Matveychev graduated from the Ural State University (Faculty of Philosophy) in 1993 and in 1995 defended his dissertation on Hegel’s philosophy of politics and law.

Oleg Matveychev was born in early February 1970. His hometown is Novokuznetsk, where he grew up and graduated high school.
