WITH SOCIAL WORK INSTITUTIONS OF THE ZARINSKY DISTRICT:
PROBLEMS, PROSPECTS FOR THEIR SOLUTIONS.

Throughout the history of its development, public libraries in Russia have responded in a timely manner to the urgent needs and demands of society.

Relevance: At present, deep socio-political and economic transformations in society, land reform, the transition to a market economy, the development of the private sector, and so on, require special attention to the role of libraries.
The Russian Federal Law "On Librarianship" gives a precise definition of a library as "an information, cultural, educational institution that has an organized fund of replicated documents and provides them for temporary use to individuals and legal entities."
The library is a part of the social institution of the state, so it is natural that all social transformations are reflected in its reforms and functions. The content of the library's work must meet the needs of readers and residents of a particular area, it must help the population solve specific problems.
The library in the countryside managed to get out of the state of social depression, turned out to be a tenacious and demanded organism of the rural cultural community.
The library's need for contacts with social work institutions is enormous. Thanks to them, the possibilities of the library are increasing, the scope of its activities is expanding.
As a result, the position and organizational behavior of the library itself, its vision of its role in the life of the local community, along with other social organizations and institutions, are of particular importance. It is they who, at the same time, make up the competitive sphere of the library, and are its partners and employees in solving many problems of activity and provision of resources.
The relevance of this topic lies in the fact that there is no theoretically substantiated experience of cooperation between libraries and social work institutions either in publications or in other sources. There are only a few publications in professional publications, which reveal the experience of interaction between libraries, applicable only on the territory of a particular region.
Of great importance are the problems of interaction between libraries and local authorities, which have now acquired an all-Russian scale. Despite this, neither the authorities nor the librarians have proposed effective ways to solve them.
In this regard, libraries need to develop a set of measures to create their positive image and advertise their services and capabilities.
This study is devoted to the interaction of rural libraries and social work institutions of the Zarinsky district. Public relations of the libraries of the Zarinsky district are fruitful and diverse, all parties are interested in them. Libraries are acquiring new partners, looking for new work with them.

Object of study: Interaction of rural libraries of the Zarinsky district CLS with social work institutions.

Subject of study: Problems and prospects for their solution in the interaction of libraries with institutions of social work of the district.

Purpose of the study: To identify the main directions, problems of cooperation between rural libraries and social work institutions and the prospects for their solution.

Tasks:
1. Identify the functions and tasks of rural libraries.
2. Consider the experience of interaction between the libraries of the Altai Territory and social work institutions.
3. Identify partners for rural libraries in the Zarinsky district.
4. To identify the problems of interaction between rural libraries and social work institutions of the district.
5. Analyze the program of cooperation between rural libraries and social work institutions of the district.
6. To reveal the main directions of work of rural libraries of the Zarinsky district CLS with social work institutions.

The choice of library partners was based on the characteristics of the socio-economic structure of the villages of the Zarinsky district, which includes all of the above institutions and their representatives.

Knowledge: To date, there are a huge number of publications on the theory of conservation and development of rural libraries. They are diverse and require analysis. The problems of preservation and development of librarianship in Altai is a priority for the library industry. During the period of state reform, both theoretical research and practical experience of specialists are important.
Important information about the activities of rural libraries in the Altai Territory is contained in the releases of information publications of the Altai Regional Universal Scientific Library. V.Ya. Shishkov.
The collection “Rural Libraries of Altai: Problems of Preservation and Development” contains information about the problems of libraries in rural areas, about innovations in the work of libraries, about the creative activity of librarians, from the experience of libraries in the Altai Territory.

The range of problems considered in the collection is quite wide:

  • Interaction of libraries with local authorities, with social work institutions, with public organizations;
  • The place of libraries in the concept of rural development;
  • The functioning of the library as an information, cultural, educational center in the countryside;
  • Features of servicing various categories of the population.

The collection "Libraries and Local Governments" reflects the experience of the libraries of the Altai Territory as information, legal centers for the population and local authorities, published the experience of interaction between libraries and local authorities in the region.
In addition, materials on the activities of libraries are published by the central professional publications Library Science, Librarianship, Library, Bibliopole, School Library, Sotsis, Scientific and Technical Libraries.
The search for promising models for the development of the library space during the crisis mobilized the creative potential of theorists and practitioners of librarianship.
The theoretical aspects of social and bibliosocial work, the interaction of libraries with social work institutions are considered by such authors as R. A. Trofimova, M. A. Ermolaeva, E. A. Fokeeva, T. N. Khuramova, L. G. Guslyakova and others.
A scientific school of biblio-social work has developed in Altai, headed by R. A. Trofimova. Her works are featured on the pages of regional and central professional publications. In the middle of 2000, the Department of Library Science and Bibliosocial Work of the Altai State Institute of Arts and Culture, together with the Altai Regional Universal Scientific Library. V.Ya. Shishkova conducted a study in 10 districts of the region, 95 rural libraries on biblio-social work were studied. The results of the study "State, problems and prospects for the development of biblio-social work in the villages of the Atai Territory" were published in the collection "Problems of Scientific Information Resources of the Libraries of the Altai Territory". The study revealed the underdevelopment of business relations between libraries and social work institutions in rural areas, the conservative tradition of treating them as absolutely autonomous and non-interacting structures, which manifested itself in the opinions of the majority of experts at the district level.
Librarians, in particular, E. I. Kuzmin, note that not only the number of rural libraries and their distribution throughout the country should make them visible, attractive to society and the professional community, but above all the quality of service and the completeness of the information provided.
The material for this research work was the plans, programs, research results of the libraries of the region, as well as activity reports, information about the work of the libraries of the Zarinsky district CLS and reports on the activities of the social work institutions of the region.

Hypothesis:
1. The interaction of libraries with social work institutions is not carried out unilaterally.
2. Libraries are the initiators of cooperation with social work institutions
3. Thanks to contacts with social work institutions, the possibilities of libraries in working with readers are increasing, the scope of their activities is expanding.
4. Contacts of libraries with social work institutions are sporadic.

Research Base The study was conducted on the basis of the Zarinsky district CBS.

Approbation: The materials of the work were heard at the annual scientific-practical conference in April 2006.

Work structure: The work consists of an introduction, two chapters, a conclusion, a list of references and applications.
The introduction defines the object, subject, relevance of the problem, outlines the goals and objectives, methods for studying the problem, and puts forward hypotheses.
The first chapter "Cooperation of libraries with social work institutions", presented in two paragraphs, defines the functions of libraries, their tasks, as well as the experience of cooperation between libraries of the Altai Territory and social work institutions.
The second chapter "Interaction of libraries with social work institutions of the Zarinsk region: problems, prospects for their solution" reveals the implementation of the program of cooperation between rural libraries and social work institutions of the Zarinsk region "Library in village life". The results of the survey "Family Reading" and the experience of interaction between libraries and schools, medical and obstetric centers for the prevention of a healthy lifestyle, and the employment center of the district are presented.
In separate paragraphs, the experience of cooperation between the libraries of the Zarinsky Central Library Library and the district women's council in the framework of the program “Family. Women. Children", with the department of social protection of the population for the prevention of neglect of minors, the local administration of the villages of the district.
The study included the implementation of the program "Library in Village Life", a survey of parents in the villages of Grishino, Novomonoshkino, Sredne-Krasilovo, Afonino on "Family Reading" and disclosure of the experience of rural libraries and social work institutions.

Chapter 1. Interaction of rural libraries with social work institutions.

1.1. Functions, tasks, partners of libraries in the countryside.
A significant part of the villagers today live in an environment of lack of information. At the same time, there is an increase in the reader activity of rural residents, associated primarily with the emergence of new professions, new technologies, which are inevitable in rural areas. Information requests of the villagers to a certain extent equaled the needs of urban residents. Their novelty and diversity are noted: problems of land legislation, taxation, lending, issues of pricing and investment policy, the introduction of new efficient technologies, the sale of agricultural products, and personal subsidiary farming.
The main tasks of rural libraries at the present stage are to provide access to all types of municipal information: providing information to enterprises, associations, representatives of households; assistance to users in literacy; promotion of systematic education and self-education of the villagers, especially the younger generation.
At present, more than ever, the need for reliable, complete and timely legal information is increasing. People need it in order to make an optimal decision that does not contradict the law in a certain life situation, to fully exercise or protect their rights. In connection with the letter of the President “On organizing the collection, storage and provision of information on local self-government issues in municipal libraries” (1997), library centers of municipal and legal information have become widespread in various regions of the country.
Despite the different possibilities, the task of every rural library is to become a reliable source of municipal legal information. At the same time, it must be recognized that the quality of legal information service at the district level mainly depends on the work of the Central District Hospital on the implementation of the law of the Altai Territory "On the legal deposit of documents of the Altai Territory". Independently resolving issues of the life of the municipality, the local government issues management acts that are binding on all institutions, organizations, enterprises, officials and citizens located on its territory. Based on the Law, all official documents (charters of municipalities, resolutions, orders, decisions) must be transferred by both district and rural administrations to the district library. Providing the population with legal information at the federal and regional levels is achieved through the obligatory subscription of rural libraries to national and regional full-length newspapers (Rossiyskaya Gazeta, Trud, Altaiskaya Pravda, etc.)
Information support for entrepreneurship in the countryside is one of the important activities of rural libraries, which allows them to actively promote the economic development of their territory. It is farmers and private entrepreneurs who often need information that is ready to use, containing specific recommendations and advice, factual data of a business, commercial and financial nature.
Many farm managers are interested in collective information, therefore, by concluding contracts for information services, rural libraries work with agricultural production cooperatives, farms, veterinary stations and other agricultural enterprises. In a number of regions, the system of individual information services for agricultural specialists remains in demand: an agronomist, livestock specialist, head of machine and tractor workshops, an economist.
Rural business is not only production, domestic services and trade, taxes from which should become the basis of the village economy, but also personal subsidiary farms, which today produce 98.6% of potatoes, 88.9% of vegetables and more than half of livestock products in the region. For villagers, part-time farming is a good and sometimes the only way to earn money. Libraries can help them with this by providing information services on the economics of homestead and household economy, homestead life. The library clubs Khozyain, Dokhod, Doyarushka, operating in many districts, have proved their viability.
In the context of the rapid process of updating knowledge, the library becomes the center of knowledge in the broadest sense of the word. Many public figures, scientists, and writers in Russia talk about the emergence of secondary illiteracy in the country and a decline in interest in reading. Libraries are more responsible for promoting reading, developing the imagination and creativity of children and young people. Considering that the network of preschool institutions, especially kindergartens, has been greatly reduced in the countryside, libraries are called upon to provide even the youngest readers who comprehend the letters with everything necessary for their spiritual development.
Rural libraries have accumulated considerable experience in this traditional direction. The role of libraries in the information support of education has increased, the demand for literature to help master the educational process has increased, and there have been serious changes in the school curriculum.
In recent years, at the initiative of local authorities, a merger of rural and school libraries has taken place in a number of districts. However, despite the common work, these libraries have fundamental differences. If the school library, first of all, should provide the educational process of the school, then the rural one is designed to develop the desire for self-education, self-education, and the organization of full-fledged leisure. In addition, rural libraries provide an educational process not only for young people and schoolchildren, but also for the adult population, since there is a constant need to improve skills or learn a new profession due to the threat of unemployment. Not only the functions differ, but also the resources and mode of operation of these libraries.
Performing a memorial function is one of the important tasks of rural libraries. Most of all, it manifests itself in the creation of chronicles of villages, biographical descriptions of local attractions, the history of individual families, famous figures and enlighteners, and the most striking events. Thanks to the interaction of libraries, archives and other interested organizations in the region, the histories of the districts were published: Altaisky, Shelabolikha, Charyshsky, Zavyalovsky, Mikhailovsky and others. and multiply cultural traditions allow local history corners, mini-museums created in libraries.
Such important social functions as promoting the creative self-realization of people, expanding the range of interests and cultural needs of rural residents, improving the moral climate, rural libraries perform by directly participating in the life of the local community. In connection with the decline in agricultural production in the last decade, social problems have sharply worsened: unemployment, low living standards due to low wages (in agriculture, it is 60% of the subsistence minimum). Libraries have become centers of psychological support and social rehabilitation for various groups of the population: the disabled, the unemployed, participants in local wars, the elderly and semi-literate people, difficult-to-educate teenagers, members of large, single-parent and dysfunctional families, children in orphanages and boarding schools. They work on socially significant programs: “Mercy”, “Family. Women. Children”, “Healthy lifestyle”. In order to revive the traditions of family reading in the regions, specialized family reading libraries are being created on the basis of rural libraries.
In recent years, there has been a development of cooperation between libraries and employment services. By providing assistance to a person who finds himself in a difficult life situation, libraries thereby reduce social tension in the area. This role of the library is especially growing in remote villages, where there is no way to create specialized social support services for the population.
The possibilities of high-quality performance of information and educational functions largely depend on the main resource - library funds. The word "fund" in Latin means "essence", so it is quite understandable that without a quality fund, the library loses its essence.
The library can qualitatively provide information support for the development of its territory only in close cooperation with local governments.
Rural libraries solve the problem of collecting funds and improving the service to readers by seeking additional funding. One of the solutions is participation in programs and competitions for grants announced by Russian and international foundations and centers. An effective way to attract extrabudgetary funds is to hold charitable events. Today, in many villages, the campaign “New books for children!”
Thus, only understanding of its role in the new socio-economic conditions and the tactics of creative interaction with local governments, with local organizations and enterprises, with representatives of the local community will allow the rural library to actively carry out information support for the development of its territory, play the role of an intellectual center of the village, take care of about the next generation.

1.2 Libraries of the Altai Territory and institutions of social work: experience of interaction.
All libraries of the Altai Territory pay attention to marketing activities to maintain the image of the library, its demand in society.
Activation of advertising activities through the media is observed in almost all regions of the region. Libraries actively cooperate with the editorial offices of local newspapers and television (Talmenskaya DB - the newspaper "Talmenskaya Zhizn"; Zarinskaya - "Znamya Ilyich", "Library Bulletin"; Ust-Pristanskaya - "Avangard"; Ust-Kalmanskaya - "Leninets"; Rodinskaya - " The Case of October "; Romanovskaya -" Goritsvet "; Mikhailovskaya - "Steps", "Rural Truth"; Topchikhinskaya - "Our Word"; Soloneshenskaya - "Mountain Dawns"; Kurinskaya - "Patriot"; Eltsovskaya - "Dawn of the East"; Altaiskaya - "For abundance"; Volchikhinskaya - "Your news"; Burlinskaya - "Burlinskaya newspaper"). Such cooperation has a beneficial effect on the activities of libraries. Many libraries of the region regularly write about their activities, invite correspondents to the holidays, place advertisements in newspapers about their events.
Some libraries inform the public about their work on local radio and television (Zarinsk, Zonal District, Tselinnoye).
Libraries work in close cooperation with a wide variety of institutions and institutions; with centers for rehabilitation, social protection, social assistance to families and children (Ust-Kalmanskaya, Pospelihinskaya, Togulskaya, Romanovskaya, Troitskaya), police stations, inspectors and medical workers (Zalesovskaya, Tretyakovskaya), orphanages (Romanovskaya, Pankrushikhinskaya), representatives of the administration ( Zalesovskaya, Soltonskaya), departments of education, culture, youth affairs, psychologists, etc. For example, the library of the Zalesovsky district cooperates with juvenile inspectors, the education committee, the RDK, a museum, a music school, and a children's art house. And the Zonal Children's Library cooperates with the cinema network, Mikhailovskaya - with the art gallery.
Almost all libraries have links with schools, kindergartens and nurseries, music schools and art schools. Readers are notified about events held in libraries, informed about new books.
Libraries of the city of Zarinsk have been working in this direction for several years. Realizing the importance of working with the population, in 1998, at one of the classes of the professional club of librarians "Consonance", a round table was held on the topic "Library as one of the institutions of social work." To participate in the discussion of this problem, representatives of the city society of the disabled, the Zarinsk city department of the Department of the Federal Employment Service for the Altai Territory, the organizer of work with disabled children of the city House of Children's Creativity, members of the city Council of Veterans were invited.
When preparing the round table, the following dates were taken into account: 1998 - International Year of the Disabled, 1999 - International Year of the Elderly. Those activities that were proposed to libraries were included in the work plan of these societies and organizations. Libraries build all work with them on the basis of agreements that provide for financing of the work carried out by the library.

Libraries and Council of Veterans.
With the Council of Veterans, an annual plan of work is drawn up for the service of war and labor veterans. Targeted assistance is provided through book service at home. Last year, the chairmen of the primary societies of veterans in microdistricts examined the living conditions of pensioners who need library services and were transferred to libraries. Libraries of the city served 9 people at home.
In addition to individual services, libraries hold public events, evening meetings, holidays for the elderly. Libraries of the city actively participated in the month of the elderly. Holiday evenings were held in libraries with funding from the Council of Veterans. For these purposes, the City Council of Veterans allocated 1,200 rubles, Altai-Koks - 400 rubles, 135 people were present.
Invitation cards were distributed to veterans and invalids of the war. The Central City Library invited its elderly readers to the evening "Teach your heart to be beautiful", dedicated to the 200th anniversary of A. S. Pushkin. The host of the evening spoke about the artists who painted his portraits, about the poet's family and friends. Those present at the evening shared their impressions about the trip to Pushkin's places, about the Pushkin Museum.
The Family Reading Library invited residents and readers to an evening of family portraits "Lessons of a Lived Life". Acquaintance with families, with an interesting biography of veterans - everything was at this evening, and most importantly, those present got to know each other better. Children from the "Brigantine" school performed, they performed ditties, dances, recited poems and presented small gifts - souvenirs as a keepsake.
Representatives from the Council of Veterans and the deputy of the city assembly D. M. Koshkarev congratulated the elderly on the holiday.
The musical evening for the elderly “Lyudmila Zykina invites you” was held by library No. 1, the literary and musical evening “And life, and tears, and love” was held by library No. 2.
The residents of the outlying part of the city were invited to the House of Culture "Nadezhda" by the employees of the club and library No. 6 for a festive evening "Let's have a good time." Children performed with a concert program. Games, contests, ditties - everything sounded at this evening.
The events held by the libraries on the month of the elderly were a great success among pensioners and war veterans. This is evidenced by the words of gratitude expressed by older people to librarians through the city newspaper Novoye Vremya.

Libraries and Society for the Disabled.
Working with the disabled is considered a priority for the city's libraries. Last year we began to work more closely with the city society of the disabled. We held a joint round table, found out their needs.
On the occasion of the International Day of the Disabled, the city held a decade of disabled people, in which libraries also took part. Movies were shown free of charge in the cinema. And the librarians held an event in libraries and the society of the disabled: a round table "Disabled people: rights and laws" - library No. 3, "New Year's Kaleidoscope" - Central State Library, "Lesson of mercy "Pass kindness in a circle" - library No. 2, hour of revelation "On Faith , about love "- library number 4.
The CGB has been working with visually impaired people since 1995, when they began to receive special literature from the regional special library. We receive braille books, cassettes, rolls by mail and inform readers about it. Many of them come by themselves, and those who cannot come to the library, we bring books and cassettes to their homes. The number of readers with disabilities for the year amounted to 13 people. Book lending - 1765 copies, number of visits - 112.
Public events for this group of readers are held by the employees of Library No. 3 in the premises of the Society of the Disabled. Basically, these are festive events that take place over a cup of tea. For example, for the holiday of March 8, a literary and musical composition “Oh, Russian women” was held, for Victory Day - an evening of memory “Eternal glory to the dead, eternal glory to the living”, a rest evening “It does not matter that the years go by” - on the month of an elderly person. At the request of disabled people, discussions are held on issues of interest to them, reviews of new newspapers and magazines.
Service for this category of readers is free of charge, they also use additional services of the night subscription free of charge.

Libraries and Zarinsky City Department of the Department of the Federal Employment Service.
The Central City Hospital, together with the city employment center, holds a lecture “Choosing our own path” for the unemployed who are registered with the employment center.
Classes are held monthly for separate groups: vocational school-41 graduates, specialists with higher education, demobilized soldiers, women from 20 to 30 years old, youth from 16 to 20 years old. Specialists are invited to these classes: lawyers, psychologists, business leaders, employees of the tax service, military registration and enlistment office, city administration and library workers.
Last year, librarians conducted a review and discussions on the topics: “Guide to the world of professions”, “Your second profession”, “Your social guarantees”, etc. After such classes, young people, women who need psychological relief, come to the library and become readers.

Libraries and the House of Children's Creativity.
Libraries began their work with children with disabilities by compiling file cabinets. According to the lists of children with disabilities from the city committee for social protection of the population, they made a door-to-door tour and found out their needs and requests in the literature. Basically, these children go to school and can visit libraries themselves, most children with physical disabilities attend the House of Children's Creativity. A methodologist for social work was invited to one of the classes of the club of librarians "Consonance". The result of this meeting was a joint work with a group of children with disabilities. They took them on a tour of the central children's library. Children with disabilities are invited to all events held by children's libraries: New Year's holidays, puppet shows, theatrical performances.
It has become a tradition to hold annual mass events in the orphanage. Children's libraries hold events there on a quarterly basis: the fabulous mosaic "Visiting Grandma Yaga" (library No. 4); an hour of laughter "Bad advice of a good man" (TsGB), a literary trial of the romantic feeling "Believe in the great power of love" (library No. 7). Children's Library No. 8 constantly invites the children of the Orphanage to fabulous performances, which are shown on the stage of the city's House of Culture.
By the beginning of the school year, from August 17 to September 15, the Central House of Library workers held a fair - a sale of children's things for library workers, because. librarians, not receiving a salary for half a year, today themselves need social protection. During the fair, 70 items were sold for a small fee and received a lot of kind and positive feedback.
Next year, the city's librarians, as well as in the past, set one of their tasks to ensure the cultural needs of socially unprotected segments of the population.
Rubtsovsk CBS is acquiring new partners, looking for new work with them. For the Society of the Disabled, advisory assistance was provided in the preparation of the project, assistance in its implementation, practical assistance in organizing meetings and presentations. Cultural programs were held in the library for various groups under the care of the Committee for Social Protection. Elderly people attended the video screenings of “Cinema of Our Youth” with pleasure, visited the evening “Musical Porch”, etc.
Public organizations "Compatriots" and "Semipalatinsk test site" received free information support and copies of the necessary materials. The department for work with youth and public organizations has been holding meetings of volunteers within our walls for several years, paying for the legal information of young people to the library, and providing various materials on youth problems.
The city administration held a celebratory meeting in the library with the leaders of public organizations, summing up the results of the competition for city grants.
On the initiative of the Central City Library, before the All-Russian Day of Libraries, a round table was held with the participation of representatives of the city administration, city council deputies, and journalists. The conversation was about the interaction of these organizations with libraries, about financing libraries.
The head of the local self-government, B. Lisenkov, invited the director of the CLS to an operational meeting, where she spoke about the main library achievements and problems. It should be noted that the mayor took personal control over a number of issues.
Entrepreneurs also like to meet within the walls of the library; they have already appreciated the respectability and informational value of the central library.
Held jointly with the Rubtsovsk office of the Altai Chamber of Commerce and Industry, the “Round Table” on the topic “Information and Legal Support for Entrepreneurship” once again showed entrepreneurs that the library can become their real partner and assistant. The fact that the library has become authoritative among business circles is eloquently evidenced by the fact that the director of the Central Library Library was elected chairman of the board of trustees of the city fund "Razvitie".
When meetings are held in the library, the mass work hall turns into a comfortable, modernly designed conference room. The Central Library has become a center of attraction, a prestigious venue for meetings, presentations, etc.
In parallel with the establishment of relations with public organizations, the attitude towards the library as a center of information, culture and leisure is also changing. And at this stage of the work, the question arose of creating a reader's asset or a library council, which could include representatives of public and socially significant organizations. Efforts to create strong ties with various social structures and public organizations give mutually beneficial results.

Chapter 2

2.1. The program of cooperation between rural libraries and social work institutions of the Zarinsky district "Library in the life of the village": implementation, prospects for interaction.
The developed program "Library in Village Life" was designed for three years due to the fact that the heads of local administrations, chairmen of public associations in the region are elected for a period of 4 years. This allows the program to be implemented within three years, to take stock, identify its weaknesses and develop a long-term work plan.
The program is aimed at the cooperation of rural libraries of the region with the committee for social protection of the population, the women's council of the village, the department for social protection of the population on the prevention of neglect of minors, the state inspection of road safety, educational institutions, medical and obstetric centers and the employment center of the Zarinsky district.
When drawing up a plan for the year, librarians included program items in their work plan, during the year they analyzed successful and failed activities, difficulties and achievements in working with partners, and made adjustments.
The survey on family reading was not chosen by chance, since the libraries of the Zarinsk district choose work within the framework of the program “Family. Women. Children”, cooperating with the women's council, the committee for social protection of the population.
Conducted in the libraries of the villages of Grishino, Novomonoshkino, Sredne-Krasilovo, Afonino, the survey "Book in your house: yesterday, today, tomorrow" (the questionnaire was developed by the N.K. Krupskaya AkDB) showed the following results:
Most of the questionnaires were filled out by mothers (15 people), only 2 grandmothers took part in the survey and not one father. Consequently, women visit the library more often, and the activities of librarians to attract fathers to the library are not developed.
The average age of children of parents who participated in the survey is 10-12 years old, the so-called "transitional" age, when the problem of "fathers and children" is most acute. And three mothers did not indicate the age of their child. This can be caused either by the inattention of parents, or the respondents did not quite responsibly approached filling out the questionnaire.
Respondents' children are registered in both rural (6 pers.) and school (10 pers.) libraries. This suggests that children need information and enjoy visiting libraries. Two mothers did not indicate whether their child was enrolled in libraries or not, which shows that parents do not pay enough attention to the interests of their children.
The average age of parents when they started reading was 7 years. It follows that they were introduced to the book at school, after they learned to read. This is the merit of their teacher.
The average age of children when they started reading is 6 years. Moreover, girls are 5-6 years old, and boys are 6-7 years old. From this we can conclude that girls at an earlier age tend to learn about the world around them and that parents have been working with children since preschool age and preparing them for school. Only two respondents do not know at what age they and their children started reading, which also indicates the lack of attention of parents to the development of the child.
To the question “Which book aroused your interest in reading?” parents called fairy tales (4 people), the textbook "Native speech", "The Tale of the Fisherman and the Fish" by A. S. Pushkin, "Dreamers" by N. Nosov, "Chuk and Huck" by A. Gaidar, "Scarlet Sails" by A. Green. and etc.
To the question “Which book aroused interest in reading in your child?”, The answers were as follows: “Primer” (3 people), fairy tales (6 people), textbook “Native speech” (4 people). In this regard, it can be assumed that parents awakened children's interest in reading with the same books that left positive emotions in them from childhood. Two respondents were unable to answer these questions, one answered "I don't remember".
The most popular books in the childhood of parents were "Timur and his team" by A. Gaidar (3 people), "Dinka" by V. Oseev, "Scarlet Sails" by A. Green, "White Bim Black Ear" by G. Troepolsky, "The Fourth Height » Ilyin, “The Tale of the Fisherman and the Fish” by A. S. Pushkin. Books named by parents are devoted to the theme of kindness, morality, diligence. Two people could not remember the popular books of their childhood.
To the question “Whose advice did you listen to when choosing books as a child?” the most popular was the answer “librarian” (9 people), the second place was the advice of friends (5 people), the advice of other people was listened to by 3 people. and one took books that were made into films. The first place given by the respondents to the librarian gives the right to speak about the professionalism of the librarian, who was for the respondents not an authoritarian keeper of books, but a benevolent “owner” of the book house, a friend, an assistant in choosing books, who introduced them to goodness and justice.
For their child, parents would like to order a book: educational; bright, colorful about animals; moral themes; about peer relationships, that is, books on the topic that they themselves read about and which is so relevant now. And only one mother named the specific name "Vasen Trubachev and his comrades."
14 respondents read their favorite books aloud with their children, one does not read, and one without fail, that is, all parents try to find common interests with their children through joint reading and discussion of books.
All respondents have books at home, many books for children and adults (7 people), mostly books for adults (2 people), mostly children's books (3 people), only encyclopedias (1 person), one person subscribes to children's magazines. Despite financial difficulties, parents try to allocate funds from the family budget for the purchase of books for children.
9 of the respondents are interested in what their child reads, "sometimes" - 1 person, not at all interested in reading a child - 1 person, the rest found it difficult to answer. These figures indicate the desire of parents to know what literature their child is reading, what he is interested in.
Most of the respondents consider reading a necessary part of life, 4 pers. consider reading a necessary part of learning, “reading is entertainment”, this opinion was expressed by 4 people. and 3 pers. considers this a way to obtain the necessary information. It is gratifying that none of the respondents considers reading to be a waste of time, although such an answer was proposed.
To the question “What 5 books would you take to a desert island?” the following answers were received: M. Mitchell "Gone with the Wind" (2 people); Dumas "The Count of Montecristo", "The Three Musketeers" (2 people); Guntekin "Singing Bird"; Mokkalots "Singing in the Blackthorn"; Cherkasov "Hop"; Egorov "You are salty, earth"; Sholokhov "Quiet Flows the Don"; G. Troepolsky "White Bim black ear"; London "White Fang", "Stories"; different (3 pers.). The presented works, different at first glance, are united by the fact that their subject matter is not much different from childhood books. These works are about morality, love, devotion, the harsh truth of life.
Analysis of the results of the survey showed that parents are trying to involve their children in family reading, with the exception of two, but they experience difficulties due to a lack of knowledge in pedagogy and psychology of the child, as well as ways to influence the reading of children. Therefore, librarians need to develop a program to work with both parents and children on family reading, using various forms and methods of library activities. In addition, it is necessary to coordinate the work with teachers, a psychologist and a school librarian.
With parents who show a passive interest in reading and hobbies of children, it is necessary to carry out purposeful work.

The main areas of work of rural libraries with the Committee for the Protection of the Population in the framework of the program "Library in Village Life"
Recently, mass libraries are increasingly perceived as social centers. This is due to the fact that most of the population feels insecure in the social sense, many live in conditions of not only material, but also moral, ideological, spiritual, cultural deficit. The task of humanizing library services becomes extremely relevant, especially when it comes to the use of the library by readers of a special category.
The interaction of the library with social institutions contributes to the expansion of functions. [23; p.30]
Libraries of the Zarinsky district work in close cooperation with the committee on social protection of the population of the administration of the Zarinsky district. The Social Protection Department of the Zarinsky District Administration was established in 1993. In 2001, the department was transformed into the administration's social protection committee. The committee consists of three departments:

  • department of subsidies;
  • department of allowances and other social payments;
  • department for social work with the population.

The Committee of the Administration of the Zarinsky District for Social Protection of the Population is a structural subdivision of the administration of the district, which, within its competence, implements the state policy in the field of protection of the population. It provides state support to low-income sections of the population of the region, the elderly and the disabled, the development of a system of social institutions and services, and the implementation of state policy in the field of social protection. The Committee carries out its activities in cooperation with the committees of the district administration and the district Council of People's Deputies, administrations of village councils, entrepreneurs, institutions and organizations, public associations, including non-state ones. [42; p.1]
The department for social protection of the population, in particular, Irina Vladimirovna Sirotkina, a specialist in working with families and children, is of the greatest interest for the cooperation of libraries, whose functions include:

  • coordinating the work and keeping records of families of social risk6 large, single-parent, guardian, having disabled children, asocial behavior of parents and children to assist them in obtaining material, medical, legal, psychological, pedagogical, social and household and other necessary assistance;
  • compiling a register of families with children of the district of the above categories, compiling a social passport for each family registered with the committee;
  • acting as an initiator and participating in the development of a network of centers for social assistance to families with children, in expanding the services provided to large families, single-parent families, guardianships, those with disabled children, minor families, single mothers, pregnant and lactating women;
  • provides interaction with other committees of the district administration, with public and non-governmental structures on problems with children;
  • is a member of the Commission on Juvenile Affairs, which meets twice a month.

Thanks to cooperation with the department for social protection of the population, libraries update the lists of families at social risk in their village, organize actions to support families in difficult situations, including the “Get the Children to School” campaign, implement social projects, organize educational recreation for children in vacation period.
Thus, in the future, the interaction of libraries with the committee for social protection of the administration of the Zarinsky district will expand, since the goals facing partners in social work are the same.

Cooperation of rural libraries with schools.
Libraries actively cooperate with schools. The importance of this direction can hardly be overestimated. The library is the foundation of culture. On this basis, the culture of both society as a whole and each person is based.
Many researchers argue that the book forms a spiritual, educational and socially valuable personality.
The attention of libraries to children and teenagers determines the future of the region, city, district.
For children and adolescents, the library is considered as a source of obtaining the knowledge necessary for education and mastering the profession, as a place for communication with peers, as an opportunity to receive from a benevolent librarian when solving life problems.
The work of the library should be closely related to the activities of the school. For several years, libraries have been working to help the educational process within the framework of the program “Library and School: Ways for Further Cooperation”.
Literature to help the school curriculum is separated into separate shelves and arranged by subject.
Information work is being carried out to help the school curriculum. For teachers, information lists of literature and reviews of new books “New Literature to Help Ped. process."
It makes it easier for the teacher to write essays, reports, etc. which children can write based on books from rural libraries, including books received under the Pushkin Library megaproject. Together with primary school teachers, teachers of literature, librarians organize events for the creativity of writers, within the framework of the Writers for Children program. With primary school children, librarians hold such events during Children's and Youth Book Week.
During Children's Book Week in 2005, librarians held 54 events attended by 595 children (in 2004 there were 57 events attended by 592 children).
During the book week, the following exhibitions were designed: “The World of I. Tokmakova” (Tyagun); "Fairytale Country" (Alambay); "Books-anniversaries: V. Suteev" Who said "Meow?" and S. Mikhalkov "Uncle Styopa" (Zhulanikha); "Creativity T. Alexandrova" (Smirnovo); "Children's Encyclopedias" (Srednekrasilovo); "Children are heroes of war" (Staroglushinka).
There were a lot of activities during Children's Book Week. For example, the game program "Merry meetings with the brownie Kuzey" (Shpagino station). Three meetings were held: at the first meeting, the guys got acquainted with the new inhabitant of the library, brownie Kuzya, a book about Kuzi's adventures and Kuzi's magic chest. A book selection about brownies was prepared for the children, the guys played the games “Five brownies”, “Glossary game”, “Warm-cold”, “Songs of Baba Yaga”. Kuzya gave the children the task to draw his brownie and come up with a story about him. Kuzya put all the drawings in his chest until the next meeting. At the second meeting, the guys told invented fairy tales and stories about brownies, Kuzya rewarded the most interesting stories with prizes. Then the children met Kuzi's friends (the head of the library Zhumadilova O. G. read out excerpts from the books of T. Alexandrova). At the third meeting, Kuzya thanked the guys for good drawings and interesting stories. The children did crosswords and puzzles. At the end of the event, brownie Kuzka arranged a tea party for new and true friends and advised him to read books about his adventures.
In the library of the village of Sosnovka, a conversation was held - a game based on the book by O. Wilde "The Star Boy". The children were very familiar with the content of the fairy tale, they gave assessments to its heroes. During the discussion of the fairy tale, the children were presented with dramatizations of two of its episodes: the first meeting of the boy with his mother and the last. The role of the boy was played by Mikushina Veronika, and the role of the beggar mother and the mother was played by the KFOR worker Ragozina Anastasia. Then a quiz was held, the winner of which was Nastya Kalabukhova.
In the week of the children's book, the Staroglushinsky Library organized a book exhibition "Interesting Books" based on the works of children's writers Uspensky, Nosov, Alexandrova, Usachev, Auster, Tolkien and others. The literary game "Keep your pocket wide" was held in the Shirokolugovskaya library. Children answered questions about works of art, literary heroes and received points. So, at the next methodological association of teachers of the Russian language and literature, the presentation of the first collection of poems by poets of the Zarinsky district, published by the central regional library together with the education committee "bow to you, dear side," took place. The poets E. Doronina, A. Anishin, G. Mokhnakov were invited to the presentation; their poems have been included in this collection.

And yet the problem of drug addiction in rural areas is less acute than the problem of alcoholism and smoking.

During 2005, about 200 people attended public events on the topic "Healthy Lifestyle" in the Gonoshikha Library. In the work on the topic "Promotion of a healthy lifestyle", librarians cooperate with health workers, inform them about new arrivals to the library, about interesting articles in periodicals, invite them, as specialists, to participate in public events. For example, librarians from the villages of Voskresenka, Komarskoye, Gonoshikha, together with health workers, conduct conversations “AIDS is death”, “Alcohol kills a person”, etc. At these conversations, health workers talk about the consequences of the disease, about its prevention, and the librarian reviews the literature on healthy lifestyles.
Psychologists say that three conditions will help keep a child from addiction: the child must see a positive example of an adult and a healthy relationship in front of him; must please himself; be self-confident, know that he is loved; must have a useful hobby. The transition to market relations in the sphere of labor and employment in the conditions of economic restructuring led to the emergence of a fundamentally new situation in social and labor relations. This situation turned out to be especially difficult and painful for young people, who, due to the specifics of their socio-psychological characteristics, are not sufficiently prepared for the modern realities of the labor market.
The conscious formation of material incentives for work is observed in 16-17 year old young people. This is due to the expansion of their material and spiritual needs, as well as the ongoing process of socialization. At the same age, there is an active search and choice of the type of future professional activity. The success of this choice depends on how widely a teenager can get acquainted with the world of professions and specialties, how realistic his ideas about his future work activity are. In relation to this group of young people, work on vocational guidance and counseling comes to the fore, and the result is the choice of a profession.
The employment service and the library perform the function of socialization of the individual, which is necessary for society, and one of its areas is professional orientation.
At the request of the employees of the Employment Center of the Zarinsky district, a card file of professions needed in the district was drawn up in the district library. Libraries of villages have the opportunity, working with this card index, to provide information to their readers about vacancies in the region.
Throughout the year, the district library holds information hours on periodicals called "Periodical Fair".
The activities of the libraries of the Zarinsky district are aimed primarily at young people to inform young people in choosing a profession.
In 2000, in the Gonoshikha rural library, a survey was conducted among the category of readers "Library in the assessments and views of readers." Questions were asked:
1. Do you like visiting the library?
2. What kind of library would you like to see?
3. On what topic would you like to receive information?
4. Are you willing to talk to the librarian?
5. Do you need a library in the countryside?
The survey revealed that teachers, parents, and high school students need information about modern professions, educational institutions of the region and Russia, where you can get a profession that is in demand in the village and the region.
In order to identify the interests and inclinations of her high school readers, the head of the library Usoltseva G. N. first of all conducted a survey “Who would you like to be?”, “Do you like ...”
Based on the results of the questionnaire, thematic shelves were designed, and then the permanent exhibition “The World and We Are in It”, consisting of sections: “Where to go to study”, “In the world of professions”, where the literature changed depending on the profession that was presented: “Teacher - sounds proud”, “Mechanic is the main profession in the countryside”, “Technology around us” and others.
This exhibition was an integral part of the author's program "Man in the World of Professions". [47; p.3]
In the course of the work on the program, the exhibition was complemented by selections of books from the unified fund of the Central Library Library, information leaflets issued by the methodological department and the service department of the central regional library in the series “Your roads, graduate”. A reference manual "Where to go to study" was purchased for the library fund. During 2000-2003, 180 readers worked with the exhibition, they were given 530 copies of printed publications.
Literature reviews were systematically conducted in sections of the exhibition: “For those who love to make”, “We sew”, “We cook very tasty”; conversations “These are not male - male professions”, “To those who choose the profession of a military man” and others.
Knowing the interests of readers helped in individual work. To help the hobbies of L. Dolgova and V. Truskov, draw up collections of literature on technology, sewing, knitting.
Kolotvinova Nastya, who would like to become a teacher, but her financial situation does not allow full-time education at a university, after a discussion with the director of the school, was offered a position as a pioneer leader. "Man in the World of Professions" - this is the name of one of the sections of the three-year program of the Komarsky rural library "The world and we are in it".
The exhibition “One hundred roads - one is yours” was arranged in the library with the section “Where to go to study”, “Professions needed by the village”, “Remembering forgotten professions”, “Professions of the 21st century”.
In individual work with readers for Mokhovaya O. and Ustinskaya K., individual plans for reading "Man in the natural world", "Man - a sign system" were drawn up.

This information covers only that part of the work of libraries that reflects work with large and low-income families, the organization of family leisure and educational leisure for children and adolescents.

An interesting moment in working with the family at the Golukha Library was also the organization of the exhibition “From Russia to Russia”. The Semeyushka club continued to work successfully in the Novomanoshkinskaya Library. Members of the club take an active part in the preparation of events held for the population. It was interesting that the club held: a meeting “My dad served in the army”, gatherings of “Mothers and Daughters”, festive programs dedicated to the Day of the Elderly and Mother's Day. 9 large families live in the village of Komarskoye, all of their members are library readers. The number of children in these families is 29. These families are constantly invited to mass events, individual work is carried out with them.

The methodological center of rural women's councils is the district women's council. It was formed in 2003. The goal envisaged by the members of the Women's Council is to promote the status and role of women in the life of society, to protect their rights and legitimate interests.
At the beginning of 2006, there were 11 rural women's councils in the district, which were organized in the villages of Komarskoye, Grishino, Verkh-Kamyshenka, Golukha, Alambay and others.
Women's councils take an active part in the events held by the library and KFOR; carry out joint rounds of dysfunctional and low-income families in order to check the living conditions of children in these families, try to solve pressing issues with the help of rural administrations and district services.
Librarians participate in the campaigns “Let's get the children to school”, “We will help a low-income family in any way we can”.
In Gonoshikha, for example, the women's council, headed by the librarian G. Usoltseva, and school students congratulate sick and lonely pensioners at home on holidays and anniversaries; plans and organizes children's vacations during the holidays, paying special attention to children from socially disadvantaged families.
In Novozyrianovo, the women's council helps the Molodushki club in preparing big holidays.

Grishino, the chairman of the women's council, librarian Rybolova T.P., attracts the rest of the members of the women's council to hold family holidays, visit families in a difficult social situation, as well as lonely elderly people, home front workers, and the disabled. 2.3. Organization of the work of libraries with the department of social protection of the population of the Zarinsky district for the prevention of neglect of minors.

Today, the world community has become a hostage to the political and economic ambitions of certain forces, increasingly becoming a victim without rights. Criminals ignore the laws and in these conditions the problem of protecting citizens has become of particular importance. Russia is also involved in these processes. Our television presents viewers with scenes of murders, robberies, various uninvestigated crimes on the screens, strengthening in the emerging minds of adolescents that criminal power is the path to a rich carefree life. And the term "deviant behavior" is becoming more and more negative.
Practice shows that it is possible to change the consciousness of adolescents with the help of a book, which means that it is in the power of libraries.
In this regard, the regional target program for 2003-2006 "Children of Altai" was adopted.
In the Zarinsky district, 132 teenagers are registered with juvenile affairs inspectors, 31 of them are library readers.
Libraries of the Zarinsky District CLS closely cooperate with specialists in juvenile affairs from the administration of the Zarinsky District, Shishigina T.A., whose functions include:

  • take part in work with the commission on juvenile affairs, interdepartmental operational headquarters to coordinate the activities of all structural units of local governments aimed at combating neglect and juvenile delinquency;
  • regularly conduct raids, visit families, participate in interdepartmental operations "Teenager", "Neglect";

  • establish preventive control over these families;

Also, librarians of the Zarinsk regional CLS closely cooperate with the traffic police propaganda inspector V. D. Bazhenov and the traffic police inspector O. A. Vesnina. Librarians invite them to events dedicated to the rights and obligations of children and adolescents.
In June 2005, Bazhenov V.D. spoke to librarians about the safety of children on the roads at the seminar "Safe Summer". Under the administrations of villages, local commissions for juvenile affairs are created, which include: the head of the village administration, the headmaster or head teacher, representatives from the women's council. But there are cases when members of the women's council take on the functions of the commission on juvenile affairs. They also include rural librarians. The Sosnovskaya rural library worked for two years under the author's program "Young Law Experts". 2.4 Libraries and rural administrations: experience of cooperation.
The rural library is the only information center for students, teachers, farm workers, pensioners and local authorities.
The functions of the rural library include the creation of a fund of documents of local governments and the organization of free access to them.
This is facilitated by the federal laws "On librarianship" dated November 29, 1994 and "On the mandatory copy of documents" dated November 29, 1994. In accordance with the laws, two copies of the local newspaper Znamya Ilyicha, resolutions, normative documents of the district Council of People's Deputies and the administration of the Zarinsky district are received in all libraries of the Zarinsky District Central Library Library.
Not all villages in the district have an agreement on the transfer of all published and "unpublished" documents approved by the heads of local administrations. This presents one of the challenges of providing complete information on local government issues.

The relationship between libraries and administrations of village councils will be strengthened or there will be a regression in cooperation - this is a question that worries all librarians.
Already at the present time, in connection with the implementation of reforms based on Federal Law No. 131 "On the general principles of organizing local self-government in the Russian Federation". There are a number of problems with the funding of libraries, with the involvement of librarians in activities not related to their direct functions.

The dynamics of the development of rural libraries in Russia in recent years has become positive, but there are also serious problems: insufficient acquisition, low level of material and technical base, the need for modernization. As a social institution, the library performs an important function of eliminating information inequality and cultural isolation of the inhabitants of the region.
The decision of the collegium of the Ministry of Culture of the Russian Federation, adopted in 2003, aims the rural libraries of the Zarinsk district to form and develop partnerships with interested organizations, regional authorities, which will contribute to their preservation and development.
The problems of bibliosocial work and the interaction of libraries with social work institutions are dealt with by such authors as R. A. Trofimova, M. A. Ermolaeva, E. A. Fokeeva, T. N. Khuramova. Despite this, there is no theoretically substantiated experience of cooperation between libraries and social work institutions, either in publications or in other sources. There are only a few publications in professional publications, which reveal the experience of interaction between libraries, applicable only on the territory of a particular region.
In the course of the study, the functions of libraries (information, educational, social, memorial and others), their tasks were determined: providing access to all types of municipal information, providing information to enterprises, associations, representatives of farms; assistance to users in literacy; promotion of systematic education and self-education of the villagers, first of all, the younger generation, as well as the experience of cooperation between the libraries of the Altai Territory and social work institutions: the Council of Veterans, the House of Children's Creativity (Zarinsk CLS), the Society of the Disabled (Rubtsovsk CLS), the cinema network ( Zonal CBS), with an art gallery (Mikhailovskaya CBS), with orphanages (Romanovskaya, Pankrushikhinskaya CBS).
A study conducted on the basis of the libraries of the Zarinsky district revealed as partners and allies:
The Committee for the Social Protection of the Population, in cooperation with which the libraries organize actions, educational recreation for children during the holidays.
Libraries of the Zarinsky district choose work within the framework of the program “Family. Women. Children”, cooperating with the Women's Council, the Committee for Social Protection of the Population and other institutions. Interaction with the women's council, whose members are village librarians, makes the work of family education more focused and interesting.
Libraries visit disadvantaged families in order to check the living conditions of children in these families, conduct social events, congratulate sick and lonely pensioners at home, organize educational recreation for children during the summer holidays, paying special attention to children from socially disadvantaged families, the work of clubs for interests, including children's.
Within the framework of this direction, in the libraries of the villages of Grishino, Novomonoshkino, Sredne-Krasilovo, Afonino, a survey of parents "Family Reading" was conducted. An analysis of its results showed that parents are trying to introduce their children to family reading, but they experience difficulties due to a lack of knowledge. Therefore, librarians need to develop a family reading program using various forms and methods of library activities, coordinating the work with teachers, a psychologist, etc., paying special attention to parents who show a passive interest in reading and children's hobbies.
Local self-government bodies, the problems of interaction between libraries and local authorities have become aggravated in connection with the enactment of Federal Law No. 131 “On the General Principles of Organizing Local Self-Government in the Russian Federation”, but despite this, libraries find ways to cooperate with the heads of local administrations, organize meetings with deputies villages, streets, by the heads of the village administration, where the problems of the population, the prospects for their solution are discussed, the deputies report on their work, carry out individual informing of the heads of rural administrations, annually at sessions of deputies of village councils questions about the activities of libraries are considered.
Libraries have established cooperation with the department for social protection of the population on the prevention of neglect of minors, with the state inspection of road safety. In addition to individual work with children at risk, librarians conduct preventive discussions of delinquency with children and parents on the basis of a series of information leaflets produced by a child facilitator and an outreach inspector.
As part of the legal education of children in the library of the village of Sosnovka, Zarinsky district, a club "Young Law Experts" was organized in which children studied their rights and responsibility for any actions.
Extensive experience in the interaction between libraries and general education schools has been accumulated in the Zarinsky district CLS. All libraries work within the framework of the program "Libraries and Schools: Ways of Further Cooperation", they hold events to help the school curriculum, traditional salo joint holding of the Week of Children's and Youth Books, informing teachers about novelties to help conduct lessons. The head of the library in the village of Grishino, together with teachers of literature, biology and geography, conduct integrated lessons on the ecological path.
Libraries and midwifery centers for the prevention of a healthy lifestyle cooperate by organizing book and illustrative exhibitions, thematic shelves, organizing and holding campaigns in support of a healthy lifestyle, informing health workers about the latest in medical literature.
In order to assist the professional orientation of the population, libraries interact with the employment center of the district. They inform the population about vacancies in the district, organize and conduct mass and information events for the professional orientation of students. Libraries of the villages of Komarskoe and Gonoshikha have developed original programs to help career guidance for high school students "Man in the world of professions."
The hypotheses put forward during the study were justified, but not all. The interaction of libraries with social work institutions is carried out unilaterally. A study of collaboration between libraries and their partners has shown that libraries are the initiators of collaboration. Libraries' contacts with social work institutions are sporadic. As soon as the library suspends collaboration for any reason, the collaboration is terminated. But it is also noted that the partners of rural libraries, if necessary, try to resume cooperation, although only for a short period of time.
As prospects for the development of the topic, it is proposed: Conduct a survey of employees of social work institutions of the Zarinsky district in order to identify their information interests and needs, taking into account the results obtained, develop a program of cooperation between rural libraries of the Zarinsky district CLS with social work institutions.

The new educational strategy and objective prerequisites for the development of the information society require an awareness of the roleschool libraryas an important component of a high level of education. To be methodologist for library collectionsin the modern information space, in my opinion, this means combining the functionsmethodologist, manager, teacher, librarian, information worker, media education specialist.

This is the only way to ensure the main directions of work. Today, school libraries in our district play the role of information, methodological and cultural centers.

The library is, first of all, the world of communication with the book. As a rule, teenagers use the services of several libraries - children's and school. The main function of the school library remains the satisfaction of requests, primarily related to the educational process. Today, the importance of the problems of children's reading, familiarization with the book is increasing. The preservation of children's libraries, as well as other libraries that work with children, is the key to preserving the best traditions of children's reading.

The children's library, unlike the school library, does not provide, but expands and enriches the educational process, and one of the main tasks of the library should be to stimulate the "business", free reading of students, the relevance of which is increasing day by day.

The library at school is an absolutely amazing world in the educational life of a student, a world of discoveries, creativity without fear of making a mistake!

The school library is rather an island of peace and tranquility in the stormy sea of ​​academic life. The secret of the attractive power of the school library is that it creates an atmosphere of cordial trust, sincere friendliness and diverse creativity. The school library, like any children's library, will not survive as just a book lending center. It is designed to become, first of all, an aesthetic center where the reader's taste, the creative "I" of the child receive significant development.

The prompt and high-quality provision of information to students, teachers, educators and a number of other categories of readers is the most important and main task of any library. Well-known words of B. Okudzhava- “Let's join hands, friends, so as not to disappear one by one,” are still relevant today.

Despite the fact that each children's library has its own priority area of ​​work, they all strive to assist readers in studying both school programs and library and bibliographic knowledge. At the same time, children's libraries do not try to replace the functions of the school library, providing schoolchildren with educational literature, but are looking for their own ways of cooperation with readers, teachers, school librarians, expanding and deepening the reading of students within the framework of the school curriculum.

The cooperation of school librarians, teachers with libraries of the Centralized Library System of the Gorodetsky District is growing and strengthening.

Today, as before, the Gorodets CLS strives for the revival of cultural, historical, moral traditions in the region.

A promising model of interaction between libraries and educational institutions,In my opinion it should include the following elements:

  • Prerequisites for interaction: the unity of the territory, the external environment, the target audience;
  • Levels of interaction: municipal libraries - school libraries, municipal libraries - organizers of the educational process, school librarians - organizers of the educational process;
  • Forms of interaction: targeted programs, coordination, cooperation;
  • Directions of interaction: acquisition and use of the fund, information work, organization of events, publication of methodological and bibliographic manuals, organization of presentations, advanced training of employees, etc.

Of course, among the most important areas it is necessary to single out information assistance to students in the course of the educational process and in lifelong education; satisfaction of information requests of teachers related to their professional needs; satisfaction of readers' needs for bibliographic information.

The task of the modern library is not to lose the traditional cultural and educational activities of libraries in the turbulent process of entertainment events, not to lose touch with the book. The main goal of the children's library is to support the child in his spiritual realization. The reader is a child and a student-centered approach to his information needs are becoming the main guidelines in the work of libraries with children today.

Of course, the school librarian needs a professional environment of communication and continuing education in order to promote the development of library services. For this purpose, a methodological council of school librarians of the district was created in the district, which actively cooperates with the central children's library of the Gorodets centralized library system. A number of council meetings are held within the walls of the children's library, and CDL specialists provide informational and methodological assistance to librarians.

As a result of the joint activities of the library and the school, a system is constantly being formed that provides full information support to the teacher. So in the Central Children's Library of the Central Library of the Gorodetsky District, a methodological corner was created for teachers, leaders of children's reading, where methodological materials of NGODB, albums, folders with scenarios, developments of events, book exhibitions are presented.

Creative cooperation with teachers is at the heart of the work of children's libraries. These are, first of all, book exhibitions, exhibitions of new acquisitions, which are an integral part of various events: “To Help the Teacher”, “Book and School”. Many libraries send thematic lists of new arrivals to schools: “The World through the Eyes of an Artist” - for teachers of World Art Culture, “To Help a Literature Teacher”, etc. “The practice of some children's libraries began to include comprehensive information services: hours of information for teachers. From year to year, students learn the secrets of library science, go from simple to complex, gradually, as they master the material. Classes with first-graders are built in the form of a game, the guys guess riddles, getting a pass to the book "train" for the correct answers. Traveling on it, they get acquainted with cities, stations, thereby discovering a wonderful world - the world of the book. Stopping in the reading room and at the subscription, young readers get acquainted with the rules for using the library. Today, the formation of a student's information culture is a priority in both children's and school libraries.

It is the library that is today the center of bibliographic information for schoolchildren. Bibliographic game still remains one of the most popular forms of work with children on the formation of information culture in our region. It is she who is close to child psychology, creates conditions for the development of creativity in children. And in the course of completing tasks, children acquire the necessary skills to independently search for the necessary information.

It should be noted that the quality of education also depends on the level of library and information support of the educational process.

Today, the functions of the teacher and the student in the educational process, the forms of their interaction are being reviewed. The main thing is not only the understanding and assimilation of educational material by the student, but the development for him of a new method of cognition and reflection, the ability to think.

And here, I think, it is libraries that provide students with ample opportunities for intellectual development, and in a general education institution, it is the school library that is a truly authorized representative of great literature.

The new standards are aimed at shaping the child's personality, developing the skills of independent activity and teamwork, and revealing his talents.

What is the distinguishing feature of the new Standard? First generation standards: form, give knowledge. Second generation standards: develop skills. The goal of such education is not only knowledge, but also the ability to set a goal and achieve it, independently acquire and apply knowledge, draw up a plan of one's actions and independently evaluate their consequences. The key setting of the Standard is the educational independence of schoolchildren.

In the new educational standards, the result of learning is important: not a set of knowledge, but a set of skills necessary for lifelong learning. Incl. the ability to isolate the information need, to find, process and use information.

In addition, in the process of implementing new educational standards, a completely different approach to the information support of the educational process was formed:



· There is a demand for the texts of standards and their explanations (teachers, parents, specialists of additional education institutions, etc.);

· Access of all participants of the educational process to information and methodological funds was required;

· The requirements for information support have changed: presentation of different points of view, different sources of information on different media;

· The structure of the information request has changed (from a specific request in fact to a problematic request, a request for a methodology for organizing educational activities, etc.);

· There is a need to train students in information literacy skills.

If we compare some of the key points of the old and new standards, we can get an idea of ​​how it used to be and how it looks now.

A student's progress could only be known by looking at their current and final grades. Each student has his own personal portfolio, which reflects all his merits (diplomas, diplomas, grades, test results, etc.)
The role of the teacher in the educational process was reduced only to reading the educational material and checking how the student learned it. Now the teacher is a kind of mentor. He motivates schoolchildren to independently study the topic, corrects their actions, participates in the discussion and looks for ways to include everyone in the work.
Parents, as legal representatives of children, were not able to influence the content of school programs. The school has the right to independently form the school curriculum, based on an exemplary curriculum, while taking into account the wishes of the parents.
In the old standards there was no concept of "extracurricular activities". After school, most of the children were left to their own devices. The new standards set aside 10 hours a week for extracurricular activities. The school, students and their parents independently choose what the children will do in the allotted time.
The role of technology in the learning process was reduced to a minimum. Consolidation of the acquired knowledge in practice, using modern technology - computers, interactive whiteboards, video cameras, etc.
In the old school, practical assignments on a particular topic were limited to laboratory work. Students of the new school deepen their knowledge and practice their skills through individual learning projects.
In the old standards, the learning process was carried out by memorization or repetition, with minimal use of the game. The new GEFs use different forms of education. Learning through play is one of the main principles of the new elementary school.

Library and school: new aspects of cooperation

What do libraries have to do with the new educational standard? What is the role of the library in the implementation of new educational standards?

The promotion of books and reading is the main activity of every library, regardless of status. In modern society, this kind of activity requires more and more efforts and the use of non-standard forms and methods. New educational standards, which provide an opportunity for social partnership with all institutions of childhood, can contribute to solving this problem.

The new educational standards take library and school collaboration to a completely different level. The focus of the new standards on increasing the information competence of the student, on the ability to "study all his life", increasing the importance of reading and instilling skills and abilities for meaningful reading of the text, and much, much more requires the coordinated use of the material resources of libraries and schools, and the unification of intellectual resources.

As a rule, cooperation between the library and the school, before the introduction of new educational standards, was carried out by traditional methods:

organization of mass events on the basis of the library;

joint work in certain areas of activity;

organization and holding of competitions, festivals, thematic months;

collective and individual informing;

· implementation of joint projects.

With the introduction of new educational standards, this was clearly not enough, and libraries now have other goals and objectives. And within the framework of cooperation, new areas of interaction between the library and the school for the implementation of new generation standards were taken as a basis:

l Integration of students in the library and information space.

l Creation of an information base in the library on key issues of implementation of new educational standards.

l Development of self-education of library specialists in the issues of the modern educational system.

l Development of information literacy and formation of information culture of schoolchildren.

l Creation of conditions in the library for personal development through reading and information.

l Development of cooperation between the library and the school on a contractual basis .

The fundamental role of the library in the implementation of new generation standards is that reading is considered as a basic factor in obtaining, mastering and applying knowledge. The full implementation of the ideas of the new standard provides for the active work of libraries in the information and methodological support of the educational process. How? What does the library have to offer? First of all, their funds, catalogs. Then - the Internet and web directories. Next - electronic educational resources and the development of information literacy of students. This is ideal. But, not always and not all libraries have well-stocked funds. Also, not all libraries have electronic educational resources in their collections. Catalogs are also different. Thus, the following conclusion arises. If the library does not have the opportunity to be active in the full-scale information and methodological support of the educational process, then close attention should be paid to one of the aspects of this activity - the development of information literacy of students. That is, to occupy a certain niche and carry out activities to promote books and reading, based on their capabilities.

Any work is effective when it is carried out in the system. Therefore, it is necessary to strive to create a holistic system for introducing students to reading and developing information literacy, starting from a very early age. In this case, the standards of primary general education give the library a number of advantages in organizing work to promote books and reading.

As an example, let's take the Standard of Primary General Education in Literary Reading. Literary reading is one of the main subjects in the system of preparing a younger student. This is one of the important and responsible stages of a child's long journey into literature. The full introduction of the child to the book, the formation of his need for systematic reading in the future largely depends on the quality of education during this period.

The standard for literary reading sets itself various goals, including such as: the formation of the reader's outlook, the acquisition of experience in independent reading activity and the cultivation of interest in books and reading. All this, as we see, has something in common with the direct activities of children's libraries to promote books and reading. Simply put, in this case, the library and the school have the same goals and objectives.

The Literary Reading Standard contains several positions that are directly related to the activities of children's libraries. Let us quote some of them, embedded in such a concept as a “mandatory minimum of training”:

Understanding the content of a literary work: theme, main idea (idea), events, their sequence;

Distinguishing genres of works: small folklore genres, folk tale, literary tale, story, story, poem, fable;

illustration in the book and its role in understanding the work;

Ability to work with a book: distinguish between the type of book, use imprint (author, title, subtitle, etc.), table of contents, preface, afterword, annotation for self-selection and reading books.

In addition, the Standards lay down requirements for the level of preparation of those graduating from primary school. As a result of studying literary reading, the student, among other things, must:

know the elements of the book (cover, table of contents, title page, illustration, abstract);

distinguish between genres of fiction (literary fairy tale and folk tale, story, poem, fable, story);

have the skills to:

Independent reading of books;

Independent selection and determination of the content of the book by its elements;

Work with various sources of information (dictionaries, reference books, including electronic media).

Further, if we look at the textbook "Literary Reading" for elementary grades, we will see that there are sections in it, the study of which also requires the direct assistance of the library. These include the sections “The Greatest Miracle in the World” (Grades 2 and 3), “From Children's Magazines” (Grade 2), “Our Projects” (project topics “What the Library Can Tell About”, “The Most Interesting Headings from Children's Magazines ") and others.

The authors of the textbook "Literary Reading" made sure that the teacher had a tool to introduce children to reading. For example, a second grade textbook opens with the section "The Greatest Miracle in the World." The section contains an introductory article that talks about “book wonders”, a system of tasks is thought out that arouses the interest of the student in the library, two projects are presented on different topics “What the library can tell about” and “Why we are interested in going to the library”. Also, for the development of reader motives, an illustrative series was thought out, by which one can understand the history of the development of the book. But the theme of familiarization with reading and the development of reader motives does not end here. Special headings have been introduced into the textbook, which also increase reading motivation, for example: “How to be able to read well” (for those who can already read literary works) and “Colorful pages” (for those who are just learning to read). At the end of each part of the textbook, there is a “Recommended Reading” section, which presents colorfully designed covers of recommended books for reading on each topic studied.

Thus, the textbook creates favorable conditions for reading in extracurricular activities (preferably in the library) and at home, offers a holistic system for preparing the reader. In this system of preparing the reader, employees of children's libraries should also take an active part, whose functional duties include the direct supervision of the reading of young readers.

Of course, all the above knowledge, skills and abilities will be received by the junior schoolchild one way or another within the framework of the lesson program. But if we take into account that the curriculum provides for a certain number of hours for this (which is clearly not enough), then the library's help in the learning process is extremely necessary.

Of no small importance here is the fact that this knowledge comes from professional professionals who, by virtue of their profession, know everything about books and reading. At the same time, librarians provide not only theoretical knowledge, but also organize practical classes at the library, using the resources of their book fund. For example, in the process of studying the topic "Reference Literature", the library has the opportunity to demonstrate the whole variety of types of reference literature, helping students gain practical skills in working with literature of universal content.

All additional information that is not inconsistent with the school curriculum, which the library provides as part of the classes, is welcomed by school teachers. School teachers also see a big plus from cooperation with the library in the fact that the whole class participates in systematic classes, in contrast to hobby groups, visits to which are limited to the individual interests of the child.

Based on all of the above, the conclusion suggests itself: for the successful implementation of new educational standards, the school needs a library, and the library is ready to provide it with all kinds of help and support.

At the same time, cooperation is mutually beneficial for all participants in the process: the school uses information resources and services of a third-party organization, students additionally receive the necessary knowledge, and the library carries out its activities to promote books and reading.

Thus, we see that between the school and the library there is a mutual interest and prerequisites for the joint solution of the tasks set. But here the question arises, within what legal framework to organize cooperation. And we again turn to the Standards, which stipulate the implementation of extracurricular activities in educational institutions.

Extracurricular activities are an integral part of the educational process and one of the forms of organization of students' free time. Extracurricular activities of schoolchildren is a concept that unites all types of schoolchildren's activities (except educational), in which it is possible and expedient to solve the problems of their upbringing and socialization.

The purpose of extracurricular activities: the creation of conditions for the manifestation and development of their interests by the child on the basis of free choice, comprehension of spiritual and moral values ​​and cultural traditions.

According to the Standards, the implementation of extracurricular activities is carried out as follows:

· Based on normative approaches to the organization of activities for the upbringing and socialization of younger students, an educational institution and a teacher have the right to form a program of extracurricular activities themselves, use the methodological recommendations of standards developers, the experience of innovative teachers, and their own experience.

In the absence of an opportunity, an educational institution within the framework of the relevant state (municipal) assignments formed by the founder, uses the opportunities of educational institutions of additional education for children, organizations of culture and sports.

· A general education institution independently chooses the forms, means and methods of organizing extracurricular activities in accordance with its charter and with the Law of the Russian Federation "On Education".

· The time allotted for extracurricular activities should be up to 10 hours per week, up to 1350 hours for all 4 years of study.

The size of the groups depends on the form of organization and the composition of the participants in extracurricular activities.

In the requirements for the structure of the basic educational program of primary general education, it is determined that extracurricular activities are organized according to the following types, directions and forms of extracurricular activities.

There are several classifications of models for organizing extracurricular activities by a general educational institution:

At the same time, the legal basis for cooperation between the library and the school must comply with the provisions of the Standard, and must be documented in the framework of a social contract between parents and the school, and an agreement on cooperation between the school and another institution.

I had to prove in practice the necessity and importance of the library for the local community, since at first glance it seems that if the settlement has existed for such a long time without a library, then in the age of the Internet it can continue to live without it. From the point of view of the development of rural culture, the inclusion of libraries in the KDU implies close interaction of these institutions to best meet the needs of various categories of the rural population in cultural services, while the level and quality of library and cultural and leisure services of the KDU must meet the most modern requirements. There is nothing new in the cooperation of libraries with organizations and institutions related to the library in terms of goals and objectives of work, it is based on many years of practice. Traditionally, part of the activities of the CLS library was carried out jointly with cultural and leisure institutions. There were very different forms of such joint activities in the Prionezhsky district in general and in the village of Shuya in particular: literary and musical drawing rooms, interest clubs, literary holidays, book exhibitions and reviews, quizzes, etc. Another thing is that not everyone was successful in this joint activity. Once, so to speak, in the "one harness" of the library and the House of Culture can fully

2 to the extent to use each other's capabilities to improve the quality of existing and create new types of services needed by residents of settlements. Perhaps, two directions of interaction between libraries and recreation centers can be singled out: 1. Complementary activities, use of the benefits of coexistence. The library, located on the premises of the KDU, can use any mass event to attract new readers, to increase attendance. In a short period of time, I became convinced that the population is used to visiting the library before concerts, performances, holidays or after them. Children involved in circles and creative teams use the time before classes and even during breaks to look into the library. Members of the Council of Veterans, gathering for meetings, amateur artists of the theater group and members of the Shuya folk choir, gathering for rehearsals, come early to exchange books. On the other hand, the employees of the Palace of Culture got the opportunity to fully use the library's fund for their professional activities. If earlier not all employees had an idea about the possibilities of the library or simply did not visit it due to lack of time, today they seek help in the selection of literary texts and illustrative material. The main activities carried out in the library are of a library nature. But in our country they can complement and precede the activities of the Palace of Culture. For example, book exhibitions, exhibitions of children's drawings dedicated to the Day of the Elderly, Mother's Day, Victory Day, etc. We had a great time working together during the summer holidays. The school camp "Druzhba" worked closely with the Shuisky cultural center, cultural organizers and methodologists of the recreation center held entertainment events, and the task of the librarian was to organize patriotic education (exhibitions, viewings and multimedia conversations dedicated to the Day of Russia and the Day of the Republic of Karelia, promotion of fiction in the form of reviews-discussions within the framework of 257 child users visited the library events in June 2. Sociocultural norms of communication and interaction are changing, outdated models are being transformed or dying off, new models are being born. One of the new phenomena of Russian public life is social partnership, which has been recognized since the early 90s of the last century.

In the scientific literature and in practice, social partnership is characterized ambiguously. Some understand it as a specific type of social and labor relations between public authorities, the employer and the workforce. Others - in a broader sense: as a specific type of social relations between professional, social groups, layers, classes, their public associations, authorities and business. Still others - as an ideological basis for coordinating and protecting the interests of various social groups, strata, classes, their public associations, businesses and authorities.

Recently, cultural institutions have become more and more active participants and initiators of social partnership, which are able to have a tangible impact on the effectiveness of reforms in society, on the consolidation of the public to solve socially significant problems. Such experience of cultural institutions is reflected in publications on the pages of many publications, on the Internet. The dispersal of this information, the lack of practical and methodological recommendations indicated the need to issue this collection.

“Social partnership is a system of civilized social relations that ensures the harmonization and protection of the interests of employees, employers, entrepreneurs, various social groups, strata, their public associations, government bodies, local self-government on the basis of contracts, agreements, reaching consensus on the most important areas of social economic and political development.<…>

In addition, the practice includes the so-called non-profit partnership, implemented by non-profit organizations to achieve social, charitable, cultural, educational, scientific and managerial goals in meeting the non-material needs of citizens, their legitimate interests, as well as in the areas of protecting rights, resolving disputes and conflicts, providing legal assistance.<…>

The most important goals of social partnership are to harmonize and protect the interests of various social groups, strata and classes, to promote the solution of urgent economic, social and political problems, to deepen democracy, to form a social legal state, an open democratic civil society.<…>

The policy of social partnership is not limited to the sphere of economic or social and labor relations. Its implementation is connected with the participation in such a process of public associations representing the interests of various social groups, strata, government and local government bodies, the adoption and implementation of contracts and agreements, political decisions. Large groups of people, labor collectives, representatives of settlements and territories participate in the development and adoption of them. The experience of pre-revolutionary Russia shows that neither the state, nor the market, nor the family can overcome social conflicts alone. Only social partnership - the constructive interaction of various forces in the public arena - can provide people with equal opportunities for a decent life. The meaning of social partnership in Russia today is mutually beneficial interaction within the social triangle, which includes state structures, business structures, as well as trade unions and public organizations.

Interaction is necessary in order to jointly solve significant social problems, such as poverty, homelessness, orphanhood, rampant crime, environmental pollution. Representatives of each side of the triangle are differently aware of their own responsibility for these human misfortunes, have different opportunities and resources to help, and, finally, different ideas about the very nature of social problems. But, despite the differences and contradictions, cooperation is possible, and most importantly, it is necessary.

Social partnership is not only a redistribution of resources to solve social problems. The object of common responsibility is not only social problems in themselves, but also ways to solve them. These are civil actions that involve the initiative of the people, actions within the framework of civil society.

Social partnership is the path to an effective state based on social consolidation, expanding public support for the goals and actions of the authorities. The idea of ​​social partnership is close to and in demand by broad strata of the people. It proceeds from the need to unite the authorities with the people, to organize a socially just creative society, to unite the spiritual and the material.

The mechanism of social partnership, consolidating the state, entrepreneurs and people around the main goals, in principle, is as follows:

In relation to society, the state assumes conscious responsibility for social guarantees, receiving in return the legitimacy of power and public support;

In relation to entrepreneurs, the state provides guarantees of property rights, a favorable business climate, support for Russian business in the outside world, receiving support from national capital in return, strict observance of the norms and rules established by the state;

The balance between society and capital is based on the principle: socially responsible behavior of entrepreneurs in exchange for public support for their interests, goals and actions.

The success of social partnership is determined by many conditions. However, there are conditions without which it simply does not work. The most important participant in the triangle of social partnership is the institution of civil society: a set of voluntary public associations, trade unions, charitable and other organizations. Participation in voluntary associations is not only a matter of private interests, desires and opportunities for self-realization. This is a question of the relationship between the individual and the state. Using freedoms and rights, citizens simultaneously assume responsibility, certain obligations to protect their rights, incl. social. In order to vote responsibly, citizens must be informed about the most important issues facing society. Public associations are largely responsible for formulating and presenting these problems to the social partners (state and capital). By participating in their work, citizens take responsibility for their own (themselves and others) awareness, accept the obligation to be tolerant of other points of view. This is the phenomenon of effective civic behavior - the driving force of social partnership.

The participation of entrepreneurs in solving social problems today will be determined by the economic feasibility of such costs. The task of the state is to create legal and economic incentives for the development of this activity. The task of trade unions and public unions is to draw capital into the solution of pressing social problems and to inform the state about the state of cooperation.

The most important function of the state in Russia has always been to maintain balance and dialogue between different social strata and groups of the population. The main mistake of the past period of market reforms is the complete underestimation of the decisive role of national institutions in the management of the market economy and the social sphere.

“Often in the public mind, the very concept of social partnership is misinterpreted. Many understand this phenomenon as any interaction, whether it be intra-corporate cooperation or building partnerships with other organizations. As a result, the true meaning of social partnership is distorted, and concepts are replaced.

Historically, the slogan of social partnership arose as an antithesis to class conflicts and revolutions, as a way to resolve the contradictions between labor and capital. The crisis of the basic concepts of the state structure - socialism, the welfare state and modernization - required the search for new approaches. In the focus of social and political influence, citizens' initiatives appear, which unite in communities of non-profit organizations and social movements.

Today, the meaning of social partnership is to establish constructive interaction between the three forces in the public arena - government agencies, commercial enterprises and non-profit organizations (these forces are usually called the first, second and third sectors, respectively).

Social partnership is a social action based on a sense of human solidarity and shared responsibility for a problem. In the most general form, we can say that social partnership arises when representatives of the three sectors begin to work together, realizing that this is beneficial to each group and society as a whole.

The following key points of social partnership can be distinguished:

  • social problem;
  • partners' interests;
  • legal validity of the partnership;
  • capabilities and strengths of partners;
  • rules of interaction and mutual control;
  • the presence of an information field covering the processes of social partnership;
  • the presence of the project as a way of co-organization of the parties;
  • constancy and stability of the process of social partnership;
  • innovative ways of solving social problems.

The key point around which social partnership is formed is a social problem. But its identification and awareness by all is not enough for the emergence of social partnership - articulation of the interests of the parties is necessary:

  • the significance of the social problem for each of the parties;
  • establishing the interests of each of the possible partners;
  • joint formulation of goals and objectives of activities;
  • awareness of their role, status in society, assessment of their capabilities to solve the problem;
  • development of clear rules of action in the process of cooperation;
  • the awareness by the parties that the pooling of their forces and means has a cumulative effect.

It is necessary to distinguish between simple interaction or cooperation of efforts in solving momentary problems, most often regulated by directives from higher leadership, from social partnership based on equal, long-term and mutually beneficial cooperation of parties that share and seek to solve a social problem.

L. Olsen in his book Partnership For Social Welfare writes that “partnership is more than cooperation. It includes the development of a project culture accepted by partners as an environment for sharing tasks (responsibility). It includes the process of finding new solutions,<...>in which the partners involve each other. It contains contractual obligations and a quality improvement system that all partners must improve and develop.”

<…>Each sector in the social partnership system has its strengths and weaknesses. The strength of the state is its power levers, the strength of business is the ability to provide financial resources, the third sector is the initiator of innovative ideas. But the inability to share them creates a number of problems.

First, one of the most difficult tasks is finding a source of project funding. In most cases, social problems are solved only by means of budget subsidies, the volume of which practically does not depend on the real qualitative results of work, since the budget line for state organizations is always strictly limited. Moreover, Russia has not yet created a system to encourage charitable activities, which in Western countries is a serious source of funding. Grants from foreign charitable organizations and foundations are also insufficient for the broad development of social partnership.

Secondly, the problem of lack of human resources is important, more precisely, the lack of professionals capable of ensuring the effectiveness of the social partnership process. The initiative to implement certain projects most often comes from the third sector. And the lack of experience of its representatives in administrative activities, planning, and raising funds is an obstacle to strengthening the social effect of partnership. Enthusiasm must be based on professionalism, otherwise it will quickly fade.

The third problem is inability to innovate. Innovative methods and technologies of work initiated by public organizations or taken from the experience of other countries cannot always be introduced into the existing format of the social system. The situation is further aggravated by the fact that officials of various government bodies show hostility to changes, especially in their work with the third sector. Representatives of the latter are often perceived as "applicants" or "subordinates", or even as "rivals", but not as partners. It happens that rivalry or even envy flares up within one sector or organization, which leads to blocking further cooperation.

Sometimes the opposite situation arises, when a number of public figures believe that the state should resolve many issues on its own. This approach is explained by the general reasons for the underdevelopment of civil society institutions. Paternalism and social passivity have always been inherent in Russian society.

All parties must be aware that social partnership implies professionalism, high responsibility for the quality and completeness of the fulfillment of the obligations assumed. Only with such an attitude towards joint cooperation it is possible to overcome the existing problems and make the process of social partnership effective.

<…>each of the sectors in the social partnership system has its own strengths. In sum, they provide a powerful synergistic effect. In Western countries, it is achieved through a well-established mechanism for regulating partnerships, coordination of actions between subjects of influence.

In Russia, things are a bit different. In many cases, the commercial sector pursues only its own interests, while the state remains conservative in its views and more often acts as a deterrent to innovative projects. In such a situation, the third sector should become that creative, creative force capable of accumulating new ideas that meet the requirements of rapidly changing social conditions.<...>

Libraries occupy a special place in the system of social partnership. Being a social institution closely connected with the state, libraries, in essence, act as a form of organizing civil initiatives, becoming catalysts for the activity of various strata of society. Having experience in working with the population and information, libraries can become a key link in establishing relationships between the subjects of social partnership. Let us formulate a number of important tasks that libraries are called upon to solve:

  • providing information support to the state, commercial organizations and NGOs;
  • carrying out information and educational work with the population;
  • regulation of the legislative process by expressing the interests of society;
  • organization of presentations, projects, seminars.

Libraries have a powerful potential for information and educational activities, which should be directed to the development of the information society in Russia. Its specificity lies in the fact that the key link in the focus of public influence is not the government, as it was before, but the institutions of civil society, the non-profit sector. The partnership process itself acquires a fruitful communication exchange between government, business and the third sector.

The well-known sociologist J. Habermas calls such a society a “society of discourses”: through discussions, conferences, policy seminars, economists, experts come to solutions that really satisfy all social strata and lead to the harmonization of relations between sectors. Public discussion is not developed in Russia. Libraries should become the initiator of a dialogue between all subjects of social partnership, involve politicians, business representatives and NGOs in solving social projects and do this on an ongoing basis.

Within the framework of social partnership, the activities of libraries are largely altruistic, and are aimed primarily at the social and cultural spheres. In the absence of a clear cultural strategy for the state, libraries must make their own decisions, independently form a cultural policy and fill the value vacuum that has formed in society.<…>

We noted that one of the criteria for the effectiveness of the social partnership process is professionalism. Librarians should become not only cultural workers, but also specialist managers involved in public relations and marketing strategies. Libraries need to create special self-sufficient sectors, funds, whose activities should be aimed exclusively at developing cooperation, searching for possible partners, and solving problems of developing social partnership.

By fulfilling the tasks listed above, libraries can become the main channel through which an increasing number of different segments of the population will be included in the process of cooperation. Libraries can consolidate the public on socially significant issues, which is an important factor in the development of social partnership and the formation of civil society.

Social partnership is a system of civilized public relations aimed at harmonizing and protecting the interests of representatives of various social groups, strata, classes, public associations, state authorities and local governments, commercial and non-profit structures, public institutions, which include libraries. It develops on the basis of normative treaties and agreements, reaching consensus on the most important areas of socio-economic and political development of society.<…>
From a legal point of view, social partnership is the coordination of actions of all parties on a certain legislative platform, reflecting its essence, content and regulatory instruments. Legal provision of social partnership in libraries is in the process of formation. Let's consider its characteristic features.

1. Development of federal legislation, both general and sectoral, which outlined the legal field for social partnership in the library.

The Constitution of the Russian Federation proclaims the principles of social partnership, defines the main areas of cooperation in the field of culture, education and information (Art. 29, 43, 44), labor relations (Art. 7, 37, 72), social development and social protection (Art. 7, 39, 40, 71, 72), health and environmental protection (Art. 41,42,114).

The Labor Code of the Russian Federation contains Section II "Social partnership in the sphere of labor" (Articles 23-55). In it, social partnership is considered as a system of relationships between employees (representatives of employees), employers (representatives of employers), state authorities and local governments, aimed at ensuring the coordination of the interests of employees and employers on the regulation of labor relations and other economic relations directly related to them.

In this regard, there is a rethinking of the significance of local regulations, regulatory contracts and agreements in regulating various legal relations in the activities of libraries, their role and importance for the functioning of the library, maintaining it in a state conducive to the implementation of basic socio-economic and cultural functions.<…>

The process of legal regulation of the social partnership of libraries on the basis of local normative acts and normative agreements is of a complex, interdisciplinary nature.<…>

Local regulations are regulations of a general nature and permanent action, designed for repeated use, adopted at the level of a particular institution or organization<…>containing rules of law aimed at regulating certain social relations.

Local regulations - one of the types of corporate documents, acts of internal management ... [institution].<…>The effect of a local normative act is determined by the territory covered by the authority of the body that issued it, in this case, the local territory of the library or library system. At the same time, local regulations are an integral part of regulations containing the norms of civil, information, library and other legislation.

They are adopted in order to specify the rules established by legal acts of higher levels, for example, regulations, orders, instructions of the Ministry of Culture of the Russian Federation, the Ministry of Finance of the Russian Federation and other ministries and departments, decisions and resolutions of local government bodies or local government bodies in relation to the conditions of activity of a particular libraries. Each library creates local regulations based on federal laws, laws of the subjects of the Russian Federation, by-laws of ministries and departments.<…>

Local normative acts, normative contracts and agreements play an exceptionally important role as instruments of legal regulation of social partnership of libraries. They contribute to the organization and management, create conditions for the rationalization of legal activities and optimization of the process of legal regulation of library legal relations.

<…>Examples include normative treaties and agreements regulating legal relations in the socio-cultural and educational spheres, concerning, to one degree or another, the development of cooperation and partnership of libraries.

So, for example, the regional (regional) agreement between the administration of the Altai Territory, the regional association of employers and the regional council of trade unions contains the section "Social and cultural sphere". In it, the administration of the region undertakes to implement the target program "Acquisition of library and museum collections, ensuring the security of museum collections" and "Computerization of libraries in the Altai Territory".

The agreement on public consent and social partnership in the Republic of Mordovia was signed by the head of the Republic of Mordovia, the chairman of the State Assembly, the chairman of the Government, the head of local government, the chairman of the federal trade unions of the republic, the heads of associations of industrial enterprises, the Council of Rectors of higher educational institutions, the Board of Directors of secondary educational institutions, heads of political parties, religious organizations, public associations, mass media. The agreement contains a special section 5 "Social and humanitarian sphere", where the participants undertake to contribute to the creation of the necessary conditions for the work of institutions of science, education and culture, including libraries.

Social partnership in the cultural sector on the territory of the Sverdlovsk region is implemented in the form of a tripartite agreement on interaction in solving the most pressing social and labor problems. The agreement includes a recommendatory clause for the administrations of cities and regions on the introduction of a coefficient of 1.2 to the wages of employees of libraries, clubs, and museums.

In Moscow, among the existing 19 city branch agreements, an agreement on social partnership was signed between the Committee on Culture of the Moscow Government and the Moscow City Committee of Trade Unions of Cultural Workers. It contains the obligations assumed by the Committee for Culture of the Moscow Government in relation to libraries. In particular, the need to finance from the city budget the protection of the premises of mass libraries, the work of mobile funds and IBA, the promotion of the preservation of the library fund, the inadmissibility of the seizure of production premises and areas of organizations and cultural institutions, including libraries. The rights of trade unions to develop and control the implementation of labor protection conditions are also fixed; all subordinate organizations are recommended to develop and coordinate with the trade union committees provisions on bonuses and allowances that regulate the procedure for the formation of the wage fund, including from extrabudgetary sources<…>».

Public library in social infrastructure

“Legal basis for partnership. New opportunities for cooperation between libraries and organizations and institutions of the social sphere are provided by the emerging legal framework. Libraries in their activities are not limited to applying the norms of only special "library" laws adopted at the federal or regional levels. The current situation of their development requires constant reference to the norms of related and general legislation. It is no coincidence that the Ministry of Culture of Russia at the end of 2002 took care of conducting an "inventory" of the regulatory framework in the field of culture and turned to federal library centers with a request to prepare proposals for making changes and additions to existing and developing "non-library" legislative acts in order to include issues of functioning and development of libraries and provision of library and information services to the population.

But even the correct reading by libraries of the existing "non-library" laws gives them the opportunity to use the norms contained in them more widely for their development. Let's take a look at some of these situations.

Situation 1. The general principles underlying Law No. 78-FZ and Federal Law No. 12-FZ of January 13, 1996 "On Education" (hereinafter - Law No. 12-FZ) allow the library to cooperate with the educational sphere.

The first of them defines librarianship, in particular, as a branch of educational activity, and the library as "an information, cultural, educational institution" (Article 1). The second - as one of the factors of economic and social progress of society, highlights the direction of development of the educational sphere, which should provide opportunities for self-determination and self-realization of the individual, strengthening and improving the rule of law. In accordance with this, the role of general education programs is emphasized in solving the problems of forming a general culture of the individual, adapting to life in society, creating the basis for a conscious choice and development of a profession (Article 9, paragraph 3).

By participating public libraries in informatization processes, scientific and methodological support is truly invaluable. They provide citizens of all ages and life orientations with access to information, obtaining knowledge, regardless of the level and form of education or education, including additional education and self-education.

The competence of local governments in the field of education contributes to "the use of state and municipal ... cultural objects ... in the interests of education" (Law No. 12-FZ, art. 31, p. 2/10).

Only on this basis, the library can rightly be classified as "institutions carrying out the educational process" (Article 12, paragraph 4/9) or more specifically - to municipal institutions of additional education, the main purpose of which is to develop the motivation of the personality of adults and children to knowledge and creativity, the implementation of additional educational programs and services in the interests of the individual, society, state. The library carries out its activities in this direction, relying on the norms of the same law (Article 32, paragraph 2/15).

The right to create flexible educational structures (center, palace, house, club, school, etc.) is provided, in particular, by the Model Regulation on educational institutions of additional education for children. Such structures have the right to independently develop a program of activities, taking into account the needs of children, the needs of families, educational institutions, children's and youth public associations and organizations, as well as the characteristics of socio-economic development and national and cultural traditions of the territory. Financing of the activities of such organizations should be carried out on a shared basis.

Situation 2. One of the tasks of almost any public library as a social and cultural institution is to provide assistance in obtaining information and organizing leisure activities for people in need of social rehabilitation. This kind of activity distinguishes the library as an independent element of the system of social services for the population, which can play the role of a connecting and coordinating link, combining a number of elements of the system (gerontological, rehabilitation and other similar centers, services, organizations).

This is facilitated by the norms of federal legal acts that bring together the interests, goals and objectives of the social sphere and libraries.

The organization of correspondence, mobile (non-stationary, service) forms of library services for the elderly or the disabled becomes the basis for classifying the library as an institution providing social services and for including it in the municipal system of social services (Federal Law of December 10, 1995 No. 195-FZ "On Fundamentals of Social Services for the Population in the Russian Federation", Article 4).

The library has a real opportunity to take advantage of the benefits that are provided for social service institutions (ibid., art. 22, paragraph 4).

Libraries can also receive significant material support on the basis of the provisions of Federal Law No. 181-FZ of November 24, 1995 "On the Social Protection of Disabled Persons in the Russian Federation." It makes significant additions, in particular, to the issues of construction of buildings and structures of municipal importance, which is directly related to library buildings and structures.

The interaction of libraries with organizations of social protection and social security creates the necessary conditions for the implementation of the norms of Law No. 12-FZ, which enshrines the rights of special user groups (Article 8).

As a result of cooperation in this direction, libraries have additional opportunities to attract funds, both from local budgets and funds allocated for the implementation of targeted social programs.”

Social partnership in cultural and leisure activities for the elderly

“One of the problems of the elderly is the lack of full-fledged communication even with peers, and even more so with younger people and children. Older people often have, in connection with this, feelings of emptiness and lack of demand. These psychological problems, in turn, turn into physiological ones, and various chronic diseases begin to progress.

One of the main goals of social work with the elderly is to involve the elderly themselves in the process of solving social problems. In Europe, interest groups for the elderly developed in the 19th century, and to this day remain one of the most popular forms of social work.

During the implementation of the projects of the Russian-European Foundation "Support and Development of Social Services for the Elderly in Kemerovo and the Kemerovo Region" and the administration of the city of Kemerovo "The Older Generation", various associations and clubs for the elderly and disabled began to be created and developed at the comprehensive centers of social services. Now in the system of social protection of the population of the city there are 57 clubs and associations of interest, which unite more than 570 people.

Not only social workers, but also specialists from various organizations, institutions and enterprises of the city take part in the work of the clubs. In general, 109 different organizations were permanent social partners of social protection institutions last year, including 18 public and educational institutions, 19 cultural institutions and 57 industrial enterprises and commercial firms that provide ongoing charitable assistance in the development of leisure activities for the elderly.

The main principle of cooperation between various organizations of the social sphere of the city in the interests of the elderly is the active exchange of information, resources and technologies, the organization of joint work with public organizations, cultural institutions, health care, the city employment center, with educational institutions, including preschool and additional.

The areas of work most demanded by older people have been formed: cultural and leisure; charity, fundraising, volunteering; informational and educational direction; socio-psychological consultation and training; physical culture and health. All these areas are closely interconnected. The work, as a rule, involves several institutions involved in solving the problems of older people.

The implementation of cultural and leisure activities for the elderly includes the organization of festive events dedicated to memorable dates; performances by creative teams of clubs for the elderly and disabled in schools, the Boarding House; concert ensembles of cultural institutions in complex social service centers, day care departments; holding city-wide festivals of amateur and artistic creativity, exhibitions of vegetable products, flowers; holding competitions for the best hostess; organization of conversations, loud readings, film lectures, literary and musical evenings. Recently, such an interesting form of work as "courtesy visits" has also appeared. A courtesy visit is a congratulation at home of immobile elderly and disabled people on anniversaries, birthdays. Such congratulations are jointly attended by social work specialists, employees of the Houses of Culture, participants in amateur performances and concert groups.

Libraries, children's music schools and children's art schools, creative teams of cultural institutions and clubs of veterans are actively cooperating in cultural and leisure activities. Exhibitions of works by young artists in institutions of social protection have become traditional, and at the celebration of the city's veteran activists on the Day of the Elderly, each veteran was presented with the best works of schoolchildren as a keepsake.

Students and schoolchildren actively participate in club work for the elderly and disabled, develop scenarios, conduct surveys and interviews within the framework of the "Theaters of Memories", meetings of the "Biography Pages". The city's two largest cinemas host weekly morning benefit screenings for the elderly; every month the theaters of the city carry out the same action. Elderly people willingly create self-help groups (they work in all districts of the city) and mutual support. Mini-clubs at the place of residence are becoming a particularly popular form of such activity.

Many elderly members of associations of interest visit the museums of the city with the pleasure of the collective, the botanical garden, with the help of social workers, organize trips to the museum-reserve "Tomsk Pisanitsa", to healing springs.

In the complex center of social services for the population of the Central District, a permanent lecture hall "University of the Third Age" was created. Specialists in the widest range of knowledge are involved in this work - from housekeeping and home gardening to folk traditions and the history of their native land. For older people who are interested in religious issues, collective visits to Orthodox churches are organized. The clergy are constantly involved in the work of the day care departments of the centres.

For those who are interested in issues of health and longevity, "Health Schools" operate at the city's medical and preventive institutions. One of the most actively developed areas in the work of clubs is social and psychological work among the elderly.
