Another 63 million rubles were returned to the budget of the Moscow region in connection with the Kuznetsov case

MOSCOW, May 4 - RIA Novosti. More than 63 million rubles were transferred to the budget of the Moscow region by the company Mosobltrastinvest (MOITK), connected with the case of embezzlement of funds of the former Minister of Finance of the Moscow Region Alexei Kuznetsov, the press service of the Ministry of Moscow Region Administration reported.

"The bankrupt company Mosobltrastinvest, connected with the case of the theft of funds of ex-finance minister Alexei Kuznetsov, transferred 63.4 million rubles to the regional budget to pay off the debt to the government of the Moscow region," the message says.

Former minister Kuznetsov and his accomplices fraudulently "reduced" the regional budget by 40 billion rubles, the press service of the department indicates. On MOITK, whose guarantor was the regional government, loans were taken from banks and through a number of companies were taken offshore. Mosobltrastinvest owes a considerable amount to the regional budget. In 2010, when the ex-minister fled abroad, the company's debt amounted to more than 55 billion rubles, the press service explained.

In 2009, a bankruptcy procedure was launched against the company, thanks to which the Moscow Region was able to recover part of the stolen property and funds. As part of the bankruptcy case, MOITK received funds that were proportionally distributed among creditors, and 63.4 million rubles were received in the budget of the Moscow region, the press service said.

“The Ministry of Regional Property Management is actively working to return the stolen goods. From December 2009 to the present, as a result of the measures taken, funds and property totaling more than 9.7 billion rubles were returned to the budget of the Moscow Region. We intend to return all the property seized as a result of Kuznetsov's criminal activities and use it in the interests of the region and its residents, "said the Minister of Property Relations of the Moscow Region Andrei Averkiev, quoted by the press service.

A program for officials to simplify services for the provision of land plots will be developed in the Moscow region

The authorities of the Moscow region are developing a special program-guide for municipal officials on the provision of public services to the population on land plots. This program is designed to avoid human error and is planned to be launched in the summer of 2018. Andrey Averkiev, Minister of Property Relations of the Moscow Region, told reporters.

The total number of delays in appeals on land issues was reduced to 21%

RIAMO - 31 oct. The number of delays in complaints from residents regarding land issues was reduced in the Moscow region by almost 30% in 2017, the Minister of Property Relations of the Moscow Region Andrei Averkiev said on Tuesday.

“This year we managed to reduce the total period of service provision and the total number of delays to 21% (from 48% - ed.), But the main problem remains - there are municipalities where every second or third appeal of residents ends with a delay,” Averkiev said at the meeting regional government.

The Minister of Property Relations of the Moscow Region Andrei Averkiev told Business FM that aerial photography of the entire territory of the region was carried out back in 2014. And now the main task of officials is to remind the owners of unregistered houses about the need to register with the cadastre.

All suburban real estate in the Moscow region has already been photographed. The government of the Moscow region told Business FM how and for what summer residents will soon pay tax. Earlier, it was reported that aerial photography of objects will be carried out until May, after which the owners of unregistered capital buildings may be taxed triple. But here's what Business FM said Minister of Property Relations of the Moscow Region Andrey Averkiev.

There is a lot of information about what will be, what will not be, what summer residents should do, what they should not do, what flies over their dachas, what does not fly there, what should be registered, what should not be registered. Please, you have the floor: what is really going on?

Andrey Averkiev: I will try to give objective information about what is happening today in the Moscow region, what our colleagues in the municipalities are doing under our organizational leadership - the Ministry of Property Relations. Our main task is not fences, not baths, not greenhouses. We began this work in May-June 2016, when we saw that quite serious objects, namely houses, real houses with an area of several hundred square meters, sometimes even thousands of square meters, whole palaces are not registered in the cadastral register, the rights to them are not registered property, respectively, such objects do not fall into taxation. We calculated how much there could be in the region. Of course, this is a predicted figure, but it still amazed us. We went through several settlements, several villages and saw that about 30% of objects are not registered in the cadastral register, are not registered, and therefore are not subject to taxation. And by an elementary mathematical calculation, we came to the conclusion that in the area of such objects there can be about half a million. We understand that the system of registration of rights, the cadastral registration system is quite complicated in our legislation, but still this is not a reason not to register objects and, in fact, evade tax. Some of our residents, of course, are frightened by this complicated procedure, and someone, for sure, deliberately does not put their objects on the cadastral register and, in fact, evades taxation. And when we saw this, we set ourselves a simple task to identify such objects, and then we used the information resources that were created in the Moscow region. It is clear that no quadcopters fly.

They said that aerial photography was in progress.

Andrey Averkiev : Let me explain. Aerial photography of the entire territory of the Moscow region was carried out in 2014. It was a state order, a state purchase, when a professional organization flew around the entire Moscow region on an airplane with special cameras. This survey was stitched together and superimposed on a cartographic resource, that is, we received a map of the Moscow region, but not in the form of all known symbols, but in the form of a real photographic image. Moreover, this image is high-quality, highly detailed, and from this aerial photography you can see everything, including the car and some small forms. No one is flying over the area now, this aerial photo from 2014. This aerial photograph was superimposed on the data of the real estate cadastre, information was obtained from Rosreestr about registered rights, information from the tax service was received on which real estate objects tax is paid. And when we combined all these information sources, we saw that, indeed, a rather serious number of buildings, moreover, serious buildings, not fences and not wells, are actually absent in the cadastre and data of the tax inspection. We identified such objects, and right now the third stage is to identify the owners of such houses, and we understand, I repeat, it is important that aerial photography was performed in 2014, and today we have 2017, more than two years have passed. , and it is obvious that on the rounds that we carry out together with colleagues from municipalities, we see that these houses are actually used, people live in them, they are connected to electricity, pay for gas, the light is visible there, and we understand that really the houses are subject to taxation, these are operating, residential buildings. And there are about 500 thousand such objects, we predict, and their owners are the object of our search, and our task is to remind each of such owners that it is necessary to protect, including their ownership rights to the objects in which they live, to register them, and, accordingly, as a logical consequence, it is to become a property tax payer of individuals, like all other citizens of the country. This is the essence of our actions. It is clear that there may be other related objects on the land plots. We know there is a big house, a main house. A guest house can be built on the land plot, a garage for several cars with utility rooms, a bathhouse, baths, too, are not 5x6 log cabins, but there are quite serious objects in terms of area - these are all capital construction objects, these are all that are also subject to registration of rights and taxation. Therefore, our focus on these objects is capital objects, not fences.

When they wrote about everything, they referred to the government of the Moscow region, and, as everyone understood, it was about aerial photography, and they thought that now drones are flying in order to reveal all this.

Andrey Averkiev: Now you have received information from the primary source. I am directly responsible for this project, for identifying such objects, whose owners are evading taxation. Now you are getting really objective and reliable information from me.

Nobody flies now?

Andrey Averkiev: Of course not.

And the fact that a lot could have changed since 2014, have they built something else?

Andrey Averkiev: Could, but this is the next stage in our work. We go sequentially, in stages, that during this time new houses have appeared, we understand that construction is underway, dacha villages are growing, and someone does not register the rights to newly built objects, but I repeat, step by step, let's go sequentially, first, let's deal with those objects that were built before 2014.

But people, nevertheless, are worried. Because I understand your desire to take taxes from luxurious palaces, but summer residents are worried that their summer houses, any capital construction projects that are on the plots will fall under the taxes.

Andrey Averkiev: We are sane people, and it is clear why waste time and effort on those objects that, in principle, are not subject to taxation, such as gazebos. And another important point: many people forget about it and do not know, the fact is that in accordance with tax legislation, the Tax Code, objects with an area of less than 50 square meters are not subject to taxation at all. This is a tax deduction. Relatively speaking, you have a house of 100 square meters, the tax deduction is 50, 100 minus 50, and only an area equal to 50 square meters will be subject to property tax. If you have a house less than 50 square meters, some kind of garden house of 30 squares 5x6, then it is not subject to taxation.

Nevertheless, we are already being told stories that people - there is no law yet - and there are already some notifications from the tax authorities about such small buildings.

Andrey Averkiev : Being engaged in this work, it is clear that the logical conclusion, when we identified an unregistered house with the help of aerial photography, as a result of a detour on the ground, made sure that it exists, that it is residential, that they live there, it means that the next step is a notification from the district tax inspection to the owner of such a house, which, as a rule, we hand over against a receipt, stating that “dear resident of the Moscow region, we saw that you are the owner of such a building, that your building is not registered, that you do not pay tax as expected , would you be so kind as to do this and that. " This is with regard to the logical conclusion of this work. And then we hope that, as a rule, people respond, all the more, we help, give a clear algorithm of actions, simplify life, try to reduce labor costs, involve our subordinate enterprise - the Moscow Regional BTI - for registering such objects and provide all kinds of advisory assistance. We have many employees whose phone numbers are indicated in such notifications, respectively, calls are received from residents, and we advise on how to proceed. As for tax notifications that people already receive, but these notifications are received as usual. Here I do not exclude an error, because anyway, it must be admitted, there are some errors in the databases of the tax service and in the State Real Estate Cadastre. We have more than 8 million real estate objects on the territory of the region - these are apartments and rooms, and, unfortunately, there are mistakes that lead to even such ridiculous examples, although people who receive tax notifications are definitely not laughing, but we have come across this, it is clear that a certain number of times when, for example, the area of an apartment in a residential building is taken into account as the area of the entire residential building, and the tax service program automatically calculates the tax for a one-room apartment not for 40 square meters, relatively speaking, and for a few thousand square meters, and a citizen, the owner arrives a tax of several hundred thousand rubles. This is an obvious mistake. It is clear that it is correctable, it is a technical error, an error in the State Real Estate Cadastre. There is no need to be afraid, here we explain to people that you just need to either inform the Ministry of Property Relations by our mail, or through the Dobrodel portal you can declare such an error, and undoubtedly, out of court, we correct such errors. You don't need to be afraid, it's all within the margin of error.

Andrey Vladimirovich, this is a question asked by radio listeners. Here is a man on the site with a 4x4 meter house on wooden poles dug into the ground. People come to the Regpalata and ask if they need to register? They are told: if you want - register, if you want - not, but if you register, you will pay tax. What should they do?

Andrey Averkiev: It is really optional here. If you want to register such a house with an area of 16 square meters as a property, then you have the right to do so. But this object will not be subject to taxation, because there is a tax deduction of 50 square meters.

That is, neither a simple tax nor a triple tax will be levied on it?

Andrey Averkiev A: No tax will be charged on it. I would like to dwell in a little more detail on the next error that is being replicated. This is a triple tax. We are talking a little about something else, not about the triple tax on the house, about the property tax, because it is impossible to take any tax there, because this house is absent as an object of taxation. After all, the initiative is different, the initiative of the Federal Tax Service, the Ministry of Finance of the Russian Federation to make an increased land tax on a land plot. Because let’s imagine such an example: you are the owner of a land plot and have decided to build a country house on the plot. It is clear that if you were not the owner, then you would not build a house, because the risks are great, this is completely unauthorized construction, and you can lose money. But if you are the owner, then you understand that the house that you have built, you can seem to not register and not pay tax on it. This is the very situation that I just described in detail. And we are talking about the fact that since we cannot take property tax on an unregistered house, the logic is as follows: we identify such a house, we identify the owner of the land plot who built such a house, and we say: since you have not registered the house, the house tax you do not pay, be so kind as to pay with a certain multiplying factor, for example, three, land tax. We pay two taxes: land tax on a land plot, property tax on a house on a land plot. Therefore, this is exactly what we are talking about.
