On June 7, 2017, lawyers Vladimir Kapustin and Fyodor Akchermyshev with the aim of providing legal assistance to prisoners who contacted human rights activists with complaints of torture and violence by colony officers. Vladimir Kapustin intended to use a camera during the meeting with the convicts to record bodily injuries, as well as make video recordings.

The head of the colony, Sergei Nekrasov, prohibited lawyer Kapustin from bringing a camera into the territory of the colony, citing a piece of paper from the regional prison headquarters, according to which lawyers were allowed to bring communication equipment only with the permission of the head of the colony. The fact that this document completely contradicts the decisions of the Supreme Court of the Russian Federation, allowing lawyers to use communication means during meetings with convicted persons, did not impress Nekrasov’s boss. However, he based his resolution on the statement of lawyer Kapustin - “You can carry a camera, but you cannot use it”.

Disagreeing with gross violations of the law, and, in fact, with outright mockery, lawyer Vladimir Kapustin went to court, where he asked to recognize the actions of the head of PKU IK-53 Sergei Nekrasov, expressed in the ban on bringing a camera, as well as the actions of the Federal Penitentiary Service of Russia in the Sverdlovsk Region who sent a deliberately illegal letter to an institution, due to which the rights of a lawyer were violated.


At the court hearing, the representative of the GUFSIN of Russia for the Sverdlovsk region stated that this letter does not oblige the management of the institution to prohibit the use of cameras by lawyers and is for informational purposes only, and also referred to the fact that this letter clarifies the provisions of the provisions of the PVR of the correctional institution, which have lost their force, and she does not It is known why the boss used this letter to impede the lawyer’s legal activities.

The head of FKU IK-53 did not appear in court and the plaintiffs were not able to familiarize themselves with the defendant’s version.

Along with the decision to recognize the actions of the head of PKU IK-53 as illegal, Judge Nikolai Koblov issued a private ruling to the head of the colony, Sergei Nekrasov, in which he drew his attention to the inadmissibility of violating the legislation of the Russian Federation in the future. Judge Nikolai Koblov ordered the head of the colony, Sergei Nekrasov, to review this particular ruling within a month and send a response to the court.

Not all veterans of the Great Patriotic War will be able to attend the anniversary Victory Parade. Due to “special security measures” introduced by the capital’s authorities, only veterans who have received special invitations - one war participant from each region - will enter Red Square.

Moscow authorities warned that they would not allow all willing veterans of the Great Patriotic War to attend the Victory Parade on Red Square. As Moscow Vice-Mayor Leonid Pechatnikov, a member of the organizing committee for the celebration of the 70th anniversary of the Victory, said, the experience of past years shows that some of the veterans expect that they will be able to get to the parade without an invitation, on a “turnout” basis. However, this year the authorities will take “special security measures” and will not allow veterans into Red Square without a special invitation, Kommersant reports.

Meanwhile, the publication found out that each Russian region, not counting Moscow, will be represented at the Victory Parade by only one veteran, who is allowed to take an accompanying person with him. As for the capital, about 400 people will attend the parade. Invitations to Moscow for Victory Day are distributed among veterans by the authorities of the constituent entities. It is reported that only those who are able to withstand the road are invited to the parade.

Let us note that the capital’s authorities will not only ensure that veterans do not come to Red Square without an invitation. According to Pechatnikov, this year measures will be taken to ensure that front-line soldiers and home front workers coming to Moscow do not find themselves in a situation where they “don’t know where to turn.” For this purpose, there will be a headquarters responsible for the reception and resettlement of veterans. They will be sent by bus to a respiratory rehabilitation clinic in Zvenigorod. And those who do not have enough space there will be accommodated in hotels “at minimum prices.”

On the evening of May 9, tension sparked in the offices of the presidential administration in Kyiv. Zrada came from where we didn’t expect it. According to independent analysts, the most popular query on Internet search engines in Ukraine on that day was “Victory Parade in Moscow.” Those who did not acquire satellite dishes watched the ceremonial march on Red Square through social networks. And this is a real challenge to Ukrainian statehood and a threat to its security. For a week, the best minds of Poroshenko’s apparatus were thinking about a worthy response to the “enemy.” And on Tuesday they presented their citizens with a Presidential Decree, harshly suppressing the pernicious influence of their eastern neighbor and cutting off the sprouts of separatism in the country. Without further ado, Poroshenko pulled the switch, disconnecting his citizens from popular social networks.

1. What was closed?

In total, there are 468 legal entities from Russia on the Ukrainian sanctions list. However, if earlier Kyiv “hit” Russian business and the defense industry, then the victims of the new bans were more likely to be citizens of Square than companies from the Russian Federation. Taking into account the gaps in the country’s defense capability, Pyotr Alekseevich approved the proposal of the National Security Council to ban access to the social networks Odnoklassniki, Vkontakte, and all services of Yandex and Mail.ru. With the stroke of a pen, the President of Ukraine left his citizens without popular antiviruses and without the ability to communicate on their favorite social networks. And we are talking about millions of users here. About 9.5 million Ukrainians are registered in Odnoklassniki alone. That is, almost every fourth resident of the country. Moreover, the main part are young people aged 18 to 35 years. The VKontakte network is used monthly by up to 15 million residents of Ukraine. At the same time, many people have businesses on social networks. Not to mention the fact that for most users, a personal page is a diary, a photo album, a music collection, and a library with study notes... And on May 16, 2017, they instantly lost their virtual luggage that they had been saving up, maybe several years.

Mail services with work and dear correspondence are also closed. It is unclear where user funds from the Yandex-Money resource will go now. Advertising on Yandex Direct, in which Ukrainian users have invested a lot of money, is now also blocked. By the way, according to the adviser to the Russian President on the Internet, German Klimenko, the Russian Federation will practically not feel these sanctions: “In terms of advertising revenues, this, to put it mildly, does not even correspond in percentage terms. The total number of Ukrainians on the Russian Internet is 12.5%. I think it’s no more than 3% of income.”

By the way, software produced in Russia was also banned. For example, “1C: Enterprise” - accounting, tax, warehouse management, transport, business process analysis... 300 thousand Ukrainian companies will certainly thank the president for such concern for the security of the state.

2. What is this done for?

For the last three years, Kyiv has been systematically and consistently cutting off any ties between the state and Russia, acting more and more radically. The Russian world, penetrating into the country through satellite signals, fiber optic networks and mobile systems, threatens the serene existence of a regime built on deep-rooted Russophobia. As a result, every year there are more and more people who take to the streets on the sacred Victory Day, opposing themselves to the political mainstream of Independence. And as long as there are channels for obtaining alternative information, no state propaganda will be able to erase from people what has been laid down at the genetic level for decades.

3. What is already prohibited?

The current Ukrainian regime is really trying to do everything to break family, cultural and economic ties between our countries. Over the past three years, the following have been banned:

Books in Russian by authors disliked by Kyiv;

Films in which actors unsympathetic to the Ukrainian authorities play;

Russian TV channels broadcasting truths that are unpleasant for Poroshenko’s comrades;

Airlines connecting our cities;

Banks that allowed Ukrainian guest workers to send home their honestly earned money;

Joint industrial projects, despite the fact that many Ukrainian enterprises simply “died” after that.

4. Did this help Kyiv?

After Russian television was banned in Ukraine, companies selling satellite dishes probably got rich. It is no coincidence that on New Year’s Eve, photographs of people celebrating the holiday with President Putin appear on television in the Ukrainian segment of popular social networks. For those who are used to watching TV in Russian, the ban was not an obstacle.

The same will happen with the Internet. There are plenty of tools today to bypass website blocking. These include Tor browsers, anonymizers of various types, and private Internet tunnels... It sounds complicated, but, as a rule, this is a regular application that is launched by pressing one button. I quite successfully used such a service, for example, in Syria, where some resources do not work due to Western sanctions.

However, first, this Decree must be implemented. Many experts doubt that blocking these resources is even possible.

“We believe that blocking is ineffective,” says Alexander Fedienko, president of the Internet Association of Ukraine. - But if such a mechanism is implemented in our country, then blocking should occur solely by court decision. Because other mechanisms simply cannot be called civilized. In Ukraine there are no information blocking mechanisms as such yet, and this should also be taken into account when talking about a particular system for implementing a cybersecurity strategy.

And ex-CEO of Yandex.Ukraine Sergei Petrenko ridiculed the authorities’ idea in his blog: “Everyone who was involved in this decree, and personally who signed it, are idiots. To the guys from Yandex (especially Yandex.Ukraine, whom the gray-haired idiot deprived of their jobs in one fell swoop), Mail and VKontakte, as an illustration, I would advise for an hour to include a redirect from Ukrainian addresses to the text of this decree. Let them try to serve what they want to ban.”

Through sanctions and decrees, the Ukrainian government is building a small, cozy world around itself, in which there is neither “Russian propaganda” nor citizens dissatisfied with the regime. Kyiv, positioning a European democratic course, is lowering the iron curtain in the best traditions of the “Chinese firewall”. Does Poroshenko understand how stupid he looks with his anti-people sanctions initiatives? And they say that Lukashenko is the last dictator of Europe.

I moved towards Red Square, everything was blocked off by a fence, behind which there were a bunch of plastic toilets, but people weren’t allowed near them….

I had to go through the back streets to the GUM, but even here everything was blocked.

I reached Nikolskaya. It’s beautiful, there are a lot of people. There is not a single toilet around and kilometer-long queues for medical facilities in unfortunate cafes.

The entrance to Red Square is also closed here. The employees standing there said that everything was closed at 10 p.m., so go to bed.

People were indignant because they were driven into a pen and driven in one direction, towards Lubyanka.

Lubyanka, the picture resembled Hell. Everything is blocked off by special equipment and special services. People simply did not understand what was happening. People went to the subway like sheep and left extremely dissatisfied.

This time I got an extremely disgusting impression from my walk on the first day of 2018. Apparently this is the life they are preparing for us in the new year after the re-elections? Or is everything so bad here with the terrorist threat and the safety of citizens that we now have to walk around the Kremlin’s paddocks until 10 p.m., and then sleep in a cradle?

I consider this a shame to Sobyanin and his team. Well, why did they spend so much money on decoration if everything is so terribly organized and people are only allowed to walk in the center of Moscow until 10 p.m.? The mood was very spoiled. They ruined the holiday, and even forced people to keep their bladders under pressure. After this, decent officials resign, and here United Russia will get rid of everyone.
