The trade union of workers of the Russian Academy of Sciences (RAS) sent an appeal to the Ministry of Science and Higher Education (Ministry of Education and Science) with a request to solve a number of problems that, in the opinion of the trade union, interfere with the work of scientific institutes. We are talking about the absence of a unified regulation on wages, a unified form of employment contracts for scientists, as well as information on the amount of funding for scientific organizations for 2019, the chairman of the trade union of the Russian Academy of Sciences Viktor Kalinushkin told TASS on Friday.

"[To the head of the RF Ministry of Education and Science], a large letter has been sent on the current situation. No response has yet been received, but we hope that work on this letter will begin<...>The most important thing we are writing about is for the institutes to receive official information about the funds that are planned for them in 2019 and further in 2020-2021, "Kalinushkin said.

The trade union recalled that the funds received for the fulfillment of state assignments in most of the institutes that were previously subordinate to the Federal Agency for Scientific Organizations (FANO), and now transferred to the subordination of the Ministry of Education and Science, are the main, regularly received source of funding. Until 2017, their sizes were predictable. However, at the end of 2017 and 2018, the institutes received large amounts of additional funds to increase the salaries of employees (in order to fulfill the Decree of the President of the Russian Federation of May 7, 2012 No. 597 (Decree No. 597).

In 2018, in addition to the previously planned funding, that is, to about 58 billion rubles, the institutes should eventually receive about 24 billion rubles. However, the status of these funds changed several times during the year. These problems, according to representatives of the trade union, negatively affect the activities of institutions.

“The main thing that we want to draw the attention of the ministry is that as a result there have been imbalances (in the distribution of funding) - between regions and between the salaries of scientific and non-scientific employees in institutes,” Kalinushkin explained.

Uniform regulations on remuneration and employment contracts

In addition, as stated in the appeal of the trade union of the Russian Academy of Sciences, the "Approximate regulation on the remuneration of workers of state federal budgetary and autonomous institutions in the field of scientific research and development subordinated to the Federal Agency for Scientific Organizations of Russia" was previously in force, which facilitated the work of scientists.

However, in connection with the latest changes, including the merging into one legal entity of the institutes previously subordinate to the Russian Academies of Agricultural Sciences, Medical Sciences and the Russian Academy of Sciences proper, the problem of the availability of different salaries in these organizations has become aggravated. This situation leads to inconsistencies in the systems of remuneration established by different institutions, a decrease in the possibility of centralized control over the expenditure of funds.

"In the opinion of the Trade Union, there is a need to thoroughly study the entire range of issues and adopt recommendations as part of the approval of the new Model Regulations on remuneration of labor by the Ministry. We are confident that this will significantly facilitate similar work in institutions and eliminate most of the possible conflicts," the trade union said in a statement ...

Another problem that representatives of RAS employees are asking to solve is the development of the content of labor contracts of employees that would meet the principles of an effective contract. Institutions, as in the case of salary regulations, are now starting to create their own documents.

“The unrestricted variety of employment contracts will lead, according to our assessment, to more conflicts than in the case of independent development and adoption of equally necessary new wage systems at the institution-wide level. In this case, the positive experience already accumulated in the institutions, in our opinion, is useful to use. The trade union believes that purposeful activity of the ministry is necessary to generalize such experience and develop common recommendations, "the appeal says.

According to Kalinushkin, members of the Trade Union are ready to cooperate with the Ministry of Education and Science on all issues. "Now working groups (under the ministry) are beginning to form, which will deal with issues of the regulatory framework, effective contracts, approximate provisions on wages, and so on. This letter is aimed at encouraging them to form, and soon enough," he said.
