The forum "The system of distributed situational centers as the basis for the digital transformation of public administration", organized by St. Petersburg State University and the Federal Security Service of Russia, has opened in St. Petersburg. During the plenary sessions, scientists, representatives of government and business discuss modern opportunities for ensuring information security and the role of situational centers in government management.

The system of distributed situational centers (SDSC) is a unique complex of communication means, a kind of "flight control center" that allows you to monitor everything that happens not only in a particular region, department, university, but throughout the country.

Today in Russia there are more than a hundred such centers: they help managers of different levels, quickly receiving and analyzing information, to make the most effective decisions. Situational centers are actively opening in scientific institutions, and one of the pioneers in this area was St. Petersburg State University, where the first situational management methods began to be used several years ago.

Nikolay Kropachev also added that it is very important to develop common standards that will allow uniting situational centers of different levels, which means making the public administration system more efficient. Nikolay Ilyin, First Deputy Chief Designer of the SRCTs, also raised this problem during the plenary session. He noted that it is not enough just to collect information; it is important with the help of these centers to learn how to make forecasts and predict the consequences of management decisions.

“Today, situational centers mainly solve monitoring tasks, but it's time to look wider and start dealing with multifactor forecasting, strategic planning, current territorial and sectoral planning, project management,” said Nikolai Ilyin. - In order to form correct, informed and effective decisions, experts must be included in the process. I am sure that at the forum we will jointly work out specific directions for improving the work of the situational centers. "

Of course, in the work of the centers one cannot do without modern scientific and technological developments, which were also presented to the forum participants. The guests of the event were able to see the latest domestic satellite and reference systems, intelligent access control systems, services for data visualization and much more.

The developments presented at the exhibition were highly appreciated by the Vice-Governor of St. Petersburg Alexander Govorunov: “Humanity has entered the next phase of development - the digital era, and we must meet the requirements dictated by the new era. Today we have seen achievements in the field of communications, including St. Petersburg scientists, among whom there are many interesting solutions, and some have already been implemented. First Vice-Rector of the University Ilya Dementyev said that the unique distributed situational center of St. Petersburg State University has long outgrown the concept of a “room with monitors”. It was replaced by modern information and analytical systems that permeate the entire work of the university: the Blackboard digital platform for learning management, the SAP personnel accounting system, the Pure academic achievement accounting system, the Delo electronic document management system and a number of other products.

All this makes it possible to manage such a large and diversified organization as St. Petersburg State University, where more than 40,000 people study and work today.
