On January 1, 2013, on the basis of the Federal Law of July 27, 2010 No. 210-FZ "On the organization of the provision of state and municipal services", the issue and maintenance of universal electronic cards of a citizen of the Russian Federation began.

This article will be devoted to the procedure for obtaining a card and the scope of its use.

General description of the universal electronic card

Universal electronic card (UEC) looks like a standard bank card with a chip. The chip contains the federal identification application and the banking application.

The identification application contains the following user data printed on the surface of the UEC card: citizen, gender, date of birth, sample signature, photograph, card number, compulsory medical insurance policy number, insurance certificate of compulsory pension insurance (see Fig. 1). Those. UEC combines an identity document, a policy of compulsory medical insurance, an insurance certificate of compulsory pension insurance. In addition, the universal electronic card can be used instead of the passport of a citizen of the Russian Federation "in a number of cases provided for by law", which in practice means that the card can be presented instead of a passport in almost all usual places.

Also, if the owner wishes and depending on the subject of the Russian Federation, other applications of the federal and regional scales, for example, a transport application, will be recorded on the card.

The card is issued on the basis of the national payment system PRO100, organized by Sberbank of the Russian Federation. Those. It will be possible to pay for goods and services in trade and service enterprises marked with PRO100 stickers. However, this payment system, unlike VISA, MasterCard, etc., does not allow transactions abroad.

Therefore, along with the PRO100 payment system, it will be possible to install an additional banking application of international payment systems (VISA, MasterCard, etc.) of Uralsib and Sberbank banks, with which it will be possible to make payments abroad. In the future, it is planned to expand the list of partner banks, which will be published on the official website of the UEC.

Contact and contactless use of a universal electronic card is allowed in ATMs and payment terminals (contactless), public transport (contactless), trade and service enterprises (contactless or contactless), on a single portal of public services (contactless) and in any other Internet services and portals that have received permission to use these cards from the authorized organization of the region.

The presence of a digital signature of the holder on the UEC will allow remote access to those services that were previously not available, as they required mandatory user identification, for example, when making real estate transactions.

How to receive

A universal electronic card can be obtained by any citizen of Russia without any age restrictions. For citizens under 14 years of age, an application for a UEC card is submitted and signed by their legal representative. In this case, it is not mandatory to place a photo on the UEC card.

At the same time, the legislation of the Russian Federation establishes restrictions on the use of the electronic banking application of the UEC card, which cannot be activated:

  • for children under the age of 14 - until the age of majority;
  • for children aged 14 to 18 years - without the consent of the legal representative.

The UEC can be obtained from 01/01/2013 on the basis of an application at one of the application acceptance points created by the Authorized Organization of the subject.

The procedure for obtaining a universal electronic card upon application (in 2013) consists of three main stages: submission of applications and documents to the point of issue → issue and delivery of the card to the point of issue → receipt of the card at the point of issue.

At the same time, if desired, you can refuse to issue the UEC by submitting an application for refusal to the federal authorized organization (FUO UEC). In this case, the card will be cancelled.

The issuance of a universal electronic card is free of charge.

In case of loss or the need to replace the UEC, you should also contact the authorized organization or directly to the point of receipt of applications with the appropriate application. A duplicate of the card will be issued in 1 month upon presentation of a passport of a citizen of the Russian Federation. The procedure for issuing a duplicate and the fee for issuing is determined by the subject of the Russian Federation.

Services provided by the card

It is planned that the universal electronic card will allow access to the services of such federal organizations and departments as: the Federal Tax Service, the Federal Migration Service of Russia, the Service for State Registration, Cadastre and Cartography, and the traffic police.

In addition, using the card, it will be possible to pay for commercial services (including utility services, tickets, communications, purchases in a store) as with a regular bank card.

UEC security

The card provides a higher level of protection against forgery compared to regular documents and bank cards:

  • the identification application itself does not contain personal data, but requests them from the servers of government agencies;
  • the card has both hardware and software protection tools built into it;
  • payment for goods and services requires the introduction of a PIN code;
  • significant transactions using the card can be additionally protected or limited by the citizen himself, through his personal account on the portal of the universal electronic card;
  • the card is visually protected at the level of a banknote, and the procedure for its issuance and circulation is centralized and is under the control of the state;
  • equipped with a special set of physical protection elements against counterfeiting (microprinting, micropattern, the introduction of security fibers and threads into the body of the card, security holograms, quill effect, guilloche elements, etc.).

The main advantage of the card is that it serves as a replacement for an insurance policy, pension certificate, taxpayer number, bank card. It turns out that the UEC combines these documents. It is very convenient to provide one card than many papers.

The card opens the possibility of using public services. This is very convenient, because everything can be ordered via the Internet and not spend a lot of time waiting in line. It is enough to be able to use your personal account correctly in order to order any service of interest.

The card can be used to pay for goods and services, including remote services. To use the payment options, you need to visit the bank, where you should write an application for opening an account. It will automatically be associated with the UEC.

Bank employees must provide up-to-date information about the payment system, as well as the rules for using the card. An agreement is issued for the design of the UEC. It will spell out the nuances of cooperation.

The disadvantage of plastic is that it can only be used within the country. The application works with the PRO100 payment system, so there may be barriers to using it abroad. This card has a validity period of 5 years, so it will have to be changed.

UEC functions

What it is? What are the functions of plastic? This is a universal card with an electronic signature that can replace a regular one. It can be attached remotely. The signature of the UEC is as legal as the usual one. This makes many procedures easier. For example, you can visit the website of the State Service (UEC is useful as an identity card). The map contains information about many documents:

The card can be provided in different organizations instead of a paper document. Some do not know the purpose of the UEC (what it is and what it is intended for are the main questions asked by citizens). The card is used more often to replace documents, rather than for payments.

But it is worth noting that the card can be used for payments. The limitation includes the PRO100 system. It will not work everywhere, but if the card is provided by Sberbank, then all ATMs accept it. In such cases, the card can serve as a second wallet in which you can store money, and if necessary, withdraw it from an ATM.

Card design

To apply for a UEC, you must visit the point of issue of these products, providing a passport and other documents, information about which is entered on the new card. UEC is considered a product of the future. Its use is relevant in various spheres of life, but today the system has not gained sufficient development. Getting a card is easy. Terms of use

  • Russia has not yet switched to electronic documents, so it is more convenient for organizations to provide paper versions.
  • It is not possible to make payments with the card everywhere, because not everywhere there is a PRO100 system.
  • The card is not accepted outside the country.

Cancellations can be made by January 1, 2017. After that, the card was made without fail. Many people are worried about why it is impossible to refuse the card after 2017. This is due to the fact that there is no information about this in the law.

With the receipt of a card, a person is provided with various public services. It can be given along with a passport and other documentation. If you refuse UEC, then it will not be possible to use many services. According to the forecasts of the migration service, new passports will soon be applied.

UEC is a great service. If it develops, it will become very convenient for citizens. I wish there were more features. It is likely that in the future cards will replace documents - everything will be in electronic form, which is much more convenient. But since 2017, the release of cards has been completed. Re-release is also not yet possible. Therefore, whether they will continue to operate or be banned will become clear over time.

January 16, 2017 UEC JSC announced the closure of the project for the issuance and issuance of universal electronic cards (UEC) from January 1, 2017. The corresponding decision was made at the federal level and enshrined in Federal Law No. 471-FZ of December 28, 2016 (Article 4).
The universal electronic card of a citizen of Russia is a plastic card of the established form, which combines an identity document, a compulsory medical insurance policy, an insurance certificate of compulsory pension insurance, and a debit bank card; it allows its owner to receive public services and make payments.

Since the beginning of 2013, every citizen of Russia will be issued a universal electronic card (UEC) free of charge, which is mentioned in the federal law "On the organization of the provision of state and municipal services" No. 210-FZ of July 27, 2010. The universal electronic card is, in its own way, the heir to long-standing regional projects in which the so-called social card of Russia is already participating. For many people, this convenient tool will facilitate the process of obtaining state and municipal services, pensions and social benefits. As a tool, the UEC is a "plastic" with individual information related to the owner printed on it: full name, gender, date and place of birth, personal account numbers in pension insurance and compulsory medical insurance policy. Information is placed both in electronic-numerical form, encrypted on the built-in microprocessor, and in alphanumeric form. An electronic information carrier (a chip and a magnetic strip, like bank cards) will help a citizen to certify his rights to receive certain services through special terminals, ATMs and other reading devices. For example, by inserting your UEC into a home PC reader and entering a security pin code, you can make an appointment at the mayor's office, a clinic, or apply for registration of real estate rights. Russian legislators assure that a universal electronic card of a citizen will replace several documents at once: an identity card, a pension certificate, a medical insurance policy. In addition, the unified social card of Russia will in the near future become an analogue of a student, student, travel ticket, a document for receiving social benefits, and even be able to replace a driver's license and an OSAGO policy. Since the universal electronic citizen card contains the necessary information for personal identification, it will eventually replace the passport. All these paper documents, including the passport, will not disappear at all, but will exist in parallel with a more convenient universal card. The universal electronic card of a citizen is intended not only for comfortable and quick access to information and receiving services from the executive branch. The card can be used to pay for these and other services, pay for goods, housing and communal services, travel, taxes, etc. Even a regular bank transfer is available with UEC. For these purposes, an electronic application will be connected to the card, which will make it possible to use a personal bank account. Many banking institutions will become partners of the Universal Electronic Card project. Article 26 of Law No. 210-FZ states: “The choice of a bank that provides services within the framework of an electronic banking application is carried out by a citizen from among the banks that have entered into an agreement with the federal authorized organization.” Since 2001, Muscovites have been using a similar electronic “Moskvich Social Card”. One of the leaders of the Universal Electronic Card project assures that with the introduction of the UEC, the need for the existence of such social plastic cards, which have long been operating in different regions of the Russian Federation, will disappear. All of them will be changed to a federal card of a single sample, to which already existing regional programs will be attached.

Article 22 of Law 210-FZ says: “A citizen of the Russian Federation can be a user of a universal electronic card, and also, in cases provided for by federal laws, a foreign citizen or a stateless person.” A UEC can be obtained by a person who has reached the age of 14, and for children under the age of 14, the card will be issued to parents or legal representatives. The issuance of universal electronic cards at the request of citizens will be carried out from 01.01.2013 until 31.12.2013 In this case, the reception point will take a photo of the owner and take a sample of his personal signature to be placed on the map. Since 2014, the release of the UEC will begin for everyone else who has not submitted an application in person. Any person can declare a refusal to issue a universal card to him. A citizen who has not received the UEC retains all rights to the state. services and social benefits using familiar paper documents. A prototype card has also been developed. There is another nuance associated with obtaining a card. Upon receipt of the UEC, almost all personal data of a person will be entered into it. Therefore, when deciding to receive a card, everyone decides for himself whether his rights to respect the security of his personal data during their processing will be respected, which is provided for by Article 19 of the Federal Law of the Russian Federation of July 27, 2006 N 152-FZ "On Personal Data" . If you think about the essence of the law, it turns out that the UEC should eventually become a mandatory card for the entire population of the country, but ... how can this be combined with the rights and interests of citizens who, for whatever reason, do not want to receive the UEC or are not sure about sufficient protection of their personal data. Thus, the law provides for the right of citizens to refuse to issue a universal card in their name, but the form of refusal is not regulated, but since 2014 it is planned to issue a card already without a personal application by a citizen. People express their disagreement with activity. I have not yet seen generalized statistics for the country on the receipt by citizens of the UEC in the public domain, and the data given for various regions is not impressive. Thus, the statistics given in January 2013 showed that:
  • In Russia, more than 400 UEC issuance points have been opened, of which 350 are in Sberbank branches.
  • At the end of January, more than 20 thousand applications for issuing cards were submitted in Russia, and the issuance of cards amounted to almost 10 thousand.
  • In 32 Russian regions, the number of applications submitted by citizens exceeds a hundred, and in 44 regions it does not even reach 100.
  • In Bashkiria (2.216 thousand applications were accepted, 1.496 thousand cards were issued).
  • In the Astrakhan region (1,639 thousand applications were accepted, 826 cards were issued).
  • In Tatarstan (1,591 applications accepted, 160 cards issued).
In Russian society, there is an active discussion on the issue of mandatory UEC. A draft federal law has even been submitted to the State Duma, providing for the issuance of the UEC exclusively at the request of citizens. The bill was initiated by the Moscow Regional Duma and State Duma deputies from United Russia. Today, the implementation of UEC is based on the following regulatory legal acts:

JSC "Universal Electronic Card" was opened in May 2010. This organization was supposed to create a universal banking product that performs four tasks at once: an identifier, a medical policy, pension insurance, and only then - a payment instrument.

For some reason, the project was not fully implemented, which is why Sberbank, already in 2013, relied on the development of PRO100 payment cards. At the same time, the head of the bank is not going to close the UEC project, hoping for its further development.

Pro100 card and Universal electronic card - what's the difference?

If we are talking about PRO100 as a payment system, then we mean that UEC is tied to PRO100.

If PRO100 is used in the context as a "payment card", then here it is necessary to determine some differences between UEC and PRO100:

  1. UEC is not just a calculation tool, its functionality is much wider than ordinary plastic.
  2. PRO100 in UEC is just one of the applications that provides calculations.
  3. The main difference is the presence of an electronic signature (EPS) in the universal card, thanks to which many issues that require notarization can be resolved.
  4. UEC, used only as a PRO100 debit or credit card, is not interesting due to the long wait for its release. If you just need plastic for payments, order a regular card from Sberbank or any other bank that supports the Russian payment system.
  5. As of January 1, 2015, PRO100 was issued in 17 banks of the country, while UEK was issued only in Sberbank.
  6. The appearance of the cards is also different. If PRO100 is practically no different from ordinary bank cards, then UEC has clear signs of an “identity card”.

According to Federal Law No. 210 of July 27, 2010, a “universal electronic card” is a key to accessing electronic services of state, municipal and commercial services. Its release is still free for all citizens of the Russian Federation.

How to get UEC

UEC is issued upon application from the age of 14. Under 14 years of age, a parent or guardian must apply.

  1. Contact a convenient application center. Service points (organizations accepting an application for issuance and issuing UEC) are listed on the official website of the program. Basically, these are branches of Sberbank of Russia.
  2. You must have an identity document with you. If there is, you must also take with you a health insurance policy, a certificate of compulsory pension insurance.
  3. The application is filled out either by the operator of Sberbank or by a citizen independently.
  4. After receiving the documents from the applicant, the employee must take a picture of you.
  5. Upon completion of all procedures, the citizen is given an application number in his hands, by which you can track the production of the UEC.

Here we will interrupt with the listing of points, since a long pause follows - the production time of the UEC can be delayed from 2 to 5-6 months. You can find out if the card is ready at service points.

After receiving the UEC with PIN codes in an envelope, the applicant submits a request for the production of an electronic signature key. Keep in mind that the signature is posted in "real time". In addition, the applicant has the right to immediately open a bank account and activate a special electronic application.

The card is issued free of charge. In the event of a marriage being detected, the replacement of the UEC is carried out at the expense of the organizations involved in servicing.

What gives UEC

The universal card gives its holder electronic access to services in the field of:

  1. medical care (for example, remote appointment with a doctor);
  2. social security (receiving a pension);
  3. taxation, payment of duties and fines;
  4. ordering and paying for state and municipal services (for example, registration and issuance of certificates);
  5. fare in public transport;
  6. Payment of utility services;
  7. making bank payments.

The material carrier of the card contains personal data of a citizen, including the number of an individual personal account in pension insurance, the number of a medical policy, an electronic signature, bank account information, etc. The card is valid for the entire territory of the Russian Federation, incl. to the Crimea and Sevastopol.

Mandatory applications in the UEC are:

  1. Federal identification (contains full name, gender, place and date of birth, etc.).
  2. Electronic banking, which can be used in a contact and contactless way. With this application, you can pay for public services, commercial goods and services, withdraw cash, replenish the balance

The software for using the universal card is downloaded from the link. To use the UEC on the Internet, they buy a card reader.

The card has "features" of use that the user will have to get used to. For example, it is not easy to pay for travel in public transport. First, you must replenish the transport card as part of the UEC via the Internet. Directly in transport with UEC, it will not be possible to write off the payment.

The Unified Universal Electronic Card (EUEC) looks like a "pilot project", on the basis of which it was decided to test the effect of new types of documents. They will replace:

  • all-Russian passport of a citizen;
  • pension certificate.

The card issued now is also an online wallet for storing personal savings, receiving salaries or social benefits, paying for public services (duties, taxes, rent, etc.).

With its help, today on the public services portal you can:

  • receive a certificate or statement;
  • control the child-school student (attendance, academic performance);
  • pay for transportation.

Attention! In each region, the list of options attached to the card may differ.

From January 1, 2017, the issuance of passports in the form of plastic cards will begin. They will also replace the main identifying documents of Russians - a paper identity card, a compulsory medical insurance policy, a pension certificate. It is planned that the passport card can be used as an electronic signature and as a key to a personal account on the public services portal to access popular sections.

The Ministry of Economic Development clarified that at first the new passport will definitely not have a banking application, that is, it will be impossible to make financial transactions with its help. At the moment, this is its main difference from the EUEC. What additional opportunities the passport card will provide has not yet been fully determined.

How and where to get?

Today, there are no problems with how to get a single electronic card of a Russian, for example, among Sberbank clients. You can order it before the end of the year at the nearest branch that issues universal cards (PRO100). Why only until December 31st? Because from January 1, the issuance of plastic identity cards will begin, which will operate in parallel with PRO100 for five years (this is the period for which a Sberbank card is issued).

At the moment, more than 650 thousand people have expressed their desire to receive a single card at Sberbank. In addition to Sberbank, where you can get a single electronic card for free upon application, specialized centers for receiving applications have been opened in each region. In the centers, universal “plastic” has also been issued free of charge since the beginning of 2013, while the applicant can attach a bank account to it at will by choosing one of the banks from the list provided (this option is automatically connected on a Sberbank card).

It is noted that permission to transfer personal information into electronic form is a voluntary matter, and those who do not want to do this can either not issue a payment identification card or write a refusal application for a new passport.

Acceptance of applications for the production of the current single card will end on December 31, 2016.

To apply for PRO100 you need:

  • passport of a citizen of the Russian Federation;
  • compulsory medical insurance policy;
  • pension certificate (if any).

On a note! The appearance of the plastic documents issued now does not differ, only UEC places its logo on the front side, and the bank also adds its own.

A single "plastic" can be blocked, like a regular bank account, by calling the hotline number indicated in the memo.

By order of the government, the issuance of universal cards through specialized centers is carried out by a specialized company "UEC". On its official resource, you can find detailed information about the products being introduced (http://www.uecard.ru/), print out an application, find the addresses of service points where applications are accepted and cards are issued. The same company will deal with the issuance of electronic passports and, I think, the scheme will remain the same.
