram. The device for their application and the printing cliché must be combined in one technical means, while the print imprint and the hologram embossing must be carried out simultaneously. The maximum permissible difference between the angles of rotation of the image of the State Emblem of the Russian Federation with the microtext relative to the mastic print in any impressions on documents made using the same technical means should not exceed 0.5 °. The numbering of the holograms should be done with a laser numerator.

6.4 Additional means of protecting seals with reproduction of the State Emblem of the Russian Federation from counterfeiting should not allow their reproduction on devices with a lower resolution.

6.5 The resolution of equipment for the manufacture of stamps with reproduction of the State Emblem of the Russian Federation must be at least 800 points per centimeter.

6.6 To increase the safety of seals with reproduction of the State Emblem of the Russian Federation, including those transferred for archival storage, lamination of documents on which such a seal is put is allowed.

3.3 In the center of the stamp cliché is a mirror image of the State Emblem of the Russian Federation.

3.3.1 The image of the State Emblem of the Russian Federation for the manufacture of seals with a reproduction of the State Emblem of the Russian Federation is presented in digital coded form and is used by printing and stamp-engraving enterprises accredited to make seals with a reproduction of the State Emblem of the Russian Federation.

When reproducing the State Emblem of the Russian Federation, its changes are allowed only in part of the linear scale, the minimum size of the image of the State Emblem of the Russian Federation must fit into a circle with a diameter of 14 +1 mm.

3.3.2 Crypto protection of the image file used when using the digital image of the State Emblem of the Russian Federation, as well as the software used for layout and formation of printing clichés must exclude the possibility of extracting a digital image of the State Emblem of the Russian Federation.

3.4 Around the State Emblem of the Russian Federation, at a distance of 1_0dmm, microtext in a positive outline (black text on a white background) is located around the circle. Microtext includes information about the customer of the print with the content of the tax identification number (TIN XXXXXXXXXX), as well as, at its discretion, the code according to the All-Russian Classifier of Enterprises and Organizations (OKPO XXXXXXXX), etc. Figure 1 shows an example of a repeating and delimited * tax identification number of a print customer.

3.5 Concentric lines of the information field containing the full name of a legal entity in the nominative case are located between microtexts with positive and negative traces clockwise and symmetrically relative to the vertical axis of the printing cliché, in parentheses - its short name (if any), and the main state registration number ( OGRN XXXXXXXXXXXXX) of the print customer according to the entry in the Unified State Register of Legal Entities. The name of a legal entity must correspond to the name enshrined in the constituent documents. The abbreviated name is given in cases where it is enshrined in the constituent documents, and is placed in parentheses after the full name. The figure Name for an example shows the name of the State Committee of the Russian Federation for Standardization and Metrology (Gosstandart of Russia) as a federal executive body and its abbreviated name, as well as the main state registration number of the customer, limited by * symbols (OGRN XXXXXXXXXXXXX).
If a legal entity has a superior organization, its short name is given, and in its absence - its full name, which is located before the full name of the legal entity. In this case, it is allowed not to repeat the name of a higher organization in the name of a legal entity.

In the lower part of the information field counterclockwise, symmetrically relative to the vertical axis of the printing cliché, the following auxiliary information about printing with the reproduction of the State Emblem of the Russian Federation is placed:

  • the seal number (if the seal with the reproduction of the State Emblem of the Russian Federation for this legal entity was not made in a single copy), denoted in Arabic numerals, starting with the number 2 for the second seal;
  • the letter D with a hyphenated serial number of the duplicate, starting with a Roman numeral I for the first duplicate print. The record "2D-I" means that the imprint was made by the second duplicate of the second seal with the reproduction of the State Emblem of the Russian Federation.

3.6 Seals with a reproduction of the State Emblem of the Russian Federation must be made in such a way that when they are checked and used, a clear imprint of all image elements remains on the document. The saturation and hue of all areas of the print must be uniform. Visually distinguishable are not allowed: squeezing of ink over the edges of printed elements, underprints and imprints, distortions of image details on the print, as well as smearing and erasure.

3.7 All mandatory and additional elements of the image and protection must appear in the print.

3.8 There are no special requirements for packaging, marking and transportation of seals with reproduction of the State Emblem of the Russian Federation.

4 Technical requirements for raw materials, materials, purchased products used for the manufacture and use of seals with reproduction of the State Emblem of the Russian Federation

4.1 Requirements for the material for the manufacture of printing cliches

4.1.1 In the manufacture of printing clichés, rubber intended for laser engraving or other materials with technical parameters corresponding to this rubber are used.

4.1.2 In rubber for the manufacture of printing clichés, the presence of shells, visually distinguishable in a magnifying glass with 15x magnification, visually distinguishable swelling, cracking and warping, is unacceptable. The swelling of rubber in water-alcohol mixtures should not exceed 5% of the mass at any concentration of alcohol, the elongation of rubber at break should not be less than 200%. The thickness of the rubber for the manufacture of printing cliches is not less than 2 + 0.2 mm. The rubber during processing should allow engraving to a depth of 0.25 to 1.8 mm.

4.2 Stamp pad and ink requirements

4.2.1 Stamp pad and ink should be capable of meeting the requirements of this standard.

4.2.2 When receiving an impression on coated and uncoated paper, the absorption and drying of the stamp ink on the surface of the paper should occur in no more than 10 seconds without residual mark-off and be resistant to smudging and abrasion.

4.2.3 Stamp ink after receiving an impression on coated and uncoated paper should not change the visually distinguishable color saturation in daylight and room temperature in a place protected and not protected from direct sunlight, as well as the geometric characteristics of the image and the characteristics of security elements.

5 Technical requirements for printing plates made of rubber

5.1 The minimum allowable height of the letters of the font on the information field of the printing cliché is 3 +0 "" mm, the width of the strokes of the font sign is not less than 0.1 + ° "01 mm.

5.2 The angle of inclination of the side surfaces of the printing elements in relation to the perpendicular to the plane of the printing plate should be from 40 ° to 70 °.

5.3 The depth of the white space elements corresponds to the dimensions of these elements according to table 1.

5.4 After making the printing plate, the surface of the printing elements should be smooth. If there are scratches and scars, then they should be visually distinguishable only with a 15x magnifying glass.

6 Technical requirements for the protection of seals with reproduction of the State Emblem of the Russian Federation from counterfeiting

6.1 Seals with the reproduction of the State Emblem of the Russian Federation must contain at least four mandatory elements of protection against counterfeiting.

6.2 Mandatory elements of protection of seals with reproduction of the State Emblem of the Russian Federation against counterfeiting are:

6.2.1 Microtexts of the type "white text on a black background" located on the outer ring of the print cliché rim. The size of the microtext elements is from 0.5 to 0.8 mm.

6.2.2 Microtext of the "black text on a white background" type, made in the form of a dividing ring separating the lines of the text of the information field from the image of the State Emblem of the Russian Federation. The size of the microtext elements is from 0.5 to 0.8 mm.

6.2.3 The presence of lines with a thickness of 0.08 + 0-01 mm.

6.2.4 The presence of elements with a halftone screen with a linearity of at least 80 lines per centimeter.

6.3 To increase the protection against counterfeiting seals with the reproduction of the State Emblem of the Russian Federation, at the request of the customer of the seal, additional security elements can be used, including:

6.3.1 Fonts specially designed for the text part of seals, while it is allowed to change individual letters of the font, to introduce defects in the print control points that imitate natural rubber defects.

6.3.2 Visually indistinguishable change in the geometric proportions of the print, giving them an irregular shape.

6.3.3 Entering into the print image of raster fields with different rasterization angles from 7 ° to 15 °, with a raster lineature of at least 100 lines per centimeter and a density of no more than 20% with a different shape of raster dots.

6.3.4 Incorporation of hidden security elements into the print image, allowing the identification of the seal manufacturer and the device on which the seal was produced.

6.3.5 The use of rainbow holograms for drawing the State Emblem of the Russian Federation and a circle with microtext and kinegram. The device for their application and the printing cliché must be combined in one technical means, while the print imprint and the hologram embossing must be carried out simultaneously. The maximum permissible difference between the angles of rotation of the image of the State Emblem of the Russian Federation with the microtext relative to the mastic print in any impressions on documents made using the same technical means should not exceed 0.5 °. The numbering of the holograms should be done with a laser numerator.

6.4 Additional means of protecting seals with reproduction of the State Emblem of the Russian Federation from counterfeiting should not allow their reproduction on devices with a lower resolution.

6.5 The resolution of the equipment for the manufacture of seals with the reproduction of the State Emblem of the Russian Federation must be at least 800 points per centimeter.

6.6 To increase the safety of seals with reproduction of the State Emblem of the Russian Federation, including those transferred for archival storage, it is allowed to laminate documents on which such a seal is affixed.

The official seal is one of the types of seals with official symbols in the center of the cliché (mirror image of the State Emblem of the Russian Federation).

The official seal is made using a special technology to provide the necessary protection against possible copying in accordance with GOST R 51511-2001, which entered into force on December 25, 2001. The official seal is made only of rubber (cliche material) intended for laser engraving and by companies that have a certificate for manufacturing of these products.

GOST requirements:

1. Outer circle 1.3 mm thick with microtext 0.8 mm high.

2. The presence of lines with a thickness of 0.08 mm

3. Availability of INN, OKPO with a height of 0.5 - 0.8 mm, OGRN.

4. The presence of elements with a halftone screen (80 lines per cm.)

3. Technical requirements for seals with reproduction of the State Emblem of the Russian Federation

3.1 Seal clichés with reproduction of the State Emblem of the Russian Federation are made of round shape (Figure 1).

6. Technical requirements for the protection of seals with reproduction of the State Emblem of the Russian Federation from counterfeiting

6.1 Seals with reproduction of the State Emblem of the Russian Federation must contain at least four mandatory elements of protection against counterfeiting.

6.2 Obligatory elements of protection of seals with reproduction of the State Emblem of the Russian Federation against counterfeiting are:
