General Provisions
1. The Main Directorate of Architecture and Urban Planning of the Moscow Region (hereinafter - the Main Directorate) is the central executive body of state power of the Moscow Region of special competence, carrying out executive and administrative activities in the territory of the Moscow Region in the areas of architecture and certain areas of urban planning, implementing state policy in these areas ...
Goals and main tasks of the Main Directorate
10. The Main Directorate was created to implement the state policy of the Moscow region in the spheres of architecture and certain areas of urban planning activities in the territory of the Moscow region.
11. The main tasks of the Main Directorate are:
providing urban planning tools for the spatial development policy of the Moscow region and creating conditions for sustainable urban development, improving the quality of life of the population, economic growth in the Moscow region, for creating modern social, industrial, engineering and transport infrastructures;
the formation of a modern architectural appearance of the integrated development of cities, settlements and other settlements, the natural and landscape environment, including ensuring the preservation of cultural heritage in the interests of living and future generations;
creation of conditions for the effective functioning of organizations under the departmental subordination of the Main Directorate.
20. The Main Directorate, within the limits of its competence, participates in the prescribed manner in carrying out verification activities in relation to state civil servants of the Moscow Region who are undergoing the state civil service of the Moscow Region in the Main Directorate who are admitted to state secrets.
21. The Main Directorate implements measures provided for by law to restrict the rights of state civil servants of the Moscow Region who undergo the state civil service of the Moscow Region in the Main Directorate, and provides social guarantees to persons who have or had access to information constituting a state secret.
22. The Main Directorate, in accordance with the legislation of the Moscow Region, forms proposals for the volume, range and projected cost of purchased goods, works, services to support the activities of the Main Directorate, as well as for financial support of these purchases at the expense of the budget of the Moscow Region and extra-budgetary funds.
23. The Main Directorate, in accordance with the established procedure, in accordance with its competence, maintains a set (list) of regulatory legal acts and contracts and agreements concluded on behalf of the Moscow Region that provide for the emergence of expenditure obligations of the Moscow Region, indicating the amount of budgetary funds required for their implementation.
24. The Main Directorate, within the limits of its competence and in accordance with the legislation of the Russian Federation, places orders for the supply of goods, the performance of work, the provision of services to ensure the activities of the Main Directorate.
25. The orders of the Main Directorate for the Protection of Human and Civil Rights and Freedoms are subject to official publication in the newspaper "Daily News. Podmoskovye".
26. The Main Directorate may be renamed, reorganized or abolished in accordance with the legislation of the Russian Federation and the legislation of the Moscow Region.
In 1968 he entered the Moscow Architectural Institute.
In 1974, after graduation, A.R. Vorontsov was hired by the Research and Design Institute of the General Plan of Moscow.
Since 1976 he worked at the Moscow Research and Design Institute of Culture, Recreation, Sports and Healthcare Facilities. Here, as part of the team of authors, he designed the Olympic cycle track in Krylatskoye. 1985-1988 worked as an instructor in the department of construction and building materials of the Moscow City Committee of the CPSU, oversaw the development of a draft of a new General Plan for the Development and Reconstruction of Moscow for the period 1990-2010, a draft of a detailed planning of the center of the capital, a program for the preservation and restoration of historical and cultural monuments of Moscow "Architectural Heritage" ...
In 1989 he took part in the creation of the Joint Soviet-Polish design enterprise "Mosbudproekt", where he worked as the chief architect of the joint venture until 1992.
In 1992 Vorontsov together with architects Andreev P.Yu. and Biryukov N.Yu. the architectural studio "ABV Group" was created, where he worked as the general director until 1996.
1996 to 2002 Vorontsov worked as Deputy Chairman of the Moscow Committee for Architecture and Construction, head of the Main Architectural and Planning Department of Moscow. During this period, under his leadership, the following were created: the Center for visual landscape analysis and urban planning regulation, the system of the State Urban Cadastre, the methodology and system of land surveying, the system for the development and quality control of initial permits for all types of design and construction in Moscow " IRD-control ". Since 2002, he has headed the team of LLC Vorontsov Architectural Bureau.

Architect Vorontsov has been repeatedly awarded by the Moscow Government with Diplomas of laureate of competitions for the best reconstruction, restoration and construction of buildings in the historical center of Moscow.

General Provisions
1. The Main Directorate of Architecture and Urban Planning of the Moscow Region (hereinafter referred to as the Main Directorate) is the central executive body of state power of the Moscow Region of special competence, carrying out executive and administrative activities in the territory of the Moscow Region in the areas of improving the architectural and artistic appearance of cities, settlements and other settlements, architecture and individual areas of urban planning activities, implementing state policy in these areas.

2. The Main Directorate is guided in its activities The Constitution of the Russian Federation, federal constitutional laws, federal laws, legal acts of the President of the Russian Federation and the Government of the Russian Federation, The Charter of the Moscow Region, the laws of the Moscow region, acts of the Governor of the Moscow region and the Government of the Moscow region, international treaties of the Russian Federation and agreements of the Moscow region on the implementation of international and foreign economic relations, this Regulation, as well as other legal acts Decree of the Government of the Moscow Region of May 12, 2009 N 370/19.
3. The Main Directorate carries out its activities both directly and in cooperation with federal executive bodies, other central and territorial executive bodies of state power of the Moscow region, state bodies of the Moscow region and state institutions of the Moscow region formed to implement certain functions of state administration of the Moscow region (hereinafter referred to as state bodies of the Moscow region), local self-government bodies of municipalities of the Moscow region (hereinafter referred to as local self-government bodies), organizations regardless of the form of ownership and organizational and legal form.
4. The main department has the rights of a legal entity; has an independent balance sheet, personal accounts opened in accordance with the legislation, a seal with a reproduction of the coat of arms of the Moscow region and with its own name, other seals, stamps and forms necessary for the implementation of its activities; may, on its own behalf, acquire and exercise property, personal non-property rights and obligations.
5. Financing of the activities of the Main Directorate is carried out at the expense of funds provided in the budget of the Moscow Region.
6. The Main Directorate has the property necessary for the exercise of its powers, which is owned by the Moscow Region and assigned to the Main Directorate on the basis of operational management (clause as amended by Decree of the Government of the Moscow Region of May 12, 2009 N 370/19.

12. The Main Directorate exercises the following powers:

on approval of territorial planning documents of two or more constituent entities of the Russian Federation, territorial planning documents of the Moscow region and amendments to territorial planning documents of two or more constituent entities of the Russian Federation, territorial planning documents of the Moscow region;

on the joint preparation of draft documents for territorial planning by the Government of the Moscow Region, federal executive bodies, executive bodies of the constituent entities of the Russian Federation that have a common border with the Moscow Region, local government bodies;
on the approval of documentation on the planning of the territory for the placement of capital construction objects of regional significance, as well as documentation on the planning of the territory, prepared on the basis of territorial planning documents of two or more constituent entities of the Russian Federation, territorial planning documents of the Moscow region;

12.2. 12.10. Ensuring the preparation and approval of the urban planning assignment for the preparation of territorial planning documents, documentation for the planning of the territory;

12.17. Organization, in accordance with the legislation, of the development of architectural projects in relation to capital construction projects, located in accordance with the documentation for the planning of the territory approved by the Government of the Moscow Region;
12.18. Approval of architectural and planning assignments for the construction (reconstruction) of objects within the zones of the planned location of capital construction objects of regional significance, the construction of which is carried out at the expense of the budget of the Moscow region;
12.19. 14.7. Being, in accordance with the legislation of the Moscow Region, the main manager of funds from the budget of the Moscow Region, to act in court, arbitration court on behalf of the Moscow Region as a representative of the defendant in claims against the Moscow Region:
on compensation for harm caused to individuals and legal entities as a result of illegal actions (inaction) of the Main Directorate or its officials, including as a result of the issuance of acts of the Main Directorate that do not comply with the law or other regulatory legal act;
14.8. Apply in accordance with the established procedure to a court, an arbitration court in defense of public interests in cases stipulated by law;
14.9. Representatives of the Main Directorate may, in accordance with the established procedure, be members of the collegiums and commissions of other central executive bodies of state power of the Moscow Region, state bodies of the Moscow Region, as well as federal executive bodies, temporary creative teams.

Organization of activities of the Main Directorate

The Main Directorate implements measures provided for by law to restrict the rights of state civil servants of the Moscow Region who undergo the state civil service of the Moscow Region in the Main Directorate, and provides social guarantees to persons who have or had access to information constituting a state secret.
22. The Main Directorate, in accordance with the legislation of the Moscow Region, forms proposals for the volume, range and projected cost of purchased goods, works, services to support the activities of the Main Directorate, as well as for financial support of these purchases at the expense of the budget of the Moscow Region and extra-budgetary funds.
23. The Main Directorate, in accordance with the established procedure, in accordance with its competence, maintains a set (list) of regulatory legal acts and contracts and agreements concluded on behalf of the Moscow Region that provide for the emergence of expenditure obligations of the Moscow Region, indicating the amount of budgetary funds required for their implementation.
24. The Main Directorate, within the limits of its competence and in accordance with the legislation of the Russian Federation, places orders for the supply of goods, the performance of work, the provision of services to ensure the activities of the Main Directorate.
25. The orders of the Main Directorate for the Protection of Human and Civil Rights and Freedoms are subject to official publication in the newspaper "Daily News. Podmoskovye".
26. The Main Directorate may be renamed, reorganized or abolished in accordance with the legislation of the Russian Federation and the legislation of the Moscow Region.
