REGULATIONS ON THE MINISTRY OF EDUCATION AND SCIENCE OF THE RUSSIAN FEDERATION

I. General Provisions1. The Ministry of Education and Science of the Russian Federation (Ministry of Education and Science of the Russian Federation) is the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of education, scientific, scientific, technical and innovative activities, nanotechnology, development of federal centers of science and high technologies, state scientific centers and science cities, intellectual property (with the exception of legal regulation of issues related to control, supervision and provision of state services in the field of legal protection of inventions, utility models, industrial designs, programs for electronic computers, databases and topologies of integrated microcircuits, including those that are part of a unified technology, trademarks, service marks, appellations of origin), in the field of education, custody and guardianship of minors, social support and social protection of students in educational organizations, in the field of youth policy, as well as the functions of providing public services and managing state property in the field of education, upbringing, scientific, scientific and technical and innovative activities, including the activities of federal centers of science and high technologies, state scientific centers, unique scientific stands and installations, federal centers for collective use, leading scientific schools, a new generation national research computer network and information support for scientific, scientific, technical and innovative activities.
2. The Ministry of Education and Science of the Russian Federation shall coordinate and control the activities of the Federal Service for Supervision in Education and Science and the Federal Agency for Youth Affairs, which are under its jurisdiction.
3. The Ministry of Education and Science of the Russian Federation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as this Regulation.
4. The Ministry of Education and Science of the Russian Federation carries out its activities directly and through its subordinate organizations in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.
II. Credentials5. The Ministry of Education and Science of the Russian Federation exercises the following powers:
5.1. submits to the Government of the Russian Federation drafts of federal laws, normative legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents requiring a decision of the Government of the Russian Federation on issues related to the established sphere of competence of the Ministry and to the sphere of competence of the federal service and federal agencies for the activities of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation, as well as a draft work plan and forecast indicators of the Ministry's activities;
5.2. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation independently adopts the following normative legal acts:
5.2.1. lists of professions, specialties and areas of training, indicating the qualifications assigned for the relevant professions, specialties and areas of training, the procedure for forming these lists;
5.2.2. a list of professions of workers, positions of employees, for which vocational training is carried out, indicating the qualifications assigned for the relevant professions of workers, positions of employees;
5.2.3. on the correspondence of certain professions, specialties and areas of training indicated in the new lists of professions, specialties and areas of training, professions, specialties and areas of training indicated in the previous lists of professions, specialties and areas of training;
5.2.4. a list of professions, specialties and areas of training, the implementation of educational programs for which is not allowed using exclusively e-learning, distance learning technologies;
5.2.5. the procedure for the use by organizations carrying out educational activities, e-learning, distance educational technologies in the implementation of educational programs;
5.2.6. the procedure for organizing and carrying out educational activities for the corresponding educational programs of various levels and (or) focus or for the corresponding type of education;
5.2.7. the procedure for the development of exemplary basic educational programs, their examination and maintenance of the register of exemplary basic educational programs, features of the development, examination and inclusion in such a register of exemplary basic professional educational programs containing information constituting state secrets, and exemplary basic professional educational programs in the field of information security;
5.2.8. regulations on the practice of students mastering basic professional educational programs, and its types;
5.2.9. the procedure for the formation of a federal list of textbooks recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education, including the criteria and procedure for the examination of textbooks, the form of an expert opinion, as well as the grounds and procedure for excluding textbooks from the specified federal list;
5.2.10. the procedure for selecting organizations that issue textbooks that are allowed to be used in the implementation of state-accredited educational programs of primary general, basic general, secondary general education, and a list of such organizations;
5.2.11. model provisions on educational and methodological associations in the education system;
5.2.12. the procedure for the formation and functioning of innovative infrastructure in the education system (including the procedure for recognizing an organization as a federal innovation platform), a list of federal innovation platforms;
5.2.13. a list of indicators, criteria and frequency of assessing the effectiveness of the implementation of development programs for national research universities;
5.2.14. the procedure for the creation by professional educational organizations and educational organizations of higher education of departments and other structural units that provide practical training for students, on the basis of other organizations that carry out activities in the profile of the corresponding educational program;
5.2.15. performance indicators of the educational organization subject to self-examination, and the procedure for its conduct;
5.2.16. samples of student ID and grade book;
5.2.17. the procedure and grounds for granting students an academic leave;
5.2.18. cases and procedure for the transition of students from paid education to free education;
5.2.19. the procedure for transferring a student to another educational organization that implements an educational program of the appropriate level;
5.2.20. the procedure and conditions for transferring students in the event of termination of the activities of an organization carrying out educational activities, cancellation of the corresponding license, revocation of its state accreditation for the relevant educational program or expiration of the validity of state accreditation for the relevant educational program to other organizations carrying out educational activities for educational programs of the corresponding level and focus;
5.2.21. the procedure and conditions for the transfer of students in case of suspension of the license, suspension of state accreditation in full or in relation to individual levels of education, enlarged groups of professions, specialties and areas of training to other organizations carrying out educational activities on state-accredited basic educational programs of the corresponding level and focus ;
5.2.22. the procedure for assigning state academic scholarships and (or) state social scholarships to full-time students at the expense of budget allocations from the federal budget, as well as requirements for full-time students at the expense of federal budget allocations who are assigned a state academic scholarship;
5.2.23. the procedure for assigning state scholarships to postgraduate students, residents, assistant trainees studying full-time at the expense of budgetary allocations from the federal budget;
5.2.24. the procedure for the payment of scholarships to students of preparatory departments of federal state educational institutions of higher education who study at the expense of budgetary allocations from the federal budget;
5.2.25. the procedure for applying disciplinary measures to students and removing them from students;
5.2.26. the procedure for granting teachers a long leave of up to one year;
5.2.27. peculiarities of the working hours and rest hours of pedagogical workers of organizations carrying out educational activities;
5.2.28. the procedure for attestation of teaching staff of organizations engaged in educational activities (in agreement with the Ministry of Labor and Social Protection of the Russian Federation);
5.2.29. sample forms of contracts on education;
5.2.30. the procedure for admission to study in educational programs of each level of education (including the procedure for admission of foreign citizens and stateless persons, the maximum number of educational institutions of higher education in which an applicant for training in bachelor's programs or specialty programs has the right to apply simultaneously, and the number of specialties and areas of training in which he is entitled to participate in the competition);
5.2.31. features of the entrance examinations for persons with disabilities;
5.2.33. a list of entrance examinations for admission to training in basic professional educational programs of each level;
5.2.34. a list of additional entrance examinations for admission to training in educational programs of higher education;
5.2.35. forms of state final attestation;
5.2.36. the procedure for conducting state final certification for the relevant educational programs at various levels and in any form (including requirements for the use of teaching and upbringing tools, communication facilities during state final certification, requirements for persons involved in the state final certification, the procedure for submission and consideration appeals, changes and (or) cancellation of the results of the state final certification);
5.2.37. forms of state final certification for students on educational programs of secondary general education in special educational institutions of a closed type, as well as in institutions executing punishment in the form of imprisonment, for students receiving secondary general education as part of the development of educational programs of secondary vocational education, in including educational programs of secondary vocational education, integrated with the main educational programs of basic general and secondary general education, for students with disabilities or for students with disabilities and disabled children in educational programs of secondary general education;
5.2.38. the procedure for accrediting citizens as public observers;
5.2.39. samples of educational documents, documents on education and qualifications (with the exception of samples of diplomas confirming the completion of residency or internship assistants) and annexes thereto, a description of these documents and applications, the procedure for filling out, recording and issuing these documents and their duplicates;
5.2.40. a sample of a certificate of training and the procedure for issuing it to persons with disabilities (with various forms of mental retardation) who do not have basic general and secondary general education and studied according to adapted basic general educational programs;
5.2.41. federal state educational standards;
5.2.42. federal state educational standards for residency programs (in agreement with the Ministry of Health of the Russian Federation);
5.2.43. federal state educational standards for assistant-internship programs (in agreement with the Ministry of Culture of the Russian Federation);
5.2.44. federal state educational standards for educational programs of secondary vocational education and higher education in the field of training specialists for civil aviation personnel, crew members of ships in accordance with international requirements, as well as in the field of training railway transport workers directly related to train traffic and shunting work (on agreement with the Ministry of Transport of the Russian Federation);
5.2.45. the procedure for the formation of national teams of the Russian Federation to participate in international Olympiads in general subjects;
5.2.46. the procedure for selecting federal state educational institutions of higher education, at the preparatory departments of which training is carried out at the expense of budgetary allocations from the federal budget, and a list of these organizations;
5.2.47. the procedure for holding Olympiads for schoolchildren (including the establishment of the list and levels of Olympiads for schoolchildren, including the criteria for determining the levels of these Olympiads, samples of diplomas for winners and prize-winners of Olympiads for schoolchildren, the procedure for granting special rights to winners and prize-winners of Olympiads for schoolchildren when admitted to educational institutions of higher education for training programs undergraduate and specialist programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren);
5.2.48. the procedure and timing of the All-Russian Olympiad for schoolchildren, including the list of general education subjects in which it is held, the final results of its holding, samples of diplomas of the winners and prize-winners of the All-Russian Olympiad for schoolchildren;
5.2.49. the procedure for creating in educational institutions implementing educational programs of higher education, scientific organizations and other organizations carrying out scientific (research) activities, laboratories carrying out scientific (research) and (or) scientific and technical activities;
5.2.50. the procedure for the creation by educational organizations implementing educational programs of higher education, in scientific organizations and other organizations carrying out scientific (research) activities, departments carrying out educational activities;
5.2.51. the procedure for the development of additional professional programs containing information constituting state secrets, and additional professional programs in the field of information security (in agreement with the Federal Security Service of the Russian Federation and the Federal Service for Technical and Export Control);
5.2.52. the procedure for selecting foreign citizens for training within the quota established by the Government of the Russian Federation, as well as the requirements for them;
5.2.53. the procedure and criteria for the selection of federal state educational organizations, at the preparatory departments and preparatory faculties of which foreign citizens who enter within the quota established by the Government of the Russian Federation have the right to study, under additional general educational programs that ensure the preparation of foreign citizens for the development of professional educational programs in Russian for the account of budgetary allocations of the federal budget, and a list of the specified educational organizations;
5.2.54. the procedure for investigating and recording accidents with students during their stay in an organization carrying out educational activities (in agreement with the Ministry of Health of the Russian Federation);
5.2.55. requirements for the development of additional general education programs that ensure the preparation of foreign citizens for the development of professional educational programs in Russian;
5.2.56. features of the organization of educational activities for students with disabilities (together with the Ministry of Labor and Social Protection of the Russian Federation);
5.2.57. the procedure for organizing and carrying out educational activities in educational organizations with the special names "cadet school", "cadet (naval cadet) military corps" and "Cossack cadet corps";
5.2.58. the form of the license to carry out educational activities, the form of the appendix to the license and the technical requirements for these documents;
5.2.59. application forms for state accreditation and documents attached to it, as well as requirements for their filling and execution;
5.2.60. qualification requirements for experts, requirements for expert organizations, the procedure for attracting, selecting experts and expert organizations for the accreditation examination, the procedure for their accreditation (including the procedure for maintaining the register of experts and expert organizations);
5.2.61. forms of the certificate of state accreditation of educational activities and annexes thereto, as well as technical requirements for these documents;
5.2.62. a list of documents attached to the application for the recognition of foreign education and (or) foreign qualifications, the procedure and terms for the examination of foreign education and (or) foreign qualifications, as well as the form of the certificate of recognition of foreign education and (or) foreign qualifications and technical requirements for it ;
5.2.63. the procedure for carrying out the activities of school sports clubs and student sports clubs (including in the form of public associations) that are not legal entities;
5.2.64. on the procedure for filling the posts of scientific and pedagogical workers;
5.2.65. on the procedure for attestation of employees holding the positions of scientific and pedagogical workers;
5.2.66. the procedure and timing for attestation of candidates for the position of head and head of an educational organization subordinate to the Ministry;
5.2.67. regulations on the psychological, medical and pedagogical commission and the procedure for conducting a comprehensive psychological, medical and pedagogical examination of children (in agreement with the Ministry of Health of the Russian Federation);
5.2.68. the procedure for maintaining a state databank on children left without parental care, and exercising control over its formation and use;
5.2.69. on the legal basis for assessing the qualifications of specialists in a scientific organization and the criteria for this assessment;
5.2.70. on the legal basis for assessing the qualifications of scientific workers of a scientific organization and the criteria for this assessment;
5.2.71. about the duration of working hours (norms of hours of pedagogical work for the wage rate);
5.2.72. the procedure for the recognition of documents of foreign states on academic degrees and academic titles on the territory of the Russian Federation and the issuance of relevant certificates;
5.2.73. forms of certificates of recognition of documents of foreign states on academic degrees and academic titles on the territory of the Russian Federation, technical requirements for them;
5.2.74. normative legal acts on the issues of the established sphere of activity of the Ministry and the federal service and the federal agency subordinate to the Ministry, with the exception of issues the legal regulation of which in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation is carried out exclusively by federal constitutional laws, federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;
5.3. in accordance with the procedure established by the legislation of the Russian Federation, places orders and concludes government contracts, as well as other civil law contracts for the supply of goods, performance of work, provision of services to meet the needs of the Ministry, as well as to conduct research, development and technological work for other state needs in the established field of activity;
5.4. summarizes the practice of applying the legislation of the Russian Federation, analyzes the implementation of state policy and prepares proposals for improving the legislation of the Russian Federation in the established field of activity;
5.4.1. develops and implements measures to develop competition in product markets, including the implementation of relevant departmental target programs, in the established field of activity;

5.5. carries out:
5.5.1. in the manner and within the limits determined by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of federal bodies of state power in the scope of activity established by paragraph 1 of this Regulation, including property transferred by federal state organizations, federal state unitary enterprises and state-owned enterprises subordinate to the Ministry;
5.5.2. powers and functions of the founder in relation to subordinate organizations;
5.5.3. functions of the main manager and recipient of federal budget funds provided for the maintenance of the Ministry and implementation of the functions assigned to it;
5.5.4. functions of the state customer of federal target programs and projects in the established field of activity;
5.5.5. formation of instrumental, technological and informational base for the development of the nanoindustry;
5.5.6. monitoring of scientific, technical and production potential in the field of nanotechnology;
5.5.7. the establishment of quotas for targeted admission for higher education in the amount of the target figures for the admission of citizens to study established for the next year at the expense of budgetary allocations from the federal budget for each level of higher education, each specialty and each direction of training in relation to organizations, the functions and powers of the founder of which are performed by the Ministry;
5.5.8. establishment of organizations that are granted the right to maintain a register of exemplary basic educational programs;
5.5.9. organizational and technical support for the activities of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation;
5.5.10. issuance, in accordance with the established procedure, at the request of educational institutions of higher education, educational organizations of additional vocational education and scientific organizations of permits for the creation on their basis of councils for the defense of dissertations for the degree of candidate of science, for the degree of doctor of science, determination and change of the composition of these councils, determination of the lists of specialties for which these councils are granted the right to accept dissertations for defense;
5.5.11. recognition of documents of foreign states on academic degrees and academic titles on the territory of the Russian Federation, issuance of certificates of recognition of documents of foreign states on academic degrees and academic titles on the territory of the Russian Federation;
5.5.12. coordination, in accordance with its authority, of fundamental scientific research carried out at the expense of the federal budget;
5.5.13. coordination of activities in the field of education of federal state bodies, executive bodies of the constituent entities of the Russian Federation and other subjects of the education system;
5.5.14. organization of monitoring of the education system;
5.5.15. ensuring the implementation of monitoring in the education system at the federal level;
5.5.16. organizing the pedagogical examination of draft normative legal acts and normative legal acts concerning the issues of training and education;
5.6. organizes the reception of citizens, ensures the timely and complete consideration of oral and written applications of citizens, the adoption of decisions on them and the direction of responses within the time period established by the legislation of the Russian Federation;
5.7. ensures, within the limits of its competence, the protection of information constituting a state secret;
5.8. ensures the mobilization preparation of the Ministry, as well as control and coordination of the activities of the federal service and the federal agency under its jurisdiction for their mobilization preparation;
5.9. organizes and maintains civil defense in the Ministry;
5.10. organizes additional professional education for federal government civil servants of the Ministry;
5.11. interacts in accordance with the established procedure with public authorities of foreign states and international organizations in the established field of activity;
5.12. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents formed in the course of the Ministry's activities;
5.13. coordinates the appointment of the heads of the executive authorities of the constituent entity of the Russian Federation exercising the powers of the Russian Federation in the field of education, transferred for implementation to the state authorities of the constituent entities of the Russian Federation;
5.14. coordinates the creation and liquidation of branches of federal state educational institutions of higher education, in respect of which the Ministry does not exercise the functions and powers of the founder;
5.15. develops and implements measures to support small and medium-sized businesses aimed at their development, including the development and implementation of relevant departmental target programs in the established field of activity;
5.16. develops methodological materials on the issues of guardianship and guardianship in relation to minors;
5.17. submits to the Government of the Russian Federation, on the proposal of the federal executive body exercising the functions of control and supervision in the field of education, proposals for the withdrawal of the powers of the Russian Federation in the field of education, transferred for implementation by the state authorities of the constituent entities of the Russian Federation from the state authorities of the constituent entities of the Russian Federation;
5.18. develops training forecasts, training requirements based on the forecast of labor market needs;
5.19. issues permits to foreign and Russian applicants to conduct marine scientific research in the internal sea waters and the territorial sea of the Russian Federation, in its exclusive economic zone and on its continental shelf, in agreement with the federal executive authorities determined, respectively, by the President of the Russian Federation and the Government of the Russian Federation;
5.20. provides support to socially oriented non-profit organizations that carry out activities in the field of education and science in accordance with the constituent documents, forms and maintains a federal register of socially oriented non-profit organizations - recipients of such support;
5.21. carries out organizational and methodological support and coordination of activities for the prevention of neglect and juvenile delinquency, carried out by social institutions, clubs and other institutions under the jurisdiction of the Ministry;
5.22. creates, in cooperation with public organizations and movements representing the interests of young people, conditions for ensuring a healthy lifestyle, moral and patriotic education of young people, and the implementation of professional opportunities for young people;
5.23. provides assistance to children's and youth public associations, social institutions, foundations and other institutions and organizations whose activities are related to the implementation of measures to prevent child neglect and juvenile delinquency;
5.24. in accordance with the established procedure, on behalf of the Russian Federation, disposes of the rights to intellectual property objects and other scientific and technical results created at the expense of the federal budget at the request of the Ministry;
5.25. carries out an economic analysis of the activities of subordinate state unitary enterprises and approves the economic indicators of their activities, conducts inspections of financial and economic activities and the use of the property complex in subordinate organizations;
5.26. organizes congresses, conferences, olympiads, seminars, exhibitions and other events in the established field of activity;
5.27. performs other functions in the established area of activity, including the management of state property and the provision of public services, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation.
6. The Ministry of Education and Science of the Russian Federation, in order to exercise its powers in the established area of activity, has the right:
6.1. to request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Ministry;
6.2. involve, in the prescribed manner, for the study of issues related to the sphere of activity of the Ministry, scientific and other organizations, scientists and specialists;
6.3. create coordination, advisory and expert bodies (councils, commissions, groups, collegia), including interdepartmental bodies, in the established field of activity;
6.4. establish, in the prescribed manner, print media for the publication of regulatory legal acts in the established field of activity, official announcements, posting other materials on issues within the competence of the Ministry and subordinate to the federal service and federal agency;
6.5. give explanations to legal entities and individuals on issues related to the sphere of activity of the Ministry;
6.6. adopt normative legal acts on the implementation by the state authorities of the constituent entities of the Russian Federation of the delegated powers in the field of education, including administrative regulations for the provision of public services and the performance of state functions in the field of the delegated powers in the sphere of education, and also has the right to set target forecast indicators for the implementation by the constituent entities of the Russian Federation delegated powers in the field of education;
6.7. establish, in agreement with the Heraldic Council under the President of the Russian Federation, a heraldic sign - the emblem, flag and pennant of the federal service and federal agency under the jurisdiction of the Ministry;
6.8. establish personal scholarships, determine the size and conditions of their payment.
7. The Ministry of Education and Science of the Russian Federation in the established field of activity is not entitled to exercise control and supervision functions, except for cases established by federal laws, decrees of the President of the Russian Federation or decrees of the Government of the Russian Federation.
The restrictions on the powers of the Ministry established by the first paragraph of this clause do not apply to the powers of the Minister to resolve personnel issues and issues of organizing the activities of the Ministry and its structural divisions.
When implementing legal regulation in the established area of activity, the Ministry is not entitled to establish functions and powers of federal bodies of state power, bodies of state power of constituent entities of the Russian Federation, local self-government bodies that are not provided for by federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation restrictions on the exercise of the rights and freedoms of citizens, the rights of non-state commercial and non-commercial organizations, except for cases when the possibility of introducing such restrictions by acts of authorized federal executive bodies is directly provided for by the Constitution of the Russian Federation, federal constitutional laws, federal laws and issued on the basis of and in pursuance of the Constitution Of the Russian Federation, federal constitutional laws, federal laws by acts of the President of the Russian Federation and the Government of the Ro Russian Federation.
III. Organization of activities8. The Ministry of Education and Science of the Russian Federation is headed by a Minister appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.
The Minister bears personal responsibility for the implementation of the powers assigned to the Ministry of Education and Science of the Russian Federation and for the implementation of state policy in the established area of activity.
The Minister has deputies appointed and dismissed by the Government of the Russian Federation.
The number of Deputy Ministers is established by the Government of the Russian Federation.
9. The structural subdivisions of the Ministry of Education and Science of the Russian Federation are departments for the main directions of the Ministry's activities. Departments include departments.
10. Minister:
10.1. distributes duties between his deputies;
10.2. approves regulations on structural divisions of the Ministry;
10.3. appoints and dismisses employees of the Ministry in accordance with the established procedure;
10.4. decides, in accordance with the legislation of the Russian Federation on public service, issues related to the passage of the federal public service in the Ministry;
10.5. approves the structure and staffing of the central office of the Ministry within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the estimate of expenses for its maintenance within the limits of the appropriations approved for the corresponding period provided in the federal budget;
10.6. approves the annual work plan and performance indicators of the federal service and federal agency subordinate to the Ministry, as well as reports on their activities;
10.7. submits to the Government of the Russian Federation, upon the submission of the heads of the federal service and federal agency subordinate to the Ministry, draft regulations on the federal service and the federal agency, as well as proposals on the maximum number of employees of the federal service and the federal agency and the wage fund for their employees;
10.8. submits to the Government of the Russian Federation in accordance with the established procedure proposals on the creation, reorganization and liquidation of federal state organizations under the jurisdiction of the Ministry and subordinate to the Ministry of the federal service and the federal agency;
10.9. submits to the Government of the Russian Federation drafts of normative legal acts, other documents specified in subparagraph 5.1 of these Regulations;
10.10. gives the heads of the subordinate to the Ministry of the federal service and the federal agency binding instructions;
10.11. suspends, if necessary, decisions of the federal service and federal agency subordinate to the Ministry (their heads) or cancels these decisions, unless another procedure for their cancellation is established by federal laws;
10.12. appoints to office and dismisses from office, upon presentation of the heads of the subordinate to the Ministry of the Federal Service and the Federal Agency, the Deputy Heads of the Federal Service and the Federal Agency;
10.13. submits, in the prescribed manner, employees of the Ministry and subordinate to the Ministry of the federal service and the federal agency, other persons carrying out activities in the established field, for the assignment of honorary titles and awarding with state awards of the Russian Federation, the Certificate of Honor of the President of the Russian Federation, the Certificate of Honor of the Government of the Russian Federation, for encouragement in the form of announcing gratitude to them from the President of the Russian Federation and the Government of the Russian Federation;

10.15. establishes and assigns departmental awards and titles to employees of the education system;
10.16. issues orders of a normative nature, and on operational and other current issues of organizing the activities of the Ministry - orders of a non-normative nature.
11. Financing of expenses for the maintenance of the Ministry of Education and Science of the Russian Federation is carried out at the expense of funds provided in the federal budget.
12. The Ministry of Education and Science of the Russian Federation is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its own name, other seals, stamps and standard forms, accounts opened in accordance with the legislation of the Russian Federation.
The Ministry of Education and Science of the Russian Federation has the right to have a heraldic sign - an emblem, flag and pennant, established by the Ministry in agreement with the Heraldic Council under the President of the Russian Federation.
13. The location of the Ministry of Education and Science of the Russian Federation is Moscow.
The basics of its organization and activities, legal status and competence are established in the Regulations on the Ministry of Education and Science of the Russian Federation, approved by Decree of the Government of the Russian Federation of May 15, 2010 No. 337 .
The Ministry of Education and Science of Russia carries out activities directly, through the federal service, federal agency, federal state unitary enterprises and federal government institutions subordinate to it. It is in charge of numerous institutions of higher, secondary and additional vocational education, individual educational institutions, scientific institutions and federal state unitary enterprises. I. General Provisions
1. 2. The Ministry of Education and Science of the Russian Federation shall coordinate and control the activities of the Federal Service for Supervision in Education and Science and the Federal Agency for Youth Affairs, which are under its jurisdiction.
3. The Ministry of Education and Science of the Russian Federation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as this Regulation.
4. The Ministry of Education and Science of the Russian Federation carries out its activities directly and through its subordinate organizations in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.
II. Credentials
5. The Ministry of Education and Science of the Russian Federation exercises the following powers:
5.1. submits to the Government of the Russian Federation drafts of federal laws, normative legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents requiring a decision of the Government of the Russian Federation on issues related to the established sphere of competence of the Ministry and to the sphere of competence of the federal service and federal agencies for the activities of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation, as well as a draft work plan and forecast indicators of the Ministry's activities;

5.26.2. maintains a register of registration of notifications on the creation of budgetary scientific institutions and autonomous scientific institutions or educational organizations of higher education, which are budgetary institutions and autonomous institutions, economic societies and economic partnerships, the activities of which are in the practical application (implementation) of the results of intellectual activity (programs for electronic computers , databases, inventions, utility models, industrial designs, selection achievements, topologies of integrated circuits, production secrets (know-how), the exclusive rights to which belong to the founders (participants) (including jointly with other persons) of such business entities and participants such economic partnerships - to budgetary scientific institutions and autonomous scientific institutions or educational institutions of higher education, which are budgetary institutions and autonomous institutions;
6.1. to request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Ministry;
6.2. involve, in the prescribed manner, for the study of issues related to the sphere of activity of the Ministry, scientific and other organizations, scientists and specialists;
6.3. create coordination, advisory and expert bodies (councils, commissions, groups, collegia), including interdepartmental bodies, in the established field of activity;
6.4. establish, in the prescribed manner, mass media for the publication of regulatory legal acts in the established field of activity, official announcements, posting other materials on issues within the competence of the Ministry and subordinate to the federal service and federal agency;
6.5. give explanations to legal entities and individuals on issues related to the sphere of activity of the Ministry;
6.6. adopt normative legal acts on the implementation by the state authorities of the constituent entities of the Russian Federation of the delegated powers of the Russian Federation in the field of education and on the confirmation of documents on academic degrees and academic titles, including administrative regulations for the provision of public services and the performance of state functions in the field of delegated powers in the field education and administrative regulations for the provision of public services for the confirmation of documents on academic degrees and academic titles, as well as to set target forecast indicators for the implementation by the constituent entities of the Russian Federation of the delegated powers of the Russian Federation in the field of education and target forecast indicators for the implementation of the powers of the Russian Federation to confirm documents on academic degrees and scientists titles;
6.7. establish, in agreement with the Heraldic Council under the President of the Russian Federation, a heraldic sign - the emblem, flag and pennant of the federal service and federal agency under the jurisdiction of the Ministry;

7. The Ministry of Education and Science of the Russian Federation in the established field of activity is not entitled to exercise control and supervision functions, except for cases established by federal laws, decrees of the President of the Russian Federation or decrees of the Government of the Russian Federation.
The restrictions on the powers of the Ministry established by the first paragraph of this clause do not apply to the powers of the Minister to resolve personnel issues and issues of organizing the activities of the Ministry and its structural divisions.
When implementing legal regulation in the established area of activity, the Ministry is not entitled to establish functions and powers of federal bodies of state power, bodies of state power of constituent entities of the Russian Federation, local self-government bodies that are not provided for by federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation restrictions on the exercise of the rights and freedoms of citizens, the rights of non-state commercial and non-commercial organizations, except for cases when the possibility of introducing such restrictions by acts of authorized federal executive bodies is directly provided for by the Constitution of the Russian Federation, federal constitutional laws, federal laws and issued on the basis of and in pursuance of the Constitution Of the Russian Federation, federal constitutional laws, federal laws by acts of the President of the Russian Federation and the Government of the Ro Russian Federation.
III. Organization of activities
8. The Ministry of Education and Science of the Russian Federation is headed by a Minister appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.
The Minister bears personal responsibility for the implementation of the powers assigned to the Ministry of Education and Science of the Russian Federation and for the implementation of state policy in the established area of activity.

The number of Deputy Ministers is established by the Government of the Russian Federation.
9. The structural subdivisions of the Ministry of Education and Science of the Russian Federation are departments for the main directions of the Ministry's activities. Departments include departments.
10.6. approves the annual work plan and performance indicators of the federal service and federal agency subordinate to the Ministry, as well as reports on their activities;

10.7.1. submits to the Government of the Russian Federation a proposal on the appointment and dismissal of the heads of the federal service and federal agency subordinate to the Ministry and their deputies;

10.13. submits, in the prescribed manner, employees of the Ministry and subordinate to the Ministry of the federal service and the federal agency, other persons carrying out activities in the established field, for the assignment of honorary titles and awarding with state awards of the Russian Federation, the Certificate of Honor of the President of the Russian Federation, the Certificate of Honor of the Government of the Russian Federation, for encouragement in the form of announcing gratitude to them from the President of the Russian Federation and the Government of the Russian Federation;
10.14. in accordance with the established procedure, appoints and dismisses the heads of subordinate organizations, concludes, changes and terminates labor contracts with the indicated heads;
10.15. establishes, in the manner prescribed by the regulatory legal acts of the Russian Federation, a departmental insignia giving the right to confer the title of "Labor Veteran" and other departmental awards and rewards them to employees of the Ministry subordinate to the Ministry of the Federal Service and the federal agency, subordinate organizations, as well as other persons carrying out activities in the established field, approves the provisions on these signs and awards, as well as their descriptions;

11. Financing of expenses for the maintenance of the Ministry of Education and Science of the Russian Federation is carried out at the expense of funds provided in the federal budget.
12. The Ministry of Education and Science of the Russian Federation is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its own name, other seals, stamps and standard forms, accounts opened in accordance with the legislation of the Russian Federation.
The Ministry of Education and Science of the Russian Federation has the right to have a heraldic sign - an emblem, flag and pennant, established by the Ministry in agreement with the Heraldic Council under the President of the Russian Federation.
13. The location of the Ministry of Education and Science of the Russian Federation is Moscow.

To establish that the Ministry of Education and Science of the Russian Federation ensures the implementation of the powers determined in accordance with this resolution, within the limits of the maximum number of employees of the Ministry established by the Government of the Russian Federation, as well as budgetary allocations provided for by the Ministry in the federal budget for leadership and management in the area established functions.

I. General Provisions
1. The Ministry of Education and Science of the Russian Federation (Ministry of Education and Science of the Russian Federation) is the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of education, scientific, scientific, technical and innovative activities, nanotechnology, development of federal centers of science and high technologies, state scientific centers and science cities, intellectual property (with the exception of legal regulation of issues related to control, supervision and provision of state services in the field of legal protection of inventions, utility models, industrial designs, programs for electronic computers, databases and topologies of integrated microcircuits, including those that are part of a unified technology, trademarks, service marks, appellations of origin), in the field of education, custody and guardianship of minors, social support and social protection of students in educational organizations, in the field of youth policy, as well as the functions of providing public services and managing state property in the field of education, upbringing, scientific, scientific and technical and innovative activities, including the activities of federal centers of science and high technologies, state scientific centers, unique scientific stands and installations, federal centers for collective use, leading scientific schools, a new generation national research computer network and information support for scientific, scientific, technical and innovative activities.
2. The Ministry of Education and Science of the Russian Federation shall coordinate and control the activities of the Federal Service for Supervision in Education and Science and the Federal Agency for Youth Affairs, which are under its jurisdiction.
3. The Ministry of Education and Science of the Russian Federation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as this Regulation.
4. The Ministry of Education and Science of the Russian Federation carries out its activities directly and through its subordinate organizations in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.
II. Credentials
5. The Ministry of Education and Science of the Russian Federation exercises the following powers:
5.1. submits to the Government of the Russian Federation drafts of federal laws, normative legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents requiring a decision of the Government of the Russian Federation on issues related to the established sphere of competence of the Ministry and to the sphere of competence of the federal service and federal agencies for the activities of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation, as well as a draft work plan and forecast indicators of the Ministry's activities;
5.2. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation independently adopts the following normative legal acts:
5.2.1. lists of professions, specialties and areas of training, indicating the qualifications assigned for the relevant professions, specialties and areas of training, the procedure for forming these lists;
5.2.2. a list of professions of workers, positions of employees, for which vocational training is carried out, indicating the qualifications assigned for the relevant professions of workers, positions of employees;
5.2.3. on the correspondence of certain professions, specialties and areas of training indicated in the new lists of professions, specialties and areas of training, professions, specialties and areas of training indicated in the previous lists of professions, specialties and areas of training;
5.2.4. a list of professions, specialties and areas of training, the implementation of educational programs for which is not allowed using exclusively e-learning, distance learning technologies;
5.2.5. the procedure for the use by organizations carrying out educational activities, e-learning, distance educational technologies in the implementation of educational programs;
5.2.6. the procedure for organizing and carrying out educational activities for the corresponding educational programs of various levels and (or) focus or for the corresponding type of education;
5.2.7. the procedure for the development of exemplary basic educational programs, their examination and maintenance of the register of exemplary basic educational programs, features of the development, examination and inclusion in such a register of exemplary basic professional educational programs containing information constituting state secrets, and exemplary basic professional educational programs in the field of information security;
5.2.8. regulations on the practice of students mastering basic professional educational programs, and its types;
5.2.9. the procedure for the formation of a federal list of textbooks recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education, including the criteria and procedure for the examination of textbooks, the form of an expert opinion, as well as the grounds and procedure for excluding textbooks from the specified federal list;
5.2.10. the procedure for selecting organizations that issue textbooks that are allowed to be used in the implementation of state-accredited educational programs of primary general, basic general, secondary general education, and a list of such organizations;
5.2.11. model provisions on educational and methodological associations in the education system;
5.2.12. the procedure for the formation and functioning of innovative infrastructure in the education system (including the procedure for recognizing an organization as a federal innovation platform), a list of federal innovation platforms;
5.2.13. a list of indicators, criteria and frequency of assessing the effectiveness of the implementation of development programs for national research universities;
5.2.14. the procedure for the creation by professional educational organizations and educational organizations of higher education of departments and other structural units that provide practical training for students, on the basis of other organizations that carry out activities in the profile of the corresponding educational program;
5.2.15. performance indicators of the educational organization subject to self-examination, and the procedure for its conduct;
5.2.16. samples of student ID and grade book;
5.2.17. the procedure and grounds for granting students an academic leave;
5.2.18. cases and procedure for the transition of students from paid education to free education;
5.2.19. the procedure for transferring a student to another educational organization that implements an educational program of the appropriate level;
5.2.20. the procedure and conditions for transferring students in the event of termination of the activities of an organization carrying out educational activities, cancellation of the corresponding license, revocation of its state accreditation for the relevant educational program or expiration of the validity of state accreditation for the relevant educational program to other organizations carrying out educational activities for educational programs of the corresponding level and focus;
5.2.21. the procedure and conditions for the transfer of students in case of suspension of the license, suspension of state accreditation in full or in relation to individual levels of education, enlarged groups of professions, specialties and areas of training to other organizations carrying out educational activities on state-accredited basic educational programs of the corresponding level and focus ;
5.2.22. the procedure for assigning state academic scholarships and (or) state social scholarships to full-time students at the expense of budget allocations from the federal budget, as well as requirements for full-time students at the expense of federal budget allocations who are assigned a state academic scholarship;
5.2.23. the procedure for assigning state scholarships to postgraduate students, residents, assistant trainees studying full-time at the expense of budgetary allocations from the federal budget;
5.2.24. the procedure for the payment of scholarships to students of preparatory departments of federal state educational institutions of higher education who study at the expense of budgetary allocations from the federal budget;
5.2.25. the procedure for applying disciplinary measures to students and removing them from students;
5.2.26. the procedure for granting teachers a long leave of up to one year;
5.2.27. peculiarities of the working hours and rest hours of pedagogical workers of organizations carrying out educational activities;
5.2.28. the procedure for attestation of teaching staff of organizations engaged in educational activities (in agreement with the Ministry of Labor and Social Protection of the Russian Federation);

5.16. develops methodological materials on the issues of guardianship and guardianship in relation to minors;

5.21. carries out organizational and methodological support and coordination of activities for the prevention of neglect and juvenile delinquency, carried out by social institutions, clubs and other institutions under the jurisdiction of the Ministry;
5.22. creates, in cooperation with public organizations and movements representing the interests of young people, conditions for ensuring a healthy lifestyle, moral and patriotic education of young people, and the implementation of professional opportunities for young people;
5.23. provides assistance to children's and youth public associations, social institutions, foundations and other institutions and organizations whose activities are related to the implementation of measures to prevent child neglect and juvenile delinquency;
5.24. in accordance with the established procedure, on behalf of the Russian Federation, disposes of the rights to intellectual property objects and other scientific and technical results created at the expense of the federal budget at the request of the Ministry;
5.25. carries out an economic analysis of the activities of subordinate state unitary enterprises and approves the economic indicators of their activities, conducts inspections of financial and economic activities and the use of the property complex in subordinate organizations;
5.26. organizes congresses, conferences, olympiads, seminars, exhibitions and other events in the established field of activity;

5.27. performs other functions in the established area of activity, including the management of state property and the provision of public services, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation.
6. The Ministry of Education and Science of the Russian Federation, in order to exercise its powers in the established area of activity, has the right:
6.1. to request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Ministry;
6.2. involve, in the prescribed manner, for the study of issues related to the sphere of activity of the Ministry, scientific and other organizations, scientists and specialists;
6.3. create coordination, advisory and expert bodies (councils, commissions, groups, collegia), including interdepartmental bodies, in the established field of activity;
6.4. establish, in the prescribed manner, mass media for the publication of regulatory legal acts in the established field of activity, official announcements, posting other materials on issues within the competence of the Ministry and subordinate to the federal service and federal agency; (as amended by Resolutions of the Government of the Russian Federation of 06.09.2013 N 783)
6.5. give explanations to legal entities and individuals on issues related to the sphere of activity of the Ministry;

7. The Ministry of Education and Science of the Russian Federation in the established field of activity is not entitled to exercise control and supervision functions, except for cases established by federal laws, decrees of the President of the Russian Federation or decrees of the Government of the Russian Federation.
The restrictions on the powers of the Ministry established by the first paragraph of this clause do not apply to the powers of the Minister to resolve personnel issues and issues of organizing the activities of the Ministry and its structural divisions.
When implementing legal regulation in the established area of activity, the Ministry is not entitled to establish functions and powers of federal bodies of state power, bodies of state power of constituent entities of the Russian Federation, local self-government bodies that are not provided for by federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation restrictions on the exercise of the rights and freedoms of citizens, the rights of non-state commercial and non-commercial organizations, except for cases when the possibility of introducing such restrictions by acts of authorized federal executive bodies is directly provided for by the Constitution of the Russian Federation, federal constitutional laws, federal laws and issued on the basis of and in pursuance of the Constitution Of the Russian Federation, federal constitutional laws, federal laws by acts of the President of the Russian Federation and the Government of the Ro Russian Federation.
III. Organization of activities
8. The Ministry of Education and Science of the Russian Federation is headed by a Minister appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.
The Minister bears personal responsibility for the implementation of the powers assigned to the Ministry of Education and Science of the Russian Federation and for the implementation of state policy in the established area of activity.

The number of Deputy Ministers is established by the Government of the Russian Federation.
9. The structural subdivisions of the Ministry of Education and Science of the Russian Federation are departments for the main directions of the Ministry's activities. Departments include departments.
10. Minister:
10.1. distributes duties between his deputies;
10.2. approves regulations on structural divisions of the Ministry;
10.3. appoints and dismisses employees of the Ministry in accordance with the established procedure;
10.4. decides, in accordance with the legislation of the Russian Federation on public service, issues related to the passage of the federal public service in the Ministry;
10.5. approves the structure and staffing of the central office of the Ministry within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the estimate of expenses for its maintenance within the limits of the appropriations approved for the corresponding period provided in the federal budget;
10.6. approves the annual work plan and performance indicators of the federal service and federal agency subordinate to the Ministry, as well as reports on their activities;
10.7. submits to the Government of the Russian Federation, upon the submission of the heads of the federal service and federal agency subordinate to the Ministry, draft regulations on the federal service and the federal agency, as well as proposals on the maximum number of employees of the federal service and the federal agency and the wage fund for their employees;
10.8. submits to the Government of the Russian Federation in accordance with the established procedure proposals on the creation, reorganization and liquidation of federal state organizations under the jurisdiction of the Ministry and subordinate to the Ministry of the federal service and the federal agency;
10.9. submits to the Government of the Russian Federation drafts of normative legal acts, other documents specified in subparagraph 5.1 of these Regulations;

12. The Ministry of Education and Science of the Russian Federation is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its own name, other seals, stamps and standard forms, accounts opened in accordance with the legislation of the Russian Federation.

REGULATIONS ON THE MINISTRY OF EDUCATION OF THE RUSSIAN FEDERATION
1. The Ministry of Education of the Russian Federation (Ministry of Education of Russia, hereinafter referred to as the Ministry) is the central body of the federal executive power, ensuring the implementation of state policy in the field of preschool, primary general, basic general and secondary (complete) general, primary vocational, additional education (hereinafter referred to as the sphere education). The Ministry is also the central body of sectoral management of pedagogical secondary, higher and postgraduate education.
2. The Ministry in its activities is guided by the Constitution of the Russian Federation, the Law of the Russian Federation "On the Council of Ministers - the Government of the Russian Federation" and other legislative acts of the Russian Federation, decrees and orders of the President of the Russian Federation, decisions and orders of the Council of Ministers - the Government of the Russian Federation, as well as this Regulations.

c) development and control over the implementation of federal components of state educational standards in the field of education, assistance in the development of national - regional components of state educational standards;
d) organization of vocational education for skilled workers in primary vocational education institutions, training of specialists in pedagogical secondary, higher and postgraduate education in relevant educational institutions;
e) development, jointly with the Ministry of Labor of the Russian Federation, of lists of professions, directions and specialties in which vocational education and training are carried out;
f) state assessment of the quality of the educational process in state, municipal and non-state educational institutions; state accreditation of educational institutions;
g) participation in the development and implementation, together with the relevant central bodies of federal executive power, of a set of measures for social and legal protection and health protection of children, students and pupils;
h) implementation of personnel policy in the field of education, improvement of training and use of scientific and pedagogical personnel; raising the social status of an educator;
i) participation in the development and implementation of state financial, investment and innovation policies in the field of education;

7. The Ministry, in accordance with the tasks assigned to it:
a) develops, with the participation of central federal executive authorities, executive authorities of the republics within the Russian Federation, territories, regions, autonomous formations, cities of Moscow and St. Petersburg, public organizations, scientists, education, culture on a competitive basis, the Federal program for the development of education , other programs in the field of education and ensures their implementation;
b) organizes, on behalf of the Council of Ministers - the Government of the Russian Federation, state examination of projects of international, federal and regional programs in the field of education;
c) carries out a comprehensive analysis and forecasting of trends in the development of education, substantiation of goals and priorities for the development of individual educational programs throughout the Russian Federation, as well as in individual territories, taking into account their national and regional characteristics and educational potential;
d) ensures the development of the content of education that meets the needs of national, age and other groups of the population, including the necessary knowledge in the field of state defense, the military duty of citizens and skills in civil defense.
Provides, with the participation of the Ministry of Defense of the Russian Federation, the development of programs and methods for preparing students, pupils of educational institutions for military service in accordance with the requirements of the current legislation;
e) establishes federal requirements for the content of education and the development of curricula and programs, determines the procedure for the approval and release of educational and methodological documentation;
f) ensures the development of teaching materials and textbooks, the development of new promising approaches to the organization of the educational process in educational institutions in accordance with the competence of the Ministry;
g) establishes the nomenclature and form of certificates, diplomas and other state-recognized documents on general and primary vocational education, the equivalence of documents on general and primary vocational education on the territory of the Russian Federation;
h) develops and approves regulations on gold and silver medals, as well as the procedure for awarding them to graduates of educational institutions of the Russian Federation;
i) organizes, with the participation of interested central federal executive bodies, a system of work with children and adolescents with deviant (socially dangerous) behavior and disabilities in physical and mental development;
j) organizes methodological assistance and provides assistance to bodies performing guardianship and guardianship functions in relation to minors, protecting the rights of children, students and pupils in need of state support;

k) develops and implements, together with interested central bodies of federal executive power, executive bodies of republics within the Russian Federation, territories, regions, autonomous formations, cities of Moscow and St. Petersburg, a set of measures for vocational education - training, retraining and advanced training of workers and employees, as well as vocational training and retraining of the redundant and unemployed population;
l) determines the requirements and procedure for licensing, certification and state accreditation of educational institutions in the field of education;
m) ensures, together with the Russian Academy of Education, the coordination and implementation of research projects of fundamental and priority applied importance for the education sector, as well as the implementation of the achievements of science, technology, domestic and foreign experience in this area;
n) participates in the development of state standards for financing education, proposals for improving the systems of financing, taxation, organization and remuneration of labor, the economic mechanism in the field of education;
o) carries out, in the prescribed manner, financing of educational and other institutions, organizations, capital construction projects directly subordinate to the Ministry, related to federal property, as well as control over their financial and economic activities;
p) ensures the development of forecasts and promising directions for the development of the material and technical base of the education sector and contributes to meeting the needs of the industry in material and technical resources, develops recommendations for the relevant industrial production;
c) develops and implements, within its competence, targeted international programs in the field of education, carries out work to assist in the study of the Russian language and literature abroad; ensures the fulfillment of the obligations of the Russian Federation on education issues arising from the treaties of the Russian Federation with foreign states;
r) develops and implements measures to create and develop a federal information system in the field of education;
s) carries out, in accordance with the established procedure, the collection, processing, analysis and submission of state statistical reports in the field of education, ensures its reliability;
t) summarizes the practice of applying the federal legislation of the Russian Federation in the field of education, develops proposals for its improvement and submits them in the prescribed manner to the Council of Ministers - the Government of the Russian Federation;
x) presents, in the established manner, educational workers for state awards and the conferment of honorary titles, encourages students and pupils.
8. The Ministry has the right:
a) carry out, on issues within the competence of the Ministry, inspections of educational institutions and educational authorities on the territory of the Russian Federation, inspections in educational and other institutions, organizations directly subordinate to the Ministry;
b) to form, if necessary, commissions and expert councils, as well as temporary scientific (creative) teams and working groups;
c) create, reorganize and liquidate, in the prescribed manner, educational and other institutions, organizations directly subordinate to the Ministry;
d) suspend, in the prescribed manner, the activities of subordinate educational institutions carried out in violation of the requirements of the legislation of the Russian Federation in the field of education and the charters of educational institutions.
9. The Ministry is headed by the Minister of Education of the Russian Federation (hereinafter referred to as the Minister), who is appointed and dismissed from office in the manner prescribed by the legislation of the Russian Federation.
The Minister exercises leadership of the Ministry on the basis of one-man management and bears personal responsibility for the implementation of the tasks and functions assigned to the Ministry.
The minister has deputies who are appointed and dismissed from office on his recommendation by the Council of Ministers - the Government of the Russian Federation.
10. Minister:
a) submits, in accordance with the established procedure, for consideration by the Council of Ministers - the Government of the Russian Federation, draft normative acts on education issues;
b) distributes duties and establishes the degree of responsibility of deputy ministers, heads of structural divisions of the central apparatus of the Ministry and heads of institutions and organizations directly subordinate to the Ministry;
c) issues, within its competence, orders, instructions and gives instructions that are subject to mandatory execution by employees of the central office of the Ministry, subordinate educational and other institutions, organizations, and checks their implementation; when necessary, together with the heads of other central federal executive bodies, issues orders and instructions;
d) approves the structure and staffing of the central office of the Ministry within the limits established by the Council of Ministers - the Government of the Russian Federation, the wage fund and the staffing of the central office of the Ministry, regulations on structural divisions of the central office of the Ministry, approves (agrees) the charters of educational institutions, regulations on institutions and organizations directly subordinate to the Ministry;
e) appoints and dismisses employees of the central apparatus of the Ministry, heads of institutions and organizations directly subordinate to the Ministry.
11. A collegium is formed in the Ministry, consisting of the Minister (chairman of the collegium) and deputy ministers by office, heads of leading divisions of the central apparatus of the Ministry, scientists, specialists, and public figures.
The members of the collegium (except for the persons included in its composition by position) are approved by the Council of Ministers - the Government of the Russian Federation on the proposal of the Minister.
The collegium at its meetings considers issues within the competence of the Ministry. The decisions of the collegium are formalized by decisions of the collegium and are enforced, as a rule, by orders of the Minister.
In the event of disagreements between the Minister and the members of the collegium, the Minister makes his decision by reporting to the Council of Ministers - the Government of the Russian Federation on the disagreements that have arisen. The members of the collegium, in turn, can also communicate their opinion to the Council of Ministers - the Government of the Russian Federation.
12. Under the Ministry, the Supreme Federal Council for Education is formed to address issues of education development. The regulations on him and his personal composition are approved by the Minister.
